REGULATIONS FOR BALKAN JOINT OPERATION AREA (JOA)

GENERAL INFORMATION

This regulation is mandatory and applies to all commercial and military a/c conducting activities at APOD’s (Aerial Port of Debarkation) within the Balkan JOA. The Balkan JOA consists of ICAO regulated airspace and airspace for the sole use of NATO. Additionally, the airspace is divided into volumes over international waters and parts over the territory and the adjacent territorial waters of the following states: BOSNIA-HERZEGOVINA (BiH), CROATIA, SERBIA and MONTENEGRO, and Former Yugoslav Republic of MACEDONIA (FYROM).

The Airlift Liaison Element (ALE) emphasizes that the Serbia and Montenegro Air Traffic Service Agency (SMATSA) of SERBIA and MONTENEGRO, also known as Belgrade Control exercises control authority only over aircraft flying within Serbia and Montenegro. Any NOTAMS issued by Belgrade Control apply only to the airspace and airfields of Serbia and Montenegro, and do not apply to the airspace over KOSOVO. Procedures to be followed within the airspace over KOSOVO and at airfields inside KOSOVO are issued in the SPINS and Kosovo AIP.

Any participating carrier or unit who is unable to comply with any provision in these regulations should immediately notify the CAOC5 ALE in writing, identifying the provision by paragraph number, and explaining the reservations with compliance. Noncompliance with this regulation may result in the suspension, temporary or permanent, of operating privileges.

GENERAL AIRSPACE INFORMATION

The Balkans JOA is controlled airspace with an air traffic service (ATS) structure in which portions of the airspace are still under NATO/KFOR control. The ATS structure is in the process of normalization that is not yet finalized. Airspace over KOSOVO is closed and under NATO and UN control. Limited air traffic services are provided by Pristina approach, allowing GAT aircraft access to the airspace. All carriers must understand the rules and risks associated with flights into the Balkan JOA. Military aircraft mostly operate under VFR (Visual Flight Rules). All aircraft must be under the control of a civil ATC unit outside TMA, CTA and Special Used Airspace (SUA e.g. TSA) flying above FL100. Strict adherence to these procedures is essential.

The designated Airspace Control Authority (ACA) is AIR-COM IZMIR, which directs operations through the CAOC5 in support of NATO and EUFOR operations. AIR-COM IZMIR is the Southern Region ACA and Area Air Defense Commander (AADC) for all operations within the Balkan JOA.

Airspace/flight level restrictions over the Balkan JOA are subject to change with little or no notice. Operators must check all applicable NOTAMS and AIM prior to departure. CAOC5 will use the NOTAM system to issue changes to the ATS structure for civilian and non-NATO military flights. Refer to the websites noted before.

The airspace structure of the Balkans JOA is defined by ICAO, with one exception: Inside Traffic Management Area (TMA/CTA) the 250 knots restriction is not applicable to tactical aircraft tasked by CAOC5.

FLIGHT PLANS

Flight Plans are to be filed in accordance with ICAO procedures. In theatre, airport communication facilities may be limited. Users/aircrew are advised to file inbound and outbound flight plans at airport of initial departure. Flight plans are to include proper Aeronautical Fixed Telecommunication Network (AFTN) in accordance with published procedures. Flight plans should be filed a minimum of 6, but not more than 24 hours in advance.

For airports located within JOA check and comply with available AIPs, AICs, current NOTAMS or AIM for available ATS routes and altitudes. Do not call the ALE for flight planning information.

Users are to indicate designated ICAO call sign on slot application requests to the APOD. Once slot request is approved, this call sign must be used entering, within and exiting JOA airspace.

Call signs for UNHUMRO flights into airspace over KOSOVO are coordinated through UNMIK/ASU; the call sign root ‘KSV’ will be used.

DIPLOMATIC CLEARANCE

Users are responsible for obtaining all over-flight diplomatic clearances enroute to and within the JOA in accordance with standard commercial or national procedures, as applicable, with the exception of S&M diplomatic clearance for use of the L608/M867 airway corridor.

IN-FLIGHT PROCEDURES

Aircraft entering the Balkans JOA airspace must comply with the following procedures:

An approved IFR flight plan (both inbound and outbound).

Two way radio communications.

Aircraft must maintain contact with the appropriate ATC agency.

