ENVIRONMENTAL PROTECTION

Sakhalin-1 Project’s environmental safety is another key value Exxon Neftegas Limited. A prudent and sound use of natural resources supported by science helps protect the flora and fauna in the areas

of Sakhalin Oblast and Khabarovsk Krai in which we operate.

Since project inception, over 2.5 billion US dollars has been invested into protection of the environment and wildlife habitat, and into rational land use. Best available technologies and industry best practices contribute significantly to this investment.

One of the notable examples of mitigating negative impacts upon the island’s natural environment

is drilling of ERD wells from an onshore pad. This approach allows us to drill multiple wells from a single well pad, which eliminates the need for multiple well pads, additional offshore platforms, and an extensive network of flowlines which, in turn, dramatically reduces risks and consequences of man-made impacts.

To minimize even potential contamination risks for water bodies, Sakhalin-1 pipelines were routed on the island to minimize river crossings. Many water bodies on the island are important for environment and humans, as being spawning grounds for the Pacific salmon.

The Sakhalin-1 Project is operated in a seismically active region. Therefore, all pipelines were engineered to withstand a major earthquake. Each vessel of the tanker fleet has an enhanced ice class and a double hull design to assure safe crude transportation

even in the harsh ice conditions of the Tatar Strait. Ice breakers, escorting tankers in winter, provide additional safety for tanker transportation.

Orlan and Berkut platforms are equipped with

a drainage system, operating in a closed loop. In the

event of oil or petroleum product leak on any of the decks, hazardous liquid will be prevented from entering the sea.

Construction of the causeway across the Chayvo Bay and other shoreline based facilities relied on vibrohammers for pile installation to reduce the levels of noise transmitted into the marine environment.

The Company waste management strategy is aimed at reducing waste generation and maximizing its recycling. Drilling waste, drill cuttings and formation water are not discharged into the environment but injected into suitable formations. Domestic waste generated during the facilities operation is initially segregated for subsequent disposal. Construction wastes are incinerated or recycled to their maximum extent.

Three times, the De-Kastri oil export terminal has been named by the industry as The Terminal of the Year. In this race, it left behind similar facilities not only in terms of economic or social performance, but also in environmental excellence. The terminal crew is proud of the fact that since the terminal’s commissioning in 2006, not a drop of liquid hydrocarbons has fallen into the sea from the world’s largest single point mooring tower. And that is considering the fact that a total of about 90 million tonnes of oil has been offloaded into tankers.

But, even despite such unprecedented safety measures designed to mitigate the environmental hazards and risks in the sea where oil is produced and transported, Sakhalin-1 established and maintains a constantly ready oil spill response team (OSR).

As a contingency, top notch responders are equipped with the most sophisticated oil spill response tools and equipment.

Большой вклад «Эксон Нефтегаз Лимитед» вносит

внаучные исследования морских млекопитающих. Работа по изучению серых китов охотско-корейской популяции была начата 20 лет назад. Долгое время эти млекопитающие считались исчезнувшими. Лишь

в80-е годы двадцатого века в районе будущих нефтя- ных разработок были замечены несколько серых китов. С тех пор основные усилия наших исследователей были направлены на изучение их популяции и ареала обита- ния, чтобы мы смогли понять, как работать и сосущество- вать рядом с морскими млекопитающими, которые зане- сены в Красную книгу РФ.

За время изучения этих млекопитающих было израсхо- довано более 42 млн долларов США. В рамках этой мно- голетней научной программы серым китам установили спутниковые датчики, которые помогли изучить пути их миграции. Ученые получили возможность проследить связи охотско-корейской популяции с их предполагае- мыми родичами — гораздо более крупной чукотско-кали- форнийской популяцией.

Уникальные данные исследователям удалось полу- чить благодаря самке серого кита по имени Варвара.

