Initial programme for proposed cooperation on uk and us nuclear clean-up programmes

1. USDoE to comment on UKDTI's paper of 12 July addressing UK management issues listed in the Annex. By end of September 19__.

2. USDoE to provide UKDTI with corresponding information on how USDoE approaches each of these management issues together with information on any other key US management issues. By end of September 19 .

  1. UKDTI to prepare a comparative US/UK analysis of each management issue focusing in particular on those management Issues in which USDoE and UKDTI are most interested and agree to this with DoE. By end of November 19 .

  2. USDoE and UKDTI each to put forward ideas on comparisons of specific projects. By end of September 19 .

  3. USDoE and UKDTI to agree on which of these ideas should be pursued. By end of October 19 .

  4. USDoE and UKDTI to meet to:

(i) discuss comparative analysis of management issues.

(ii) exchange information on selected specific projects. By end of December 19 .

UNDERSTANDING

MEMORANDUM OF UNDERSTANDING ON PARTICIPATION IN AND SUPPORT OF TH E ACTIVITIES OF THE INTERNATIONAL CHORNOBYL CENTER ON NUCLEAR SAFETY, RADIOACTIVE WASTE AND RADIOECOLOGICAL RESEARCH

The Governments of the United Kingdom of Great Britain and Northern Ireland and of Ukraine,

proceeding with the goal of consolidating and coordinating methodological, technical and financial assistance to Ukraine In the area of nuclear and environmental safety,

welcoming the growing possibilities for establishing close со» operation between scientists and research centres and laboratories in other countries,

taking into consideration the presence in Ukraine of the unique conditions within the exclusion zone following the accident at Chornobyl Nuclear Power Plant ("ChNPF") and willing to create an effective organizational mechanism that would facilitate their broad utilization by the international scientific community [... |

reaffirming the need to establish a scientifically based general system of nuclear safety in Ukraine and accepting the constructive role of international cooperation in this area,

as well as taking into consideration the appeal by the Government of Ukraine to other governments and their responses concern i nil the creation and support for the activities of an international research centre,

state their intentions as follows:

Paragraph 1

The Governments of the United Kingdom of Great Britain and Northern Ireland and of Ukraine intend to participate in the

International Chornobyl Center on Nuclear Safety, Radioactive Waste and Radioactive Research in Ukraine ("the Center") and to support its activities.

Paragraph 2

The two Governments understand that the Center will be a vehicle for collaboration in scientific and technological research and development in the following areas:

  • assessment and enhancement of safety levels at nuclear facilities;

  • decontamination and decommissioning of nuclear facilities;

  • radioactive waste and spent fuel management;

  • rehabilitation of the contaminated environment;

  • control over and transformation of post-accident nuclear Installations into an environmentally safe condition;

  • conduct of medical, biological and radiological consequences of the Chornobyl accident; and

  • development and improvement of emergency procedures.

Paragraph 3

Each Government will independently define the amount of financial support it will provide for the Center and the scope of Its participation in the Center's activities. Support of the Center's activities by each Government can be in the form of targeted financing for specific projects as well as contribution of in-kind resources.

Paragraph 4

The two Governments intend to contribute to support the Center, subject to the availability of funds, personnel and other resources. Any support by the Government of the United Kingdom for the Center will be reviewed and a decision made as to whether such support will be continued on 31 March 19_.

Paragraph 5

Intellectual property rights will be addressed in projects membership agreements.

Paragraph 6

This Memorandum of Understanding will come into operation on signature by both Governments and will continue in operation until terminated at any time by either signatory giving six months' written notice to the other. Neither government should terminate this MoU without first consulting the other.

STATEMENT OF INTENT

STATEMENT OF INTENT BETWEEN THE UNITED STATES DEPARTMENT OF ENERGY AND THE UNITED KINGDOM DEPARTMENT OF TRADE AND INDUSTRY

WHEREAS:

The United States Department of Energy ("USDoE") intends to conduct research into technologies for the treatment, packaging,

and disposal of aluminium-based spent nuclear fuel currently in its inventory and that which the Department will receive from foreign research reactors;

The United Kingdom Department of Trade and Industry ("UKDTI") is also interested in technologies for the treatment, packaging, and disposal of aluminium-based spent nuclear fuel.

The Participants to this Statement declare their intentions as follows:
