Part 2. Transparency in government James keeps playing with Lappy. Help him.

1. Work in pairs. Read the quotation of the former U.S. President James Madison below. He said it in 1822. Do you think it is still true now? How do you understand the word combination popular informa­tion? What kind offarceortragedydoes the author mean? Can you think of any particular examples?

A popular Government, without popular informa­tion, or the means of acquiring it, is but a prologue to a farce or a tragedy; or, perhaps both. Knowledge will forever govern ignorance; and a people who mean to be their own governors must arm them­selves with the power which knowledge gives.