от Сахалина до берегов Нижней Калифорнии в Мексике, откуда в следующем году она снова вернулась к берегам Сахалина, преодолев за время своей 170-дневной миг- рации более 22500 км. Это самая протяженная, когдалибо документально зарегистрированная миграция мле- копитающего. Всего же, как подсчитали биологи, за свою 40-летнюю жизнь киты преодолевают расстояние, рав- ное 20 виткам вокруг Земли по экватору.

В некоторые годы в исследовательских работах по изуче- нию серых китов были задействованы более 100 чело- век. «Эксон Нефтегаз Лимитед» в своей работе по защите биоразнообразия и по сохранению экосистем также опи- рается на многолетний опыт и уникальные научные раз- работки головной компании — «ЭксонМобил».

Вклад «Эксон Нефтегаз Лимитед» в изучение, а также обеспечение защиты серых китов, удостаивался отра- слевых наград. Ведущие научные журналы мира на своих страницах неоднократно публиковали исследования, инициированные или профинансированные консорциу- мом «Сахалин-1» для обеспечения защиты морских мле- копитающих, демонстрируя тем самым, что мы можем безопасно осуществлять нашу деятельность в экологиче- ски чувствительных регионах.

OVER 42 MILLION US DOLLARS HAS BEEN SPENT ON THE STUDY OF THESE MAMMALS SINCE THE RESEARCH PROGRAMS WERE INITIATED

Exxon Neftegas Limited has been making notable contributions to the research into, and the study of marine mammals. The work to study the Okhotsk-Korean Gray Whale population was initiated 20 years ago. For a long time, these mammals were believed to be extinct. It was only in the 1980s that a few gray whales were sighted in the area of future oil development. Since then, our research has focused on the population, their habitat, and how to operate and co-exist with these marine mammals. They are classified as endangered in the Russia Red Book.

Over 42 million US dollars has been spent on the study of these mammals since the research programs were initiated. Under this long term research project satellite beacons were implanted in some gray whales, to help study their migration routes. The beacons enabled researchers to track the ties of the Okhotsk-Korean gray whales to their believed next of kin — the much greater Chukhotka-California population.

The researchers were able to collect unique data thanks to the female gray whale called Varvara. Satellite tagging made it possible to track Varvara’s migration from Sakhalin

to Baja California, Mexico, where upon she returned to the shores of Sakhalin the following year, having covered over 22,500 km in the more than 170 days of her migration. This is the longest migration route of a mammal ever documented and recorded. Biologists calculated that over their lifetime of 40 years, whales cover a distance equal to 20 loops around the world along the equator.

Over a period of time in the past more than a hundred researchers were involved in the whale studies. Exxon Neftegas Limited in its work to safeguard the biodiversity and survival of ecosystems also relies on many years’ experience and unprecedented research development of ExxonMobil, its parent company.

Exxon Neftegas Limited’s contribution to study and protection of gray whales has received industry-wide recognition. Leading science journals have published coverage of research initiated or funded by the Sakhalin-1 Consortium illustrating ways to be protective of marine mammals and demonstrate that we can safely operate in sensitive environmental areas.

Эти величественные птицы, занесенные в Красную книгу РФ, обитают на Дальнем Востоке России. Лишь на зиму они перебираются южнее, в Японию, Южную Корею и Китай, чтобы переждать морозы.

Когда на территории гнездования белоплечих орла- нов развернулось строительство объектов проекта «Сахалин-1», ученые-орнитологи разработали для ком- пании «Эксон Нефтегаз Лимитед» систему мер, снижаю- щих воздействие на популяцию. С начала работ по про- екту «Сахалин-1» компания финансирует орнитологиче- ские исследования и охрану этого уникального вида пер- натых. С 2004 года в рамках этой программы проводится мониторинг численности белоплечих орланов в районе трубопровода компании и береговых объектов.

Научные данные указывают, что большинство этих птиц моногамны и консервативны. Как правило, они живут одной парой всю жизнь. Вьют огромные гнезда, диаметр которых достигает 3 м. Это настоящие дома, которые служат своим владельцам много лет.

