Admission to the bar
Before the law school graduate can practice law in the full sense, s/he must obtain admission to a state bar of the state where they want to do it. As the federal nature of the American legal system would suggest, regulation of the legal profession is the concern of the states, each of which has its own requirements for admission to practice. In a few states, it is still possible - though the cases are very rare - to qualify for admission to practice on the basis of study and apprenticeship in a law office.
Thus, the licensing of lawyers is controlled by each state. Few lawyers are admitted to practice in more than one state and a lawyer may practice only where s/he is admitted. Prerequisites for licensing in the states vary, but they generally require that the applicant be of good moral character, successfully complete at least 2 years of college, graduate from law school, and then pass a state-administered bar examination. All applicants for admission are required to take a written examination which usually lasts two to three days. Bar examinations consequently usually concentrate on the law of the state to whose bar admission is sought. Accordingly, before attempting the bar examinations, graduates of national law schools typically spend two to three months studying in a bar review course to familiarize themselves thoroughly with the particularities of the relevant state's law, particularities which often were not considered in law schools. The failure rate on bar examinations differs among the states, with from 30% to 50% of those taking each examination failing in the large industrial cities to only 5% in some of the Plains states. Bar examinations are not only used to determine competence but also to control the size of the bar and thereby reduce competition. Although most of those who fail eventually pass on re-examination, some never pass and difficult examinations deter others from entering or completing law school.

The Admissions Committee receives applications from many more persons who are highly qualified to attend law school than there are places available.
