8 Dead in belgium train crash

DEADLY QUAKE SHAKES JAPAN

MORE THAN 150 DIE IN AUSTRIA CABLE-CAR FIRE

POLICE SEEK 2nd SUSPECT IN ATTACKS ON WOMEN

Houston police are looking for a second man in connection with a yearlong rash of violent assaults and robberies targeting women work­ing alone at offices.

While one man has already been arrested and charged in some of the attacks, DNA evidence shows someone else committed attacks first reported early last year.

"It's obvious now that we have two suspects," said Robert Sherrouse, a detective with the Houston Police Department robbery division. "We have to go back and try to figure out at this point who was the suspect or suspects operating at that time."

Since January 2001, at least 18 women working alone in office buildings or churches throughout the Houston area have been robbed or physically attacked. The most recent attack occurred March 13 in Pasadena. At least two of the victims also were sexually assaulted, police said.

Last month, police arrested Charles Dewayne Harris, 22, and charged him in three of the attacks. He also was identified in two other robberies, and detectives believe Harris is responsible for four other incidents between October 2001 and February 2002.

DNA evidence clears Harris from half of the incidents, and rob­bery detectives said lineups also indicated another person is also re­sponsible.

"The victims who have identified Charles Harris are adamant. In at least one of the incidents, that is supported by four eyewitnesses who also identified him," Sherrouse said.

The victims from the earlier attacks, however, were just as ada­mant that Harris was not their assailant, police said.

That person is described as a clean-shaven black man in his 30s. He is about 5 feet 9 inches to 6 feet tall and weighs between 190 and 230 pounds. Harris is 6 feet tall and weighs 260 pounds, arrest records show.

"It appeared on the surface that it might be the same person," Sherrouse said.

Police believe the man from the earlier attacks apparently stopped between late September and early October — about the same time Harris is believed to have begun. However, police don't believe the two know each other or were working together.

GAYS WOULD BE PROTECTED UNDER BILL HEARST NEWS SERVICE

WASHINGTON – The Senate is expected to approve a hate-crimes measure as early as this week to extend federal protections to gays and lesbians.

Existing law allows the Justice Department to investigate serious crimes motivated by race, color, religion or national origin. The new measure would expand its jurisdiction to cover crimes based on the victims' actual or perceived sexual orientation or on their gender or disability.

Under current law, victims must be engaged in such federally protected activities as voting, serving on a jury, going to work or en­rolling in or attending public school. The new legislation wouid allow federal agents to investigate hate crimes wherever they occur as long as prosecutors could show a link between the crime and interstate commerce. For instance, if a firearm used in a crime or a suspect in a crime had moved across state lines, federal agents could enter the case.

Senate Majority Leader Tom Daschle, D.S.D., a longtime backer of the bill, said hate crimes are different from other kinds of crimes. "They target individuals, but they intimidate and dehumanize entire groups of people," he said. Sen. Edward M. Kennedy, D-Mass., lead sponsor of the bill, pre­dicted victory in the Senate. But it faces a tough fight in the House, where Republican leaders oppose it.

MITSUBISHI FORKLIFT WORKERS VOTE TO JOIN UNION

Employees at Mitsubishi caterpillar Fork-lift of America voted to join the Sheet Metal Workers International Associated Local 54 in Houston in a 210 to 198 vote.

The national Labor Relations Board supervised last week's elec­tion at the company's west Houston plant, which makes and distrib­utes fork lifts.

This was the Sheet Metal Workers union's first time to try to or­ganize the plant.

The employees had rejected two previous organizing attempts by the United Auto Workers.

The Mitsubishi Caterpillar employees were upset because they believed they weren't treated with respect, said Linda Morales, project director for the Sheet Metal Workers International Association. They were also frustrated with the way company managers pushed them to produce more forklifts with fewer workers, she said.

The production and maintenance employees were also upset be­cause they hadn't had a raise in a couple of years, Morales said, al­though they received a 2,3 percent raise about two weeks after the or­ganizing campaign began. The sanders, decalers and materials handlers earn about $7 an hour, while the mechanics and welders earn about $14 an hour.

One of the hurdles of the organizing campaign was that the ethnic makeup of the work force was diverse, Morales said. While there are a predominance of Hispanics and Vietnamese, there were also many Nigerians, Ethiopians, Jamaicans, Bosnians, Russians and African-American. Morales said the racially diverse organizing team called them­selves the "Mod Squad," referring to the late 1960s television show featuring a groovy trio of young undercover detectives.

That way, the organizing team had someone who was part of an employee's own ethnic group available to speak to employees. That built a sense of trust and employees gravitated to the organizing who spoke their language, she said. She said the company ran a campaign that asked employees to give the company another chance before voting in a union. Larry Clore, an employment lawyer with Fulbright & Jaworski who represents Mitsubishi Caterpillar, said he did not want to com­ment.

BILL SEEKS DISCLOSURE OF INSURANCE POLICIES

Forty-seven congressmen have signed on as sponsors to a bill in­troduced by U.S. Rep. Gene Green that would require companies to notify their employees if they buy life insurance on their lives. The bill, which is known as the Life Insurance Employee Notifi­cation Act, would require employers to tell employees within 30 days if they buy new corporate-owned life insurance policies and 90 days to notify them about the existence of existing policies. Many companies secretly buy life insurance on the lives of low-level employees and use the investment income and tax-free death benefits as a cash generator. Sometimes companies use the money to fund enhanced retire­ment benefits for executives while others fund health care expenses for retirees.

The co-sponsors of the bill by the Houston Democrat include two Republicans: U.S. Rep. Kevin Brady of The Woodlands and Jack Quinn of Buffalo, N.Y. Brady believes that people need to be aware when companies take out life insurance policies on them, said Brady's press secretary, Matt Lloyd. "If companies spend two hours filling out paperwork to take out life insurance policies, they can spend five minutes telling employees about it," Lloyd said. Others who have signed on as sponsors include Reps. Sheila Jackson Lee and Ken Bentsen of Houston and Nick Lampson of Beau­mont, all Democrats. Green introduced the bill three weeks ago after having read about the secret life insurance policies in the Houston Chronicle.
