Accounting Report of the chairman of Committee for Protection of Human Rights in Tatarstan Vokhmianin D. "About work of Committee for Protection of Human Rights in Tatarstan for the period with 1996 - 1999"

The public organization "Committee for Protection of Human Rights in Tatarstan" was is registered by the Ministry of Justice of Republic of Tatarstan on February 16, 1996 as a non-governmental human rights protecting organization engaged in public investigations of the facts of infringements of human rights, monitoring of human rights, organization of sociological researches in the field of human rights, development of rights protecting journalism and system of education in the field of human rights in territory of Republic of Tatarstan. By the basic purposes the founders of organization have announced the propagation of human rights protecting ideas, analysis of legal conditions and its conformity to spirit of Helsinki and other international agreements in the field of human rights, including - information on infringement of these rights, search of the forms of constructive participation of public in legislative process on questions connected to protection of human rights, monitoring of human rights, protection of human rights in all state, public, judicial instances and other organizations according to the international norms of the right and current legislation. As to the Charter of Committee for Protection of Human Rights in Tatarstan, authorized by assembly of the founders and registered by Ministry of Justice of Republic of Tatarstan - for achievement of Organization's goals, it collects, gets, processes, stores and distributes the information on infringements of human rights, promotes the formation and development of institutes of a civil society. Subsequently on May extraordinary general meeting of Committee for Protection of Human Rights in Tatarstan the directions of activity of organization were in more detail determined:

Directions of activity of organization:

  1. Monitoring of human rights

  2. Propagation and education of human rights

  3. Protection of human rights in judicial instances

  4. Protection of the rights of the child

  5. Protection of the rights of the journalists

  6. Protection of an environment

  7. Public examination of the laws in sphere of human rights

  8. Free-of-charge legal help

According to directions of activity of organization, the Committee began since 1996 to conduct active work, attracting of volunteers from the Kazan State University, Kazan State Technological University, Youth parliament, Committee of the soldier's mothers, mass media, public and state organizations. For three years the Committee for Protection of Human Rights in Tatarstan, has organized a significant number of the actions, has realized a number of the projects, has created services of the free-of-charge legal help. It is necessary to stop on some most important rights protecting measures, on which it will be possible to estimate activity of organization for the accounting period.

In October, 1996 together with the International Helsinki Federation, management of Council of Europe under human rights, Moscow Helsinki Group the Committee for Protection of Human Rights in Tatarstan has accepted active participation in organization and realization of a seminar of Council of Europe in the city of Kazan. It was the first international rights protecting seminar for non-governmental organizations of Republic of Tatarstan, and with participation of the representatives of Council of Europe. The representatives of the International Helsinki Federation, Moscow Helsinki Group, Polish Helsinki Fund, Norwegian institute of the international policy, Institute of History of Academy of Sciences of Republic of Tatarstan, Management of Moslems of Republic of Tatarstan, Fund of protection of publicity (Moscow), rights protecting center "Memorial" (Moscow), Union of the journalists of Republic of Tatarstan, Association of assistance to United Nations of Republic of Tatarstan, Committee on protection of the rights of the journalists of Republic of Tatarstan, State Committee for protection of the rights of the consumers of Republic of Tatarstan, Committee on protection of the rights of the military men of Republic of Tatarstan, rights protecting committees of Chuvash Republic and Republic of Mari El, deputies of State Council of Republic of Tatarstan, representatives of mass media (all the 74 representatives of non-governmental and state organizations) took part in work of a seminar. On results of a seminar the bulletin "Delo ь" was issued. Then the service of the free-of-charge legal help to the population was organized.

In May, 1997 under the initiative of Committee for Protection of Human Rights in Tatarstan, at direct participation of the International Helsinki Federation and at support of Westminster Foundation (Great Britain) in Kazan the second international rights protecting seminar devoted to mutual relations of non-governmental organizations and bodies of state authority was organized. After the seminar the Committee for Protection of Human Rights in Tatarstan became the initiator of creation of Union of rights protecting organizations of Republic of Tatarstan.

In September, 1996 the project of Organization "Supervision and the control over the human rights in Republic of Tatarstan" was maintained by Institute "an Open Society". The results of realization of the project were actively distributed by mass media, including: radio stations "Liberty", "BBC", "Kazan", state TV-radio company "Tatarstan" and press. Within the framework of the project the first monitoring of human rights in Republic was organized, on results the brochure "Tatarstan: monitoring of human rights" was issued. During the realization of the project it was possible considerably to improve work of rights protecting reception on rendering the free-of-charge legal help to the population. For the period of this project (September 1, 1996 - August 30, 1997) the organization has received 529 letters, has given 1766 free-of-charge legal consultation, has lead 18 public investigations from which in 13 cases it was possible to restore the broken rights, including two criminal cases, has prepared for publication 20 materials, has taken part as the public observer in 26 judicial processes. Within the framework of the project the computer databank about infringements of human rights in Tatarstan was created, the library and archive of organization was generated. It was the first project of our organization, which in many respects has defined the further activity of the Committee.

