All data and numbers were taken from the reports of the Center of Fire Statistics of CTIF, the bulletins of the World Fire Statistics Center as well as other announcements, see literature list at the end of this report. The data were partly worked on statistically so that differences between the original data and the data in the report on hand are possible.

1.1 - Foreword from the Honorary President of CTIF

In 1995, when we in the CTIF started the cooperative venture with Professor Brushlinsky, which led to the formation of the Center of Fire Statistics of CTIF, we could not have foreseen that less than ten years the work of the Center would reach the extent it has today. At that time our statistics consisted, of only the so-called “jetstatistics” with information about fire fighting operations from 17 CTIF-countries. Today more than 50 countries are involved in the statistics and the number of subjects dealt with is considerable, compared with 1995.

We owe a dept of gratitude to Professor BRUSHLINSKY and his assistants for the extensive work of collecting the information from so many countries and for evaluating the statistics in a way, that enables the users, the fire service, fire protection organizations, insurance companies and other interested parties to draw conclusions from the very great number of facts, collected by the Center. In that way the reports of the Center give invaluable information, which is not available anywhere else.

This report, no. 10, gives a clear picture of the extent of the activities of the Center.

It is my hope that the work will continue and increase to the benefit of all those who in one way or another need statistical information about fire service and fire protection. But the Center cannot work alone. It is absolutely necessary that as many organizations as possible, from the greatest possible number of countries, contribute the statistical information, that is the basis of the activities of the Center.

So, I appeal to all countries, both inside and outside the CTIF, to take an active part in this work, which is so important for the fire service. At the same time it is my hope that in the future it will be possible to use standardized ways of reporting in order to ensure that all statistical statements can be directly compared.

1.1 - Предисловие почетного президента КТИФ

В1995, когда мы в КТИФ начали сотрудничество с профессором Брушлинским, которое привело к образованию Центра пожарной статистики КТИФ, мы не могли предвидеть, что работа Центра менее чем за 10 лет сможет достичь нынешних размеров.

Вто время наша статистика состояла только из так называемой "статистики пожарных стволов" с информацией о действиях при тушении пожаров из 17 стран-членов КТИФ.

Сегодня более чем 50 стран включены в статистику, а количество тем, охватываемых ею, значительно шире, чем в 1995 году.

Мы обязаны глубоко поблагодарить проф. БРУШЛИНСКОГО и его коллег за обширную работу по объединению информации из такого большого числа стран и за предоставление статистики таким образом, который дает возможность потребителям – пожарным службам, организациям противопожарной защиты, страховым компаниям и т.д. – непосредственно делать заключения из очень большого числа фактов, собранных Центром.

Вэтом отношении отчеты Центра дают бесценную информацию, которую нельзя получить где-нибудь еще.

Отчет № 10 дает ясную картину о размерах деятельности Центра.

Я надеюсь, что работа будет продолжаться и расширяться в пользу всех тех, кто нуждается в той или иной статистической информации о пожарных службах и противопожарной защите. Но Центр не может работать один. Абсолютно необходимо, чтобы как можно больше организаций из возможно большего числа стран делали вклад в статистическую информацию, которая является основой деятельности Центра.

Итак, я призываю все страны, как входящие, так и не входящие в КТИФ, взять на себя определенную часть этой работы, которая так важна для противопожарных служб.

В то же время, я надеюсь, что в будущем будет возможно использовать стандартные формы отчетности в целях обеспечения возможности непосредственного сравнения всех статистических бюллетеней.

Im Jahr 1995, als wir im CTIF die Zusammenarbeit mit Professor Bruschlinsky begannen und dies zur Gründung des Zentrums für Feuerwehrstatistik des CTIF führte, konnten wir nicht voraussehen, dass die Arbeit des Zentrums in weniger als 10 Jahren den heutigen Umfang erreichen würde.