Pilots must monitor UHF or VHF Guard for emergency broadcasts.

An operational transponder.

Current AIPs, AICs, FLIP, NOTAMS and AIM must be checked for the latest airspace and/or airway information. The EUROCONTROL web page www.cfmu.eurocontrol.be may provide additional information.

Deviation from approved routings is not permitted unless coordinated with ACC Zagreb or appropriate JOA ATC authorities due to the numerous military VFR flights operating in close proximity to approved/published airways.

Aircrews are to report any security or safety hazards to the appropriate authorities as soon as possible on the respective military flight monitor frequencies and to ATC.

FLIGHT REQUEST AND SLOT ALLOCATION PROCEDURE FOR KOSOVO AND FYROM

CAOC5 has delegated responsibility for all slot allocation to the respective airports. The Aerial Port of Debarkation (APOD) is the air transportation agency controlling slot times for all fixed-wing airlift Aircraft arriving and departing from the Balkan JOA. An exception is at the Pristina Airport where UNMIK-CARO have the responsibility for issuing Flight Authorization and Pristina Airport Slot Coordinator will assign slot times and Mode 3A codes for commercial air carriers, which have been issued with Permit and all necessary and Approval Notices for such flights in accordance with Slot Co-ordination guidelines. FMU Pristina Airport will assign slot times and Mode 3A codes for UN support and humanitarian flights. FMU Pristina Airport will continue to assign slot times and Mode 3A codes for military aircraft and military contract air carriers for KOSOVO as required.

FLIGHT REQUESTS FOR KOSOVO AIRPORTS PRISTINA AND DAKOVICA

All flight activity into Pristina and Dakovica is under the control of the respective airport. Flights into Dakovica require a PPR approval and slot approval from Dakovica APOD JOC. All military and military charter flights into Pristina require PPR and slot approval from Pristina FMU. All commercial air carrier flights into Pristina require prior approval from United Nations Mission in KOSOVO-Civil Aviation Regulatory Office (UNMIK-CARO), while humanitarian flights require prior approval from UNMIK - Air Support Unit (UNMIK-ASU).

Commercial carriers must submit an application and slot request to UNMIK-CARO in Pristina at least 3 working days before the flight for ad-hoc flight operations. Air carriers intending to operate regular schedule, non-schedule or a serial number of charter flights should consult with UNMIK-CARO on the applicable deadline, requirements and processing of their application. UNMIK-CARO will issue approval notice and the slot times as available and will advise the carrier by Fax or E-mail. Failure to comply with the above time frame will result in delay or denial of flight. Any request received, which does not comply with the above guidance, will be rejected by UNMIK-CARO and returned to the carrier/unit for re-submittal. Any dispute amongst commercial air carriers in regards to slot allocation will be addressed by UNMIK.

SLOT ALLOCATION – CHANGE AND CANCELLATION PROCEDURE

Any change to itinerary or cancellation to the approval slot for commercial flight up to and including the day prior to flight is to be submitted, at the earliest opportunity, to the Slot Coordinator for Pristina Airport by e-mail or Fax for amendment or re-coordination. Any change to itinerary or cancellation to the approved slot for military flights are to be submitted in written Change/Cancellation form to FMU at the earliest opportunity, while for UN and HUMRO, UN ASU in coordination with FMU performs changes or cancellations to the already approved slots.

Operators should be aware that cancelled or missed flights are not subject to any automatic review. A new slot request must be submitted along with conditional accompanying authority e.g. UNMIK - CARO approval, as necessary. Carriers who fail to co-ordi- nate changes with the APOD may be subject to landing and T/O clearance delays or possible denial.

Mission Changes On Day of Flight:

Changes required on the day of flight should be addressed directly to the APOD concerned. This applies to all APODs. Each APOD is authorized to approve same day slot changes and user request cancellations at its own discretion.

NOTE: A change to a larger aircraft type may only be approved if a slot is available.

Slot Time Allocations – Conditions & Criteria. Adherence to slot times is mandatory even for aircraft subject to general air traffic (GAT) flow control. Operators unable to meet both airport slot and flow control restrictions are to contact the APOD using the change procedure no later than the day prior to co-ordinate new slot times. Aircraft not adhering to airport slot times may be denied landing clearance and future user requests may be subject to conditional review. Arrival DTG is date/time at point of touch down at the destination airport. Departure time is the time the aircraft begins the take-off roll. Aircraft may be up to 10 minutes early or 20 minutes late on the arrival/departure times, but a late arrival should make every effort to avoid a late departure. Late arrivals are not to exceed their scheduled time on the ground!