The representatives of Committee for Protection of Human Rights in Tatarstan have taken part in May, 1997 in the Third international symposium "Ecology of the human being", then the new direction of activity of organization - protection of an environment was determined.

In June, 1997 the representatives of the Committee have visited the management of Council of Europe for human rights in Strasbourg, where the meetings with the conducting experts of committees and managements of Council of Europe were held. The questions of monitoring of human rights in Republic of Tatarstan, interethnic mutual relations in Republic of Tatarstan, protection of freedom of a word and information in Republic of Tatarstan, mutual relation of authority and human rights protecting organizations in Republic of Tatarstan, creation of a commission under human rights were discussed with the President of Republic of Tatarstan, formation of the independent report of Committee for Protection of Human Rights in Tatarstan about a status of human rights in Tatarstan.

During the discussion of the representatives of services of Council of Europe have emphasized the value of results of a seminar of Council of Europe in Kazan in October 25, 1996, as a result of which the role of non-governmental rights protecting organizations in creation of effective mechanisms of protection of human rights in Republic of Tatarstan was designated.

Subsequently the vice-chairman of the Committee for Protection of Human Rights in Tatarstan F.Manassipov has taken part in a seminar in Bern on problems of freedom of a word. In 1998 the experts of the Committee for Protection of Human Rights in Tatarstan were invited by the Polish Helsinki Committee and Warsaw school of human rights for participation in a training on monitoring of human rights. In this period the directions on the international cooperation were designated

November 25, 1997 the representatives of Committee for Protection of Human Rights in Tatarstan by the invitation of the Ministry of Foreign Affairs of Russian Federation have taken part in work of a seminar "Russian Federation and European social charter", organized within the framework of cooperation of Russian Federation and Council of Europe.

December 9, 1997 in Cheboksary (Chuvash Republic) the Committee for Protection of Human Rights in Tatarstan with support of the European Union (Democratic Program "Tacis") has organized a seminar "Development of non-governmental rights protecting organizations in former national autonomies USSR", in which the representatives of legislative, executive and judicial authorities of Chuvash Republic, leaders of non-governmental rights protecting organizations of Republic of Tatarstan, Bashkortostan, Komi, Chuvash, Mari El have taken part. Also the President of Chuvash Republic N.Fedorov. The final seminar on this question has passed on April 20, 1998 in Kazan. Result of these seminars Association of rights protecting organizations of national republics of Russian Federation was created. By the chairman of Association was elected D.Vokhmianin (Tatarstan), assistants - O.Pavlov (Chuvash Republic), N.Divaeva (Bashkortostan), executive director - N.Khusnutdinov (Chuvash Republic), responsible secretary - S. Kniazkin (Tatarstan).

In March, 1998 the second secretary of embassy of the USA in Russia Alvin H. Streeter and third secretary of embassy of the USA in Russia V. Bistryansky have visited the Committee, who were interested a status of human rights in Republic of Tatarstan.

In January, 1998 the project of Committee for Protection of Human Rights in Tatarstan, devoted to monitoring of human rights, development of non-governmental rights protecting sector, creation of civil institutes of protection of human rights in Tatarstan has supported by fund "National Endowment for Democracy", based by government of the USA with the purposes of " encouragements of free and democratic institutes worldwide". Within the framework of this project the offers on the administration bill of Republic of Tatarstan about the Representative under human rights of Republic of Tatarstan were developed. Now the Organization actively works above the translation on the tatar language of the international conventions in the field of human rights, creation of the coordination and educational center of rights protecting organizations of republics of Tatarstan, Mari El and Chuvashiya. In June, 1998 the project of Committee devoted to propagation of the European Convention on human rights in areas of Tatarstan and translation of the Convention on the tatar language was maintained by Council of Europe. June 26, 1998 at support of Council of Europe in the city of Bolgary the seminar was carried out in which the representatives of Management of Council of Europe under human rights, Moscow Helsinki Group, State Council of Republic of Tatarstan, non-governmental rights protecting organizations and mass media of Republic of Tatarstan have taken part.

Within the framework of the projects the Committee for Protection of Human Rights in Tatarstan has developed "the offers on the concept of legal reform in Republic of Tatarstan", including such elements of a civil society and legal social state as national establishments of human rights - ombudsman (Representative under human rights) and commission under human rights, etc.

The experts of Committee for Protection of Human Rights in 1998 were invited by Legislative Assembly of St. Petersburg for participation in discussion of a problem of development of institute of the Representative for human rights in the Russian Federation.