Понимая это и стараясь не причинить вреда пернатым, в случае необходимости компания даже корректировала планы строительства. Так было, например, когда выясни- лось, что промысловый нефтепровод пройдет через гне- здовой участок орланов на побережье залива Чайво.

Несмотря на то что речь шла всего лишь о 2 птицах, оператор проекта принял решение изменить маршрут нефтепровода и направить его в обход гнездовья.

Как показали многолетние исследования орнитологов, большой вред белоплечим орланам наносят бурые мед- веди — косолапые в поисках пропитания разоряют гнезда. При поддержке компании, чтобы уберечь гнезда орланов, на деревьях оборудуют специальные кожухи, которые ограничивают доступ медведей к гнездам с птенцами. Для охраны этих редких птиц специалисты-орнитологи обустроены искусственные гнезда и присады. С 2005 года было построено 67 присад, 19 гнездовых платформ и 66 гнезд были защищены от косолапых хищников.

STELLER’S SEA EAGLE

These majestic birds entered in the Russia Red Book inhabit the Russian Far east. For the winter season they migrate southwards — to Japan, South Korea, and China, to wait out freezing temperatures, before flying back.

When construction of the Sakhalin-1 facilities started in the sea eagle’s nesting grounds, ornithologists developed for ENL a system of measures mitigating negative impacts on the population. Since the start of Sakhalin-1 operations, the Company has financed ornithological research and

protection of this unique bird species. Since 2004, under this program Stellar’s sea eagle population is monitored in the vicinity of the pipeline and onshore facilities.

Research data suggest that most of these birds are monogamous and conservative. Normally, a couple stays together all their lives. They build big nests, up to 3 meters in diameter, real houses, which serve their owners for many years.

Recognizing it, and trying to avoid any harm to the birds, the Company even adjusted its construction plans, as needed. It happened, for example, when it became apparent that

a planned flowline would pass through the sea eagles’ nesting area on the shore of the Chayvo Bay. Though it could potentially affect only two birds, the project operator resolved to divert the flowline away from the nesting area.

Many years of research by ornithologists demonstrated that the brown bear is the birds’ worst enemy. The bears destroy the nests as they look for food. The company supported the initiative to protect the sea eagle’s nests by wrapping some strong claw-resistant material around the tree trunks so bears cannot climb the tree to destroy the nest. To also protect these rare birds, ornithologists have made artificial nests and perches. Since 2005, they have built 67 perches and 19 nest platforms, in addition to which 66 nests were made inaccessible for “clumsy” predators.

Для работ по проекту «Сахалин-1» его оператор «Эксон Нефтегаз Лимитед» старается привлекать как можно большее количество высококвалифицированных специ- алистов из России, в том числе из Сахалинской области и Хабаровского края. В настоящее время 80% сотрудни- ков компании — граждане России. В планах увеличение доли российского персонала до 90%.

Осознавая важность подготовки инженерно-техни- ческих кадров для нефтегазовой отрасли, консор- циум «Сахалин-1» в 2012 году совместно с правительст- вом Сахалинской области и Сахалинским государствен- ным университетом открыл Технический нефтегазовый институт в Южно-Сахалинске. Компания ЭНЛ обеспе- чила новый учебный корпус самым современным обо- рудованием для учебы и практики, которое позволяет студентам в полном объеме получить знания, необхо- димые для работы в нефтегазовой отрасли, по миро- вым стандартам. В 2014 году на базе СахГУ начал работу Сахалинский технический естественно-научный мате- матический центр (СТЕМ-центр). Его создание также было профинансировано консорциумом «Сахалин-1»

и позволило значительно повысить уровень обучения техническим и естественно-научным специальностям в Сахалинском госуниверситете и создать образователь- ную базу для обучения будущих профессионалов нефтя- ной индустрии.

