A key « fundation » document
List what to do and how to do
Needs to be prepared at the very beginning of the basic engineering phase (first issue)
Constitutes the « road map » of the Project Team defining the objectives of the project
Is the first tool for the project team to communicate with the stakeholders of the project

PROJECT TEAM ORGANIZATION
1 – Factors to be considered
The technical characteristics of the project
The Owner’s background in project management – its own human resources in project management discipline
The project contractual strategy
The geographical location of the actors of the project during the various phases of the development
2 – – Organization principles
Organization and contractual strategy are deeply interdependent
The organization must evolve all along the main project phases as detailed hereafter.
The organization must suit the responsibilities of the actors of the project
(contractors, suppliers, company…)
The management and supervision team has to be located at the center of gravity of the activities.

PROJECT ORGANIZATION
Project is specific, but the organization, in line with the Contractual Strategy must allow the Operator/Partners to keep control of the key aspects of the Project:
Schedule
Cost
Technical Quality
Safety, security, control of the environment.
The cost of the supervision is an important aspect but should not be the driving parameter.
The Project Organization must anticipate the operation and maintenance phases.