In 1998 under the offer of the experts of Management of the Supreme Commissioner of the UN for human rights and at support of State Council of Republic of Tatarstan the Committee has organized translation of the General Declaration of human rights on the tatar language. In the same year the project "Tatarstan: the monitoring of the legislation" was maintained by fund "Eurasia" (USA). Within the framework of this project the analysis of more than 10 laws and administration bills of Republic of Tatarstan is carried out for conformity to norms of the international and federal law. Within the framework of this project a work on rendering the free-of-charge legal help to the population and noncommercial public organizations was supported, the computer databank of the laws and administration bills of Republic of Tatarstan concerning protection of human rights and a civil freedom was generated. To realization of this project the representatives of other public and state organizations were connected.

December 3-4, 1998 together with State Council of Republic of Tatarstan, Association of assistance to the UN in Republic of Tatarstan, faculty of law of the Kazan State University the Committee for Protection of Human Rights in Tatarstan has carried out a conference devoted to 50th anniversary of acceptance by the UN of the General Declaration of human rights, in which the representatives of public organizations of republics of Tatarstan, Bashkortostan, Udmurtiya, deputies of Republic of Tatarstan, Republic Bashkortostan, Udmurt Republic, State Duma of Russian Federation, representatives of an informational center of the UN, secretary of Council of Europe, Red Cross, bodies of state authority and scientific elite of a number of republics, territories and areas of Russian Federation have taken part.

In January, 1999 the fund "National endowment for democracy" (USA) has supported the new project devoted to a technique of preparation of the individual petitions on the facts of infringements of human rights in the international organizations. Also Institute "Open society" maintained the project devoted to monitoring of mass media of Republic of Tatarstan.

The Committee has assisted in March, 1999 realization of a seminar "Informational interaction of noncommercial organizations", organized in Kazan by the British non-governmental organization The BEARR Trust. Subsequently it was possible due to the British colleagues to organize in Kazan competition of the micro-grants among public organizations of Kazan directed on their resource and informational support. The similar phenomenon, when public organization becomes one of the initiators and organizers of such competition for Tatarstan the phenomenon unique.

Now organization includes more than 110 members in 27 areas of Republic of Tatarstan, which are engaged in the collecting of the information about infringements of human rights and its distribution in mass media, among non-governmental and state organizations. At organization there is a public rights protecting reception on rendering the free-of-charge legal help to the population, which accepts per one month up to 100-200 citizens. For the period 1996-1998 the Committee has organized more than 35 public investigations, the representatives of Committee as the public observers have taken part in more than 50 judicial processes, have prepared 25 appeals on the facts of infringements of human rights in various instances (International Amnesty, the International Helsinki Federation, President of Russian Federation, commission under human rights at the President of Russian Federation, Supreme court of Russian Federation, Ministry of Justice of Russian Federation, ProseRussian Federation, President of Republic of Tatarstan, Supreme court of Republic of Tatarstan. The Committee for Protection of Human Rights in Tatarstan actively cooperates with management of Council of Europe for human rights, International Helsinki Federation, International Amnesty, Moscow Helsinki Group, Helsinki committees of the European countries, Committee for Protection of Human Rights of Republic of Chuvashiya, Rights protecting center of Republic of Mari El, Union of the journalists of Tatarstan, Tatarstan Fund of the help to the refugees, Kazan Committee of protection of the rights of the women, Kazan center of social-psychological researches and other organizations.

Now there is an active work on development of the new rights protecting projects connected to problems of protection of an environment, protection of the rights of youth, women, freedom of a word and informational interaction.

Ecology social

Ecology social - range of sociology studying social-historical mutual relation of the man and connatural medium in aspect of laws of development social-economic formation. In the modern world remains places for life of the man in suitable social - ecological conditions ever less. The social problems of a society were always. In due course these difficulties are gradually overcome. However with development of an industry, effecting; by augmentation of quantity of a vehicle; by many extreme incidents, failures, accidents and other factors, harmful to a nature, - the ecology has worsened, that began harmfully to influence health and life of the man. Today social standard of living of a society is closely interconnected to ecology of environment. The increase of a social standard of living of a society descends at the expense of body height of an industry and effecting. In turn it entails contamination of ecology. Deciding social problems, the mankind has confronted with new difficulties - contamination of ecology. The contamination of ecology becomes a more and more urgent problem. As the contamination(pollution) of environment entails irreciprocal processes, work capacity, productivity of work of the man negatively influences health. Everyone organism lives in certain natural environment. Alive organismes not only adapt to environmental conditions, they, in turn, influence these conditions and often very strongly. Complex community of plants and animals together with a lifeless nature (place of the existence) form ecological system. Mutual relation organism with alive it alive and lifeless environment as a nature the German biologist E.Gekkel in 1870 has named by ecology (from the Greek word "ojks" - the house, refuge). So began to be called and science about conditions of existence alive organismes. Now any branch of human knowledge, economy can not correctly develop without knowledge of the ecological laws and laws. The infringement can result any of a link of an ecological circuit in the most unexpected and undesirable consequences in a nature.