Кадровая политика компании предусматривает также поддержку профессионального роста молодых инже- неров, предоставляя им возможность стажироваться на различных объектах компании и расширяя опыт

работы с самыми передовыми технологиями. Для сотруд- ников компании, а также подрядных организаций преду­ смотрены различные тренинги, направленные на разви- тие профессиональных навыков, которые помогают в их карьерном росте.

Разработка месторождений нефти и газа способст- вует экономическому развитию регионов, а достиже- ния «Эксон Нефтегаз Лимитед» создают потенциал для такого развития и способствуют созданию рабочих мест, обучению и подготовке местных кадров, передачу им навыков и знаний мирового уровня.

Sakhalin-1 and ENL, its operator, are making a conscious effort to hire a maximum number of highly skilled Russian nationals to work for the project, including people from Sakhalin and Khabarovsk Krai. Today, 80% of the Company’s workforce are Russian nationals. The plans suggest increasing the Russian personnel to 90 %.

Being fully aware of the importance of training technical personnel for the oil and gas industry, the Sakhalin-1 Consortium, the Sakhalin Oblast government and the Sakhalin State University founded the Technical Petroleum Institute in 2012 in Yuzhno-Sakhalinsk. ENL purchased state of the art equipment for the new academic building which will give students opportunities to acquire all knowledge and to qualify as world class oil and gas specialists. In 2014, the Sakhalin State University offered its facilities for use by the Sakhalin Technical and Natural Science Center for Mathematics (STEM Center). Part of the Center’s cost was

covered by the Sakhalin-1 Consortium, and the center allowed to drastically improve training of students in technical and natural science fields at the Sakhalin State University and to develop a training center in support of future petroleum industry professionals.

The company personnel development policies call for support of young engineers’ career development by offering them internships at the company’s various facilities and exposure to the most advanced technologies. Company employees and contractors are offered various training opportunities to mature professionally and facilitate career growth.

Development of oil and gas fields contributes to the regional economic development. And Exxon Neftegas Limited’s achievements pave the way for such development and create new jobs, contribute to local workforce training in the world class skills and information.

Проекты, направленные на развитие общества, еже- годно поддерживаются компанией «Эксон Нефтегаз Лимитед» как самостоятельно, так и от имени консорци- ума «Сахалин-1». Благотворительную помощь получают общественные организации и учреждения здравоохране- ния, образования, культуры и спорта.

Считается, что качество системы образования является одним из основных факторов, влияющих на уровень эко- номического развития государства. Поэтому компания старается поддерживать проекты, направленные на улуч- шение в этой сфере. «Эксон Нефтегаз Лимитед» не пер- вый год является генеральным спонсором таких круп- ных проектов, как «Учитель года» и муниципальный этап Всероссийской олимпиады школьников.

Особое внимание компания уделяет проектам в сфере здравоохранения: дорогостоящее, высокотехнологич- ное оборудование было установлено в крупнейших клиниках Сахалинской области. Компания также ока- зывает помощь в приобретении современной меди- цинской аппаратуры районным больницам, детским садам и школам.

За время проведения совместных проектов удалось при- влечь к занятиям спортом сотни мальчишек и девчо- нок. Но самое главное — уже в столь юном возрасте полу- чилось сформировать у них правильное отношение к жизни, людям и окружающему их миру.

SOCIAL PROGRAMS

ENL on its own and on behalf of the Sakhalin-1 Consortium annually supports social development programs. Charitable help goes to public organizations, health, education, cultural, and sports facilities.

It is believed that the quality of education is a key factor of a nation’s economic development. Therefore, the Company seeks to support projects promising improvements in this area. For several years now, Exxon Neftegas Limited has been a general sponsor of such major projects as the

Teacher of the Year and the municipal stage of the National Olympiad of high school students.

The company gives special attention to public health programs: high cost/high tech equipment was installed in Sakhalin Oblast’s major clinics. The Company also helps local hospitals, pre-school centers, and schools purchase advanced health care equipment.

