MATERNITY CARE IN RUSSIA

1. In pursuing its policy vis-a-vis the family the Russian Federation proceeds from the precept that the family is the basic unit of society and the most natural and best environment for the child to be brought up in, to develop harmoniously and to receive protection.

2. Throughout the 1990s, the Russian Federation devised a set of measures to support families with children in the new socioeconomic circumstances. A new Russian Federation family Code has been adopted and the Guidelines of national policy Towards the Family have been approved.

3. These documents determine that the rights of the child shall have priority and that the child’s parents or legitimate guardians shall be given the necessary assistance and support.

4. Medical assistance to women in Russia is provided by the nation’s obstetric and gynecological service which comprises eight research institutes of obstetrics and gynecology, 247 maternity homes and 2,000 female dispensaries. Prenatal centers providing skilled assistance to pregnant women and newborns have been established in 58 of Russia’s member entities.

5. Purposeful efforts to protect female reproductive health and to prevent and reduce the abortions, mother and infant mortality rates are reflected in the family Planning and safe Motherhood federal target programs that have been in operation in Russia since 1995.

6. Establishments of a new type- family planning and reproduction centers – have emerged in Russia and they presently number 448; 15 youth centers are working to promote a healthy way of life and to protect teen reproductive health.

7. In the regions, delivery care and childcare institutions have been equipped with modern therapeutic and diagnostic apparatus; this helps to promote efficient technologies of preserving and restoring the reproductive function and to improve medical assistance.
