Use of consultants

Human resources management consultants are increasingly engaged by organisations to undertake specialist personnel assignments and/or to advise on personnel policies. Typically, consultants are iced when an unusual human resources problem arises within the film and the existing management has little idea of its nature and implications. An outsider can analyse the issue objectively and explain how similar difficulties have been dealt with in other organisations. Advantages to using an HRM consultant include the following.

It can be cheaper than employing a full-time personnel specialist; no overheads need be incurred; and there are no costs of training and staff development. Internal staff might not be fully employed throughout the year.

Consultants should possess detailed and expert knowledge of the latest specialist techniques and of complex personnel matters (the legal aspects of job evaluation, for instance).

The independence of the consultant, who can question anyone within the organisation without concern for internal politics.

Senior management may prefer to discuss sensitive HRM issues with an outside consultant than with its own subordinate staff.

The consultant's wide experience should enable him or her quickly to identify the critical factors affecting a situation and to analyse all the available options.

In-house staff may lack the specialist skills needed to complete unusual or difficult HRM projects. Also, in-house employees are not subject to penetrating expert criticism, and security of tenure could lead to lack of effort and innovation.

Outside consultants should have numerous contacts with other external specialists in the personnel field.

Managements can learn a lot simply through observing a high-calibre consultant at work.

The disadvantages to using external consultants are that:

- they lack intimate knowledge of the firm's day-to-day operations;

- vital information might be concealed from them by employees suspicious of their work;

- consultants are not accountable in the long term for the consequences of their recommendations (they usually move on to another organization immediately an assignment is completed);

- their careers do not depend on achieving success on a particular ad - hoc project undertaken for a specific client firm;

- consultants might not be instantly available (as are in-house staff).

Effective control of a consultant requires the detailed specification of the assignment, clear objectives (accompanied by concrete criteria for determining whether they have been achieved), and the predetermi­nation of how much information the consultant must gather independently and how much will be collected by the client's own staff.

Consultancy costs should not normally be assigned to the budget of any one department (especially not the personnel department) because the benefits of the consultant's efforts should eventually be felt throughout the firm. Rather, consultancy costs should be absorbed generally, as happens with the salary of a managing director or company secretary.