Since Exxon Neftegas Limited started its operations

in Sakhalin Oblast, dozens of cultural institutions and art groups received charitable contributions. These art lovers do arts and crafts, music and painting, thus shaping the cultural and artistic outlook of the region’s inhabitants.

In sports, the Company supports projects to promote sport participations and children’s athletics. New equipment is installed in sports facilities, open stadiums are built, sporting goods are acquired. In partnership with the Oblast sport federations and with the company’s financial support, soccer and track and field competitions have become annual events. The Company supports master classes for young hockey players conducted by Russian hockey starts.

Hundreds of boys and girls were introduced to athletics in the course of the joint project implementation with our partners. But more importantly, we were able to teach children the right attitude to life, people, and the world around them.

КОРЕННЫЕ НАРОДЫ СЕВЕРА

Проект «Сахалин-1» реализуется в местах традиционного проживания коренных малочисленных народов Севера (КМНС). Поэтому компания «Эксон Нефтегаз Лимитед» предприняла все усилия, чтобы снизить воздействие промышленности на эти территории.

С самого начала строительства объектов по проекту «Сахалин-1» в компании внимательно прислушивались к рекомендациям представителей КМНС. В 2008 году планы строительства нефтепровода по просьбе оленево- дов народа уйльта были скорректированы, чтобы учесть время сезонной миграции оленей. Благодаря этому паст- бища, на которых столетиями паслись олени, и совре- менный промышленный объект теперь мирно сосуще- ствуют, не мешая друг другу, иногда даже наоборот, помогая. Например, оленеводы каждый год пользуются мостом через залив Чайво для перегона оленей. Раньше им приходилось обходить залив вокруг, а теперь путь стал короче, быстрее и безопаснее. Движение всей тех- ники и работников проекта «Сахалин-1» во время пере- гона останавливается, чтобы не беспокоить животных.

Чтобы оперативно обмениваться информацией с мест- ными жителями и предоставлять им объективные дан- ные о ходе реализации проекта «Сахалин-1», компания «Эксон Нефтегаз Лимитед» создала сеть координаторов по связям с общественностью. Эти люди являются жите- лями населенных пунктов, расположенных на севере острова, и они в любой момент готовы поделиться со своими земляками исчерпывающей информацией.

Большое внимание уделяется сохранению культуры и традиций малочисленных народов Севера. Свыше 400 благотворительных проектов было реализовано с 2003 по 2015 год на территории Сахалинской обла-

сти и Хабаровского края. На эти цели компания «Эксон Нефтегаз Лимитед» потратила порядка 46 млн рублей (приблизительно 2 млн долларов).

В течение многих лет организаторы проекта «Сахалин-1» сотрудничают с Сахалинским государственным уни- верситетом с целью сохранения культурного наследия коренных малочисленных народов Сахалина. До начала основных строительных работ на месторождениях Чайво

и Одопту ученые университета провели археологические исследования этого района, в ходе которых были обнару- жены исторические объекты, возраст которых превышает 9 тысяч лет. Ученые провели раскопки и собрали целый ряд артефактов, что позволило внести значительный вклад в понимание истории и культуры коренных народ- ностей Сахалина. В 2016 г. при поддержке компании ЭНЛ Сахалинский государственный университет организо- вал выставку «Археология в проекте «Сахалин-1», в рам- ках которой артефакты были представлены местным жителям.

Совместно с учеными-лингвистами и организацией коренных малочисленных народов Севера «Кыхкых» компания реализует благотворительные проекты, направленные на сохранение языка коренных народов. Этот проект основан на хорошо зарекомендовавших себя в разных странах лингвистических методиках: «мастер

— ученик», языковые гнезда и т. д. И это позволяет наде- яться, что малые народности сумеют сохранить язык своих предков.

