I. Read the text.

ТEXT.

Environmental protection is the main problem facing humanity nowadays. The image of a sick planet has become firmly established in the public mind. Today ecological problems have become the most important for all the people of our planet.

The problems of environment include a wide range of burning issues: water, land, air pollution, radioactivity, noise disturbance, destruction of wildlife, etc. Pollution causes much damage to the environment.

The oil pollution in the sea is being increasingly recognized as a serious threat to the environment. Port spillages are generally caused by negligence. That is why antipollution regulations are very strict in all the ports of the world. The captains of vessels should follow the antipollution regulations properly. Heavy fines are imposed on offenders.

The Master has authority and responsibility for the overall safety of the vessel and crew and for environmental protection matters. Such authority and responsibility includes, but is not limited to:

Ensuring that safety and pollution prevention requirements, as de-

fined in the major conventions (SOLAS, MARPOL, etc.) and in the Seabon Management System (SMS) are communicated to the ship's officers and crew and satisfied.

Implementing a program of drills and tests to prepare for emergency actions.

Ensuring that all safety equipment and lifesaving appliances are available, complete and in good apparent working order.

Reporting of all accidents, dangerous occurrences and pollution incidents in accordance with Company's requirements and statutory regulations.

Ensuring that regulations regarding garbage disposal are followed.

Organizing Safety Committee meetings.

It must be understood that the importance of pollution prevention and environmental protection cannot be overemphasized.

Environmental protection and pollution prevention shall be considered as top priority matters by all crew. All seamen must be aware of the significance of environment protection and the importance of bunkering operations. Everyone should be aware that the consequences of a pollution incident during bunkering are becoming increasingly unpredictable Such is the importance of pollution prevention, that any spill, no matter how small, may result in penalties and costs far outweighing the apparent gravity of the event, reinforcing the need for every ship owner to eliminate risks.

Dear Sirs,

In reply to your accusation of water pollution we should like to state that our ship is in no way responsible for the above.

The pollution has been probably caused recently by the discharge of ballast into the sea by some vessels.

As you may well note the whole of the coast is at present fouled by nodules of oil which can be seen both on the north coast of the cape Verde Peninsula and the beaches south of Dakar, Yenne, Pcnenguim, as far as the entrance to the Casa-Manu.

Dear Sirs,

On the 10th of July, 1999 my ship the m/v "Victory" 10,500 gross tons under Norwegian flag was involved in a collision with a Greek vessel 20,700 gross tons, off the Island of Goree.

About 600 tons of oil escaped into the sea. The national fleet kept a constant watch on the slick. 13 tons of solvent was used for dispersal of the oil. A port tug had to be equipped with means for dispersal of the oil.

The Port Authorities demand about 15,000 dollars to cover the clean-up operation. As the Greek vessel is fully responsible for the collision her owners are to pay the above expenses.

VIII. Translate into English the following business letters.

Капитану порта.

Я категорически возражаю против штрафа на сумму 200 долларов за разлив нефти. Сегодня утром в 09:00 Ваш представитель посетил судно и после тщательного осмотра убедился, что разлива нефти не было. В связи с этим довожу до Вашего сведения, что буксировка судна была завершена вчера, а топливная баржа оставалась у борта судна до сегодняшнего утра. Вполне возможно, что нефть была разлита с баржи.

Уважаемые господа.

Ваш представитель посетил наше судно сегодня и указал на небольшое нефтяное пятно на пирсе и около него, обвинив в этом судно и имея намерение оштрафовать нас за загрязнение прибрежных вод. 2-й помощник капитана вместе с Вашим представителем затем осмотрел указанную часть причала и борт судна и не обнаружил загрязнения во-

ды или следов нефти, идущих от борта судна. В связи с вышеуказанным я отказываюсь от какой-либо ответственности судна за нарушение портовых правил.

IX. Translate the extract from the International Convention on Standards of Training Certification and Watchkeeping for Seafarers, 1978, as amended by the 1955 Conference together with Documents of Conference.

Капитан, лица командного и рядового состава должны представлять себе серьёзные последствия эксплуатационного или аварийного загрязнения морской окружающей среды и обязаны предпринимать все возможные меры предосторожности для предотвращения такого загрязнения, особенно в рамках соответствующих международных и портовых правил.

СУДНО НА ЯКОРЕ Если капитан считает необходимым, несение ходовой вахты осуще-

ствляется и при стоянке на якоре.

Когда судно на якоре, вахтенный помощник обязан предпринимать меры по предотвращению загрязнения окружающей среды судном и выполнять соответствующие применимые требования, касающиеся предотвращения загрязнения.
