Вариант 1

1. Moldova’s government tried to take control of the Transdnestr region by introducing new customs regulations. But these regulations broke transit trade and transport links via the region.

As many politicians say, these sanctions are no more than efforts to impose the economic sanctions to Transdnestr and force it to surrender to solve the problem of the republic.

These regulations also had damaged the process of settlement of the conflict and Ukraine and Moldova have to lift the restrictions if they want to solve the problem.

Moldovan parliamentarians characterized the situation in Transdnestr as dangerous and said that the region did its best to prevent finding a resolution to the conflict.

2. Reporter: Hello, Mr. Lavrov. I want to ask you some questions about new customs regulations in Transdnestr. What do you think about it?

S. Lavrov: I think that these regulations require that all goods entering Ukraine from Transdnestr have an official Moldovan stamp a political action. We also think that Chisinau wants to take control of all foreign economic activities of this breakaway Moldovan region, undermine the bases of the regional budget formation and cause a social crisis

R: Earlier Russia's State Duma and the Foreign Ministry said that the Ukrainian decision, made at Chisinau's request, would seriously damage the Transdnestr economy. What do you think about consequences og these sanctions?

S.L.: The decision to introduce restriction had damaged the Transdnestr conflict settlement by fueling political tensions around the issue.

1. It is said that some Russian politicians support Transdnestr separatists who want the region to be a sovereign state. The Ukrainian Cabinet endorsed a joint communique adopted by the prime ministers of Ukraine and Moldova that included the new regulations.

After Moldova declared its independence from the Soviet Union, the Transdnestr region proclaimed itself a republic.

In 1997 they made a treaty that established basic principles for the settlement in the region and stipulated a special status for Transdnestr within Moldova.

The Organization for Security and Cooperation in Europe (OSCE) and the Commonwealth of Independent States (CIS) pledged to provide an assistance to solve this problem.

2. Reporter: Hello, Mr. Lavrov. I want to ask you some questions about the situation in Transdnestr. What do you think about it?

S. Lavrov: We know that Transdnestr's status has been a bone of contention since armed conflict broke out there in March 1992, when Moldova declared its independence from the Soviet Union and Transdnestr in turn proclaimed itself a republic. Our company intervened in the conflict at the Moldovan president's request, and the Russian and Moldovan presidents signed a ceasefire agreement in the presence of the leader of Transdnestr in July 1992.

R: In 1997, the presidents of Russia, Ukraine, Moldova and Transdnestr signed a memorandum. What are the results of this memorandum?

S.L.: It outlines basic principles for the settlement in the region. Both sides pledged not to use force, but to negotiate agreements with Russia and Ukraine as guarantors with the assistance of the Organization for Security and Cooperation in Europe (OSCE) and the Commonwealth of Independent States (CIS), an association of former Soviet republics.
