FAROE IS-1

FAROE IS - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required, except of following persons:

a.Nationals of Finland, Iceland, Norway and Sweden arriving from or departing to these countries;

b.A group of aliens traveling on a valid collective passport;

c.Holders of a valid refugee identity document;

d.Holders of a valid “Stateless Person” identity document;

e.Holders of an alien resident permit, re-entry permit or laissez-passer issued by a competent authority;

f.Citizens holding a national identity card of one of the following countries: Austria, Belgium, France, Germany, Greece, Italy, Liechtenstein, Luxembourg, Netherlands, Portugal, Switzerland, United Kingdom;

g.The holder of a seaman"s book presented in connection with documentation for signing on or paying off a ship at a Faroe Islands or foreign port;

h.Air crew member licences and certificates issued by a Contracting State of ICAO;

i.Military NATO personnel holding a military identity card and NATO Travel Orders for a stay not exceeding 3 months;

j.Holders of identity documents issued by the Vatican authorities;

k.Holders of valid UN laissez-passer;

l.Holders of laissez-passer document issued by the European Union (EU);

m.American, British or Canadian citizens serving in the NATO forces in Western Europe holding a military identity card and a travel permit for a stay not exceeding 3 months;

n.Holders of a certificate “For Stateless Alien” issued by the American military authorities in Germany to dependents of American military personnel for a stay not exceeding 3 months.

o.Pupils participating in school journeys within the European Union (EU) providing they have a lawful residence in an EU state.

VISA

Required, with the following exceptions:

a.Citizens of Andorra, Argentina, Australia, Austria, Belgium, Bermuda (only BDTC passports), Brazil, Brunei, Canada, Chile, Costa Rica, Croatia, Cyprus, Czech Republic, Ecuador, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Honduras, Hungary, Iceland, India (only diplomatic and service passports), Ireland, Israel, Italy, Jamaica, Japan, Rep. of Korea, Liechtenstein, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Netherlands, New Zealand, Nicaragua, Norway, Pakistan (only diplomatic and service passports), Panama, Paraguay, Philippines (only diplomatic and service passports), Poland, San Marino, Singapore, Slovakia, Slovenia, Spain,

Sweden, Switzerland, Turkey (only diplomatic and service passports), USA, Uruguay, the Vatican State, and Venezuela;

b.Holders of a valid British “Common Format Passport”, defining the passport holder as “British Citizen”;

c.Holders of “look alike” British passports who have not stayed outside the United Kingdom for a period of 2 years and who also have one of the following passport endorsements:

“Holder has the right of re-admission”

“Holder is entitled to re-admission to the United Kingdom”

“Holder has the right of abode in the United Kingdom”;

d.Holders of valid British passports from the Channel Islands and Isle of Man defining the holder as “British Citizen”;

e.Holders of valid “British Dependent Territories Citizens” (BDTC) passport, issued to persons with the right to reside in Gibraltar, who also have page 5 of the passport endorsed “Holder is defined as a United Kingdom national for Community purposes”;

f.Holders of a valid refugee identity document issued by Belgium, Cyprus, Denmark, Finland, Germany, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Malta, Netherlands, Norway, Portugal, Spain, Switzerland, Sweden or the United Kingdom provided the holder is lawfully residing in the state that issued the document;

g.Holders of valid Danish, Finnish, Icelandic, Latvian, Norwegian or Swedish alien resident permits being valid for re-admission to the country having issued the document;

h.Holders of travel documents listed under PASSPORT items h) to o);

i.Holders of a valid residence permit in the Faroe Islands.

Airport transit visas are required for citizens of the following countries who are transiting a Faroe Islands airport, with or without change of aircraft: Afghanistan, Bangladesh, Democratic Republic of Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka.

NOTE: Additional requirements may exist. Please contact the appropriate authority to confirm information.

AIRCRAFT ENTRY REQUIREMENTS

GENERAL

No prior permission is required for overflights and non-commercial landings of aircraft registered in states which are signatories to the Chicago Convention. Applications for permission of such flights of aircraft registered in states which are not signatories to the Chicago Convention and with which the Faroe Islands has not concluded a special agreement, shall be submitted to the:

Application shall reach the CAA not later than 5 days in advance, not including Saturdays, Sundays and Danish legal holidays and shall include the following information:

operator’s name, address, telephone/telefax numbers;

aircraft type, nationality and registration marks;

intended route and destination of flight and time and place of passage of the Vagar TIZ boundaries;

date and estimated time of arrival at or departure from the aerodromes concerned (in case of landing).

SCHEDULED FLIGHTS

Scheduled commercial air traffic is subject to prior permission unless exempted by European Union (EU) regulations.

Non-EU carriers shall submit applications to the:

Application for the approval of time-tables shall be submitted to the DCAA not later than 30 days before the effective date of the time-table. The application shall contain information on number of weekly frequencies, destinations, times of operation, aircraft type, capacity, flight numbers and operator.

Furthermore the application shall contain the following information:

operator’s name, address, telephone/telefax numbers;

typer and registration marks of the aircraft;

insurance;

nature of the flight;

date and time table number;

name(s) of the charterer(s);

wet-lease;

code-share.