Zur damaligen Zeit bestand unsere

Statistik nur aus der so genannten „Statistik der Strahlrohre“ mit der Information über die Aktivitäten beim Löschen von Bränden in 17 CTIFMitgliedsländern.

Heute umfasst die Statistik mehr als 50 Staaten und ihr Umfang ist erheblich breiter und größer als noch im Jahr 1995.

Wir sind verpflichtet, Professor BRUSCHLINSKY und seinen Kollegen unseren tiefen Dank für die geleistete umfassende Arbeit zum Ausdruck zu bringen: die Zusammenfassung der Informationen aus einer solch großen Anzahl von Staaten. Diese Informationen erlauben es den Verbrauchern – den Feuerwehren, den Brandschutzorganisationen, den Versicherungen u.a.m. - direkte Schlussfolgerungen aus einer großen Anzahl der vom Statistikzentrum zusammengetragenen Fakten zu ziehen.

In dieser Hinsicht stellt uns der Bericht des Statistikzentrums eine unschätzbar wertvolle

Informationsfülle zur Verfügung, die nirgendwo sonst zu bekommen wäre.

Der Bericht № 10 zeichnet ein klares Bild über den Umfang der Tätigkeiten des Zentrums für Statistik des CTIF.

Ich hoffe, dass die Arbeit auf diesem Gebiet zum Nutzen all derer fortgesetzt und erweitert wird, die an der einen oder anderen statistischen Information über die Feuerwehren und den Brandschutz interessiert sind. Aber das Statistikzentrum des CTIF kann diese Aufgabe nicht allein bewältigen. Es ist unbedingt notwendig, dass eine noch größere Anzahl an Organisationen aus ebenso vielen Staaten ihren aktiven Beitrag für die Statistik des Zentrums des CTIF leistet.

Also rufe ich alle Staaten, sowohl die Mitgliedsstaaten des CTIF als auch alle anderen Länder, dazu auf, ihren spezifischen Anteil an dieser für die Feuerwehren so wichtigen Aufgabe zu erbringen.

Gleichzeit möchte ich meiner Hoffung Ausdruck darüber verleihen, dass es eines Tages möglich sein wird, für den Vergleich aller statistischen Fragebögen standardisierte statistische Berichte heranzuziehen.

1.2 - Foreword from the President of CTIF

The CTIF has been promoting the cooperation between fire-fighting and emergency rescue services all over the world for more than 100 years. The CTIF is a competent partner in the field of fire-fighting and emergency rescue for many international institutions: the United Nations, the NATO, the EU and NGOs. More than 40 membercountries are represented in the CTIF through their national committees. Further, 20 associated members - coming from both the public and the private sector - support the organisation's work and bring in their valuable ideas.

The CTIF regularly organises international conferences - with focus on actual topics of fire protection and emergency rescue. The CTIF also supports youth activities related to promoting the fire-fighters profession and the voluntary work of fire brigades.

For more than 10 years, the Centre of Fire Statistics of the CTIF has provided a reliable world

fire statistics. Its annual reports contain most actual data regarding the fire situation in many countries. The statistics on amount and structure of fires in different countries and in the largest cities worldwide is an important factor within the discussion about the future of fire-fighting and emergency rescue on local, national and international level.

The CTIF asks all member-countries as well as all other countries and large cities to provide their statistical data for being included into this really unique fire and fire service statistics.

We would like to express our thanks and tributes for the work done to the authors of the report Nr. 10.

Уже больше 100 лет КТИФ поддерживает сотрудничество между пожарными и спасательными службами всего мира. КТИФ является компетентным партерем в области пожарной безопасности и оказания помощи для многих международных организации: ООН, НАТО, Евросоюз и прочие негосударственные структуры. Больше чем 40 стран-членов представлены в КТИФ через национальные комитеты. Далее содействуют в работе организации 20 ассоциированные члены из частного и общественного сектора, вклад которых приносит дорогоценную пользу.

