PART TWO
МЕТОДИЧЕСКАЯ ЗАПИСКА
Часть II — дополнительный курс данного пособия. Его цель — закрепление навыков реферирования мате риала на английском языке и обсуждение научных и тех нических проблем в области космических исследований посредством общения в ситуациях, приближенных к ус ловиям международных конференций (доклады, дискус сии, беседы за круглым столом).
Материал для занятий включает: схему проведения конференций, англо-русский словник к схеме, перечень предлагаемых для обсуждения тем, тексты для докладов на учебных «конференциях».
Занятия дополнительного курса строятся на базе языкового материала, усвоенного при прохождении основ ного курса, а именно на базе уверенных высказываний на ту или иную тему из области космических исследова ний благодаря знанию общих сведений об их истории и современном состоянии, знанию словаря-минимума посо бия и речевых моделей, умению аннотировать и рефери ровать на английском языке небольшие тексты.
Темы, предлагаемые для обсуждения на занятиях до полнительного курса, так или иначе связаны с космиче ской тематикой. В данном пособии приводится элементар ная схема, содержащая обязательные выражения для ве дения встреч ученых и специалистов. Схема снабжена словником.
Отработке схемы проведения заседаний отводится пер вое занятие дополнительного курса. Весь словарный и текстовой материал схемы разбивается преподавателем на темы: выдвижение кандидатуры ~и выборы председа теля заседания, речь председателя по поводу его избра ния, обсуждение и принятие повестки дня и регламента работы, открытие заседания и его ведение, закрытие заседания. Сначала эти части материала отрабатываются
всеми учащимися вместе, затем каждый учащийся полу чает свою роль. На последующих занятиях учащиеся по очереди выполняют роль председателя и в дальнейшем занятия ведутся по данной схеме.
Тексты дополнительного курса отражают тематическую направленность пособия: цели и объекты космических исследований, технические средства их обеспечения, ус ловия жизни и работы космонавтов, история, сегодняш ний день и будущее космических исследований. Тексты освещают такие вопросы, как история русского и советско го ракетостроения, международные научные организации по исследованию космического пространства, проблема совместимости космических кораблей и наземных средств управления и связи с ними как неотъемлемая черта буду щего международного сотрудничества, модернизация кос мической техники, в частности, средств запуска космиче ских кораблей, средств доставки горючего и заправки в космосе.
Разумеется, данные тексты далеко не исчерпывают всех многочисленных и интересных аспектов космических ис следований и не могут служить источником новейшей информации в этой области. Их следует рассматривать, главным образом, как материал, обеспечивающий только несколько занятий, приближенных к условиям междуна родных встреч ученых. Так, например, тексты о Между народной астронавтической федерации, о Дне авиации и астронавтики, о расширении числа космических держав являются материалом для доклада и обсуждения на учебной «конференции» по теме: «История и сегодняшний день освоения космического пространства». По усмотре нию преподавателя может быть выбран только один или два-три текста для учебной «конференции»; тема, под лежащая обсуждению, может быть сформулирована ина че. Чем больше тематика и материал занятий отвечают интересам обучаемых, тем выше эффект учебного про цесса.
Дополнительный курс рассчитан на 20 академических часов. Все занятия кроме первого (отработка схемы) про водятся как конференция: с основным докладом, с дис куссией и заключением. «Роли» распределяются между учащимися заранее.
Степень реальности ситуации «международной конфе ренции» усиливается за счет приглашения сначала одногодвух, а затем и более специалистов, знающих английский,
но не являющихся слушателями данного курса, на очеред ное занятие. Они активно участвуют в работе учебной кон ференции.
В перечне вопросов для обсуждения на «конферен циях» даны ссылки на тексты дополнительного курса. По усмотрению преподавателя может быть также пред ложен в качестве материала соответствующий раздел ос новного курса пособия.
На занятиях дополнительного курса желательно при сутствие конкретных рабочих материалов обучаемых, сообщений о новых достижениях в области исследований, как в Советском Союзе, так и за рубежом, что несомненно будет способствовать повышению эффективности обуче ния.

THE IAF MEETINGS
Much of the activity of the IAF takes place during the annual congresses.
Many heads of state address the opening ceremonies of the congresses. The United Nations is regularly represented at the congresses, and its representatives repeatedly point out the hope of the international community that applica tions of space technology will serve to benefit mankind and especially the developing nations. Such encouragement has, contributed to the introduction of new topics in the program of the congresses, particularly as the applications of space technology become more numerous and practicable.
The IAF congresses have also been a meeting place for astronauts and cosmonauts. The first to appear at the IA F[ congresses were Guerman Titov, at the 13th congress at! Varna in 1962, and Yury Gagarin, at the congress in Paris,’ in 1963. At Constance, in 1970, attending the IAF congress were astronauts James McDivitt, the Apollo-13 crew comp rising James Lovell, Fred Haise, and John Swigert, and cosmonauts Andrian Nikolayev, Vitali Sevastyanow and Boris Egorov.
Each year, the congress is hosted by a member in a dif ferent country, the host society providing for all the mate rial arrengements: meeting rooms, interpretation, etc., organizing the social events, and keeping the congress in a traditional combination of serious work and gracious informality.
THE IAF COMMITTEES
An important factor in the results achieved by the IAF is the contribution of its committees.
Among the committees functioning today the oldest is the Bioastronautics Committee which began in 1960 as the Life Science Committee. It has done valuable work in such areas as life support system, physiological and psycho
logical problems and hazards in space, and other medical aspects of manned space flight. The Committee is respon sible for organizing the life sciences sessions of the annual IAF congresses and acts as a liasion with the IAA Man in Space and Space Rescue Studies Committees.

21st congress in 1970, the main topic |
was meteorological satellites, a particularly timely subject in view of the Global Atmosphere Research Programme in which all nations were asked to participate through the World Meteorological Organization. These studies should prove very useful to the United Nations as well as to de veloping countries and government officials who want to know what weather satellites can do, how to collect data, and how to use them.
THE INTERNATIONAL
ACADEMY OF ASTRONAUTICS (IAA)
The IAA and the International Institute of Space Law (IISL) were founded in 1960.
While the IAF is an association of national societies concerned with astronautics, the Academy is made up of individuals who are nominated and elected by vote of the Academy membership.
Although it maintains close relationship with the parent body, the IAA retains autonomy in its activity, direction and finances.
The programme of activities of the IAA concentrates on topics of future import and on advanced ideas which evolve with each step forward with the exploration of outer space, often raising many provocative questions.
A Lunar International Laboratory Committee was esta blished in 1960 and subsequently the Orbiting Internatio nal Laboratory (OIL) Committee, the Manned Research on Celestial Bodies (MARECEBO) Committee (replacing the LIL in 1968), the Space Rescue Studies Committee, the Committee on Cost Reduction in Space Operations, the Committee on Gas Dynamics of Explosions and Reactive Systems, the Man-in-Space Studies Committee etc.