EU carriers shall submit notification of their time-tables not later than 15 days before the effective date of the time-table and shall contain same information as shown for application above.

NON-SCHEDULED FLIGHTS

Non-scheduled commercial air traffic (charter flights) is subject to prior permission unless exempted by European Union (EU) regulations.

Operators not exempt shall submit applications to the DCAA (see address in GENERAL before) according to the following lead times (Saturdays, Sundays and Danish holidays not included):

up to 4 flights within 2 months: 48 hours in advance;

more than 4 flights within 2 months: 30 days in advance.

Applications shall include the following items in the order shown:

a.operator’s name, address, telephone/telefax numbers;

b.aircraft type and registration marks;

c.insurance;

d.name(s), address(s) and telephone/telefax number(s) of charterer(s);

e.date and flight plan number;

f.charter category;

g.wet-lease.

Operators exempt from permission shall submit only a notification to the DCAA according to the above provisions except that items d) and f) may be omitted from the notification.

PRIVATE FLIGHTS

Private flight of aircraft registered in states which are signatories to the Chicago Convention are allowed without prior permission. Private flights of aircraft registered in states that are not parties to the Chicago Convention or non-Danish registered aircraft operated by a Faroe Islands resident are subject to prior permission. Applications shall be submitted through diplomatic channels so as to reach the DCAA not later than 5 days in advance, not including Saturdays, Sundays and Danish legal holidays. The application shall include the following information:

type, nationality and registration marks of aircraft;

name, nationality and address of the owner and the pilot-in-command;

intended route and destination of the flight as well as date, time and place of passage of the Vagar TIZ boundaries;

number of persons on board.

STATE OR MILITARY AIRCRAFT FLIGHTS

If exemption has not been granted by special agreement, application has to be submitted through diplomatic channels to the Tactical Air Command Denmark and the DCAA according to the provisions in PRIVATE FLIGHTS above.

AIRPORT(S) OF ENTRY

Vagar. Additionally, all other public aerodromes and heliports are approved for traffic to/from Schengen States only.

Flights transiting the Vagar TIZ, whereby Faroe Islands territory is overflown.

Flights to and from the Faroe Islands, whereby a maximum of 2 landings are made.

b.Internal Flights

Flights conducted within the Vagar TIZ, except such flights to and from the Faroe Islands, whereby a maximum of 2 landings are made.

EQUIPMENT TO BE CARRIED BY

ALL TYPES OF FLIGHT

At least one VHF and one HF transceiver.

A radio compass (ADF).

One emergency locator transmitter (ELT) able to function on its own power continuously outside the aircraft at least 48 hours and to transmit simultaneously on the frequencies 121.5MHz and 243.0MHz shall be carried. If the ELT is able to transmit on frequencies 406.0 and 121.5MHz, the requirement is considered fulfilled.

EQUIPMENT TO BE CARRIED ON ALL INTERNAL FLIGHTS AND ON CERTAIN TRANSITING FLIGHTS

On all internal flights and on transiting flights with single-engined and those multi-engined aircraft not capable to maintain the prescribed minimum safe altitude in the event of engine failure the following emergency equipment shall be carried:

An emergency locator transmitter (ELT) as mentioned in EQUIPMENT TO BE CARRIED BY ALL TYPES OF FLIGHT.

Two signal flares of the day and night type.

Eight red signal cartridges and a means of firing them.

A signal sheet (minimum 1 x 1 m) in a reflecting colour.

A signal mirror.

An electric hand torch.

PASSPORT

Required except as follows:

a.Nordic citizens possessing national identity documents and traveling only within Nordic countries;

b.passengers possessing an identity card issued by the competent authorities of the member states of the EU;

c.citizens of Liechtenstein, San Marino and Switzerland possessing a valid identity card;

d.on-duty crew members possessing an identity card with a photograph issued by the aviation authorities of the home country.

VISA

Required, except as follows:

a.citizens of Nordic countries;

b.citizens of states included in the “list of states freed from the requirement of having an entrance visa” published by the Ministry for Foreign Affairs;

c.holders of a “Laissez-Passer” given by the EU or the United Nations;

d.holders of Refugee’s travel documents given by the authorities of Austria, Belgium, Bulgaria, Denmark, Germany, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Malta, the Netherlands, Norway, Portugal, Romania, Slovakia, Spain, Sweden or Switzerland;

e.holders of an “Alien’s Passport” given by Finland who also hold a residence permit;

f.holders of an “Alien’s Passport” given by another Nordic country who also hold a residence permit valid for not longer than three months and who are also entitled to return to the country that issued this passport.

A Transit Visa is required for persons who leave the transit area. Additionally, a Transit Visa is also required for citizens of Afghanistan, Bangladesh, the Democratic Republic of Congo, Ethiopia, Eritrea, Ghana, Iraq, Iran, Nigeria, Pakistan, Somalia and Sri Lanka.

AIRCRAFT ENTRY REQUIREMENTS

NON COMMERCIAL TRAFFIC

Non-scheduled flights by civil aircraft registered in a State party to the Chicago Convention on International Civil Aviation may perform flights without commercial purposes into, from or over Finnish territory.