КТИФ организует международные конференции по актуальным вопросам в области противопожарного и спасательного дела. КТИФ активно поддерживает работу среди молодежи, чтобы распространить информацию вокруг профессии пожарного и пожарного добровольшества.

Seit mehr als 100 Jahren fördert das CTIF die Zusammenarbeit zwischen den Feuerwehrund Rettungsdiensten in der ganzen Welt. Das CTIF ist im Bereich des Feuerwehrund Rettungswesens kompetenter Ansprechpartner für viele internationale Institutionen: UNO, NATO, EU und NGO. Mehr als 40 Mitgliedsländer werden im CTIF von nationalen Komitees vertreten. Weiterhin bringen 20 angeschlossene Mitglieder aus den privaten und öffentlichen Sektoren wertvolle Anregungen in die Arbeit der Organisation ein.

Das CTIF veranstaltet internationale Konferenzen zu aktuellen Themen aus dem Bereich Brandschutz und Rettungsdienst. Das CTIF unterstützt Aktivitäten der Jugendarbeit, um den Beruf des Feuerwehrmannes und das Ehrenamt in den Feuerwehren zu fördern.

Weltfeuerwehrstatistik. Die jährlichen Berichte enthalten die aktuellsten Daten zur Brandsituation in vielen Ländern. Die Statistiken zur Anzahl und Struktur der Brände in den Staaten und in den größten Städten der Welt sind wichtige Fakten für die Diskussion über die weitere Zukunft des Feuerwehrund Rettungswesens auf lokaler, nationaler und internationaler Ebene.

Das CTIF bittet alle Mitgliedstaaten sowie auch alle anderen Staaten sowie große Städte, ihre statistischen Daten in diese einzigartige Brandund Feuerwehrstatistik einzubringen.

As it is known, one of the aims of the CTIF is the theoretical and practical development of the preventative fire protection, the promotion of the research about the organization of special aid at fire risk as well as the development and maintenance of friendly relations between the active members of fire brigades and fire protection technicians of all countries. The exchange of information between the CTIF member states is of specific importance. The appearance of the now tenth report of the Centre for Fire Statistics of the CTIF is a good and practical example for this.

By the end of the XXth century the idea of the

‚information society‘ has been determined. On the one hand a rapid development of the computer technology and the internet opens new possibilities to distribute information across national borders. On the other hand in many parts of the society the need for current and precise information is growing.

The CTIF, as well as the local fire brigades, cannot and will not close its mind to this development. Of special interest for the fire brigades at national level are, among other information, statistical statements about number and structure of operations of the fire brigades etc. in other states. The comparison of the statements of different countries among one another is connected to the question: How does my country rank in the international comparison? But here the difficulties already start. Can the statistical statements of different states be compared so easily? Which definition is concealed behind the analyzed figures?

Do all states report the real values? An example for illustration. In the, by population and area, large USA and Russia comparatively many

fires occur yearly. But while in the USA all fire incidents are included in the statistics, in Russia fires of grassland and garbage have so far not been recorded. Whether the figures are directly comparable or not is not the focus of the report in hand. Aim is to give all CTIF members the possibility for an insight into the most important index numbers of other states, in order to than enliven the discussion about problems of the international fire statistics. This means in any case an enrichment of the information management within the scope of the CTIF work. Since 1996 the report of the Centre for Fire Statistics of the CTIF has been worked out by two national CTIF committees, Russia and Germany. The authors can give an account of many interesting things about the difficulties of survey and evaluation of the statistical information from nearly 85 of all states of the earth with 3/4 of the world population. With all insufficiencies of the currently presented statistics of the CTIF states that are in detail described in the report, the authors deserve big praise and appreciation.

Combined with the wish for critical notice and the request for concrete suggestions for improvement of the CTIF statistics, all states that are not named in the report are called upon to participate actively at the preparation for report №11.

We wish the authors also for the future success for this responsible work.