NOTE: If departure slot window is missed any subsequent slot window on same day for same call sign at same APOD will be in jeopardy. Retention or re-assignment of subsequent slot windows will be at the APOD discretion.

MODE 3A ASSIGNMENT

Flights in the FYROM may be asked to squawk Mode 3A as assigned by Skopje ACC on request. If asked to do so, compliance with national ATC procedures is advised. Be aware that no traffic is allowed to use the squawk 4000 within the territory of Skopje FIR.

Flights in ALBANIA may be asked to squawk Mode 3A as assigned by Tirana ACC on request. If asked to do so, compliance with national ATC procedures is advised. Be aware that no traffic is allowed to use the squawk 4000 within the territory of Tirana FIR.

SERBIA-MONTENEGRO OVER FLIGHT PROCEDURES

Use of L608 and M867 by NATO flights. The controlling agencies are ZAGREB ACC for segments of the airways within Bosnia-Herzegovina (West of GORAV and PODOB); Podgorica Approach for segments of the airways within Serbia-Montenegro (East of GORAV and PODOB); and Pristina Approach for segments of the airways within Kosovo (East of MEDUX and DOLEV).

INFORMATION FOR KOSOVO/FYROM

The airspace Control Authority (ACA) is AIR-COM IZMIR, which directs operations through CAOC5.

Pristina Approach provides air traffic service within its various CTR’S, XAXAN and SARAX Corridors. Dakovica Approach controls DAK-in and DAK-out corridors, in addition to its own CTR.

THE KOSOVO AIR SAFETY ZONE (ASZ)

The “ASZ” is a 25 km deep zone within SERBIA and MONTENEGRO along the KOSOVO/SERBIA and MONTENEGRO border.

Flight into or through the ASZ is strictly prohibited, except for flights with COMKFOR approval. Military Aircraft should refer to the Balkan ACP for further instructions. Only NATO-approved aircraft using the L608/M867 airway corridor are authorized direct flight between BiH and KOSOVO through SERBIA & MONTENEGRO. Missions originating in either KOSOVO or SERBIA & MONTENEGRO and landing in the other must make an intermediate landing at an airfield that is not within the borders of KOSOVO or SERBIA & MONTENEGRO.

NOTE: S&M Diplomatic Clearance is not authorization to pass through the ASZ. ASZ clearance is granted by COMKFOR by submitting Annex E, KOSOVO air safety zone flight request, to HQ KFOR via commercial fax 00 38 922 68 5597 (confirm receipt at voice number 00 38 922 68 2710) or CHRONOS email: KFOR HQ KS J3 Air Desk. This request must be received not later than 48 hours prior to departure.

THE KOSOVO BUFFER ZONE (KBZ)

The “KBZ” is defined as an 8km deep zone within KOSOVO along the KOSOVO/SERBIA and MONTENEGRO border.

For airports located in KOSOVO, the Flow Management Unit (FMU) is the controlling agency responsible for approval of flight within the region. Aeronautical Information (NOTAMS) issued by the respective airfield are valid. Track systems are applicable to Pristina and Dakovica for which compliance is mandatory.

ATC Services

ATC services within the established Class D and Class E airspace will be provided. Outside of the controlled airspace a limited Radar Information Service (RIS) will be provided. However, due to significant clutter in certain areas controllers will be unable to guarantee standard separation from unknown aircraft. Radar vectors will only be provided in exceptional circumstances and it must be understood that under RIS the pilot remains responsible for terrain clearance and for separation from other aircraft.

DAKOVICA – LYDK

NOTE: Currently, Dakovica has no ICAO identifier. The CAOC5 ALE has temporarily assigned code LYDK for the CAOC5 computer database. LYDK will be used by operators when requesting slots. Do not use LYDK when filing, ICOA systems will not recognize LYDK.

Dakovica Amiko airfield is open to all military aircraft involved in operation “JOINT GUARDIAN” and other military and civilian traffic as authorized by MOD according to instrument flight rules (IFR) and visual flight rules (VFR).
