Информационный террор
Для большинства отечественных телеканалов характерен повышенный интерес к ужасным подробностям разного рода чрезвычайных событий - от терактов до дорожно-транспортных происшествий. Некоторые документальные программы на НТВ и РТР - "Дорожный патруль", "Криминал", только что появившаяся на ТВС передача "Состав преступлений" - снимаются явно не для слабонервных. Почти в каждом из выпусков можно увидеть жестокие, шокирующие "картинки": в погоне за драматичным, зрелищным кадром журналисты намеренно выискивают и воспроизводят на экране наиболее жуткие сцены.
Информационная ценность однотипных телесюжетов на темы ДДП невелика, если они не сопровождаются основательным разбором причин происшествий на дорогах. Как полагают телевизионщики, именно такие кадры обеспечивают высокий зрительский рейтинг передачи. Поэтому именно их и выискивают репортёры - не заботясь о том, что зрелище может оказаться чересчур жестоким, травмирующим психику зрителей. Похоже, что в XXI веке жестокости снова стали развлечением - как в средние века, когда люди из любопытства приходили поглазеть на кровавые подробности публичных казней и пыток.
Для чего же гнаться за зрительским рейтингом, не щадя при этом зрителей? Напомним: от рейтинга передачи напрямую зависят расценки на сопровождающую её рекламу. То есть, главная причина повышенного внимания ТВ к разного рода ужасам и жестокостям - чисто коммерческая, шкурная.
Конечно, далеко не всегда средства массовой информации действуют под влиянием корыстных мотивов. Стремясь вызвать у публики максимальный эмоциональный отклик, журналисты нередко из лучших побуждений делают акценты на тех сторонах отображаемых событий и прогнозах, которые должны потрясти, ошеломить, напугать. И тем самым утяжеляют переживания аудитории от реальных катастроф, природных бедствий, терактов и других насильственных преступлений. Так к ужасам повседневности прибавляется информационный террор телевидения и других СМИ. Это именно террор - хотя бы потому, что слово "террор" означает подавление, устрашение, запугивание.

Журналистика и пиар: сходство и различия
Журналистика и пиар (PR или связи с общественностью) являются областями информационной деятельности, имеющими типологические черты сходства - но отнюдь не тождественности. Даже если сотрудники пресс-служб имеют журналистское образование и практический опыт редакционной работы, их деятельность по своей сути и задачам не равнозначна журналистской.
Определения журналистики, предлагаемые отечественными и зарубежными теоретиками массовых коммуникаций, явственно расходятся с определениями пиара и его функций.
Различия проявляется не только в теоретико-концептуальных воззрениях на журналистику и пиар, но и в практической деятельности журналистов и сотрудников пресс-служб и агентств "паблик рилейшнз".
Классики теории пиара делают упор на то, что PR - это не реклама и не пропаганда, а деятельность, предусматривающая подход к человеку как к существу общественному и способствующая гармонизации отношений с общественностью организаций или лиц, обслуживаемых пиаровскими структурами.
То есть, это вид информационного обслуживания заказчиков, в роли которых может выступать как организации, имеющие собственные PR-подразделения (пресс-службы, группы по связям с общественностью), так и "внешние" клиенты.
"Паблик рилейшнз" нацелен на формирование благоприятного имиджа обслуживаемой организации или персоны в глазах публики, на целенаправленное изменение качества взаимоотношений клиента с обществом и отдельными общественными и профессиональными группами, коллективами. Эта установка пиара не предусматривает полное и разностороннее информирование публики, что и отличает эту деятельность от журналистики, которая в идеале призвана обслуживать не заказчиков, а медийную аудиторию - читателей газет и журналов, телезрителей и радиослушателей.
В действительности руководители российских властных структур и бизнесмены зачастую воспринимают "паблик рилейшнз" не как искусство налаживания и гармонизации отношений власти или корпораций с обществом на основе распространения правдивой и открытой информации, а как инструмент, позволяющий дозировать эту информацию, манипулировать журналистами и гражданами.