Традиционный обрядовый праздник «Кормление духа — хозяина моря» также ежегодно проходит при поддержке оператора проекта «Сахалин-1». Самое яркое и массо- вое мероприятие, в котором принимают участие пред- ставители всех малочисленных народов, проживающих на островной земле, собирает не только большое количе- ство участников, но и зрителей, желающих прикоснуться к живой истории родного края, увидеть своими глазами не только священный ритуал, но и уникальные нацио- нальные виды спорта, которые есть далеко не в каждом регионе России.

Искусство коренных малочисленных народов Севера также находит поддержу в компании. Ведь в ней нужда- ются такие необыкновенные творческие коллективы, как один из старейших в нашей стране детский ансамбль КМНС «Диро» с. Булава Хабаровского края или фоль- клорный ансамбль «Пила-кен» Сахалинской области. Им, как и многим другим творческим коллективам, обновля- ется реквизит, оказывается помощь в участии в област- ных, краевых, всероссийских и международных конкур- сах и фестивалях.

THE INDIGENOUS PEOPLES OF THE NORTH

The Sakhalin-1 Project is being implemented in the areas traditionally inhabited by indigenous minorities of the North. Therefore, Exxon Neftegas Limited makes every attempt to mitigate the negative industrial impact on such areas.

Ever since the beginning of the Sakhalin-1 facility construction, the Company paid close attention to the recommendations of the indigenous minorities. In 2008, upon request from the Uylta reindeer herders, the oil pipeline construction was adjusted to make allowance for the deer seasonal migration. And today, the range where reindeer have been grazing for centuries and a present-day industrial facility co-exist in peace, without encroaching upon each other. Sometimes the project helps the herders. For example, every year the herders use the causeway across Chayvo bay to move their herds. In the past, they had to move around the bay — and now the causeway is a shortcut, faster and safer. During a reindeer drive, all construction machinery and vehicles carrying workers come to a standstill, not to disturb the animals.

For the purpose of prompt information exchange with the local communities and in order to provide them with the latest Sakhalin-1 Project status information, Exxon Neftegas Limited created a network of public affairs coordinators. These individuals live in the north of the island and at any time will share full information with their respective communities.

One of the focal points of Sakhalin-1 is preservation of the culture, arts and traditions of the indigenous minorities of the North. Between 2003 and 2015, over 400 charitable projects were implemented in Sakhalin

Oblast and Khabarovsk Krai. ENL’s contribution to these projects amounted to about 46 million rubles, or about 2 million US dollars.

For many years, Sakhalin-1 have cooperated with the Sakhalin State University in order to preserve cultural heritage of indigenous minority peoples of Sakhalin. Before

major construction activities at Chayvo and Odoptu, university scientists conducted archeological studies of the area which revealed ancient sites dated over 9 thousand years. The scientists have carefully excavated and collected a number of artifacts, which significantly contributed to understanding of the history and culture of the indigenous peoples of Sakhalin. In 2016, with ENL support, the Sakhalin State University displayed an exhibition “Archeology in the Sakhalin-1 Project” demonstrating the artifacts to local citizens.

In cooperation with linguists and the Kykhkykh organization of the indigenous minorities of the North, the Company implements charitable projects to preserve the languages of the indigenous peoples. This project uses the linguistic tools well proven in many of the world’s countries, such

as the master-student method, the language nest method [immersion-based approach to language acquisition] and others. These techniques give us the hope that the

indigenous minorities will be able to preserve the language of their ancestors.

The tradition annual rite of Feeding the Master Spirit of the Seas is also supported by the Sakhalin-1 Operator. It is the most colorful and memorable feast, which is attended by the representatives of all indigenous peoples inhabiting the island, as well as spectators who want to be part of their land’s living history, to see not only the sacred rite, but also the unique ethnic sports, which one can only see in a few parts of Russia.

The Company also supports the art of the indigenous peoples of the North. This support is needed by such one- of-a-kind ensembles as Diro, one of children’s oldest bands in the country, from the village of Bulava of Khabarovsk Krai, or the lore Pila-ken group from Sakhalin Oblast. Just like many other art bands, they receive new stage props and get support in traveling to Russian and international contests and festivals.