Traffic according to regulations of the European Economic Area

Statutes in force in the European Economic Area are applied to undertakings licensed by the Member States of the European Union and Norway, Iceland and Liechtenstein in the traffic within and between these states. In addition the traffic between Switzerland and the European Union Member states is released by a separate agreement.

Traffic to / from states outside the European Economic Area

Operators of the States parties to the International Air Services Transit Agreement (Chicago 1944) shall have the right to overfly Finnish territory without prior permission. In other cases the Finnish Transport Safety Agency issues a permit to operate air services over the territory of Finland.

Airlines licensed outside the European Economic Area shall forward an application for non-scheduled air services to the Finnish Transport Safety Agency at the latest 48 hours before the commencement of the flights (weekends and public holidays are not included in this time limit.

Applications and notifications shall include the following details:

a.name and address of the operator;

b.flight number;

c.type of aircraft and registration marks;

d.type of operation: scheduled/non-scheduled;

e.flight route and dates as well as estimated times of arrival/departure at each aerodrome;

f.name and address of the charterer (non-sched- uled flights only);

g.if the flight is operated using an aircraft and crew of another operator (wet-lease), information on which operator has technical and operational responsibility for the flight;

The Finnish Transport Safety Agency shall be informed of any changes as soon as possible.

RESTRICTIONS FOR FLIGHTS TO MILITARY AERODROMES

For non-scheduled flights of foreign registered aircraft to Halli, Kauhava or Utti aerodromes a separate permission is required in addition to the stipulations above. Applications shall be submitted not later than 24 hours before the intended flight to the appropriate aerodrome ATS unit during its operating hours. The application shall include the following information:

a.name and company;

b.address and country;

c.type and registration mark of aircraft;

d.number of passengers and their citizenship;

e.aerodrome of departure and destination;

f.date of flight;

g.purpose of flight;

h.additional information.

Foreign registered aircraft operated by Finnish commercial operators or Finnish registered aircraft transporting foreign citizens are treated as foreign aircraft.

In these cases, however, a simplified permit procedure is applied. Application shall be submitted by denoting in item “RMK” of the flight plan the number of foreign passengers and their citizenship, e.g. “RMK/3 Swedish passengers”. The flight plan shall be submitted before the departure of the flight so as to reach the appropriate aerodrome ATS unit during its operational hours.

Permission is considered given unless otherwise informed by the appropriate Air Traffic Control unit.

Lappeenranta, Mariehamn, Oulu, Pori, Rovaniemi, Savonlinna, Seinajoki, Tampere (Pirkkala), Turku, Vaasa and Varkaus.

SECONDARY AERODROMES

Secondary international aerodromes requiring prior permission are as follows: Halli, Helsinki (Malmi), Kauhava, Mikkeli, Sodankyla, Utti, Ylivieska.

Application to use secondary international aerodromes shall include the following:

a.personal data on all arriving/departing persons (including their address and nationality);

b.the nationality and name and the registration marks and call sign of the aircraft;

c.time and point of landing or departure;

d.purpose of the arrival to or departure from Finland;

e.information on whether the aircraft carries goods to be declared;

f.date of the application and signature (excluding applications in electronic form).

Applications will not be processed on weekends and Finnish public holidays.

The type of permission and the minimum lead times are provided in the following table.

AIRPORT(S) OF ENTRY

GENERAL

Aircraft landing in or departing from Finland must first land at or depart from a primary international aerodrome, unless otherwise exempted below.

SCHENGEN AREA

Aircraft on internal flight may use any aerodrome for their first landing or final departure, unless EU customs regulations and/or the right to use military aerodromes otherwise dictate.

A flight plan shall be submitted for each internal flight which enters or departs from Finnish airspace. An accepted flight plan may not be changed during flight so that the aircraft would leave the Schengen area.

EU CUSTOMS TERRITORY

Aircraft flying directly from one EU member state to another, without a stop outside the EU customs tax area, may use any aerodrome for their first landing or final departure, unless the provisions in Schengen Agreements and/or the right to use military aerodromes otherwise dictate.

EXTERNAL TRAFFIC

Traffic to and from states outside the Schengen area and states outside the EU customs territory or tax area, may use the secondary international aerodromes subject to the requirements below.

PRIMARY AERODROMES

Primary international aerodromes are as follows: Enontekio, Helsinki (Vantaa), Ivalo, Joensuu, Jyvaskyla, Kajaani, Kemi (Tornio), Kittila, Kokkola-Pietarsaari (Kruunupyy), Kuopio, Kuusamo,

SCHEDULE AND AIRPORT COORDINATION

Helsinki (Vantaa) airport is a coordinated airport.

At a coordinated airport, access for an air carrier or any other aircraft operator is possible only if a slot has been allocated. State flights, emergency landings and humanitarian flights are exempt from slot allocation.

Scheduled and additional passenger and cargo flights and charter flights

Slot requests shall be submitted in advance to the slot coordinator, any time within the limits of the schedule period, by SITA, e-mail or using Online Coordination (http://www.helslot.fi). The requests shall be submitted using the format given in the IATA Standard Schedule Information Manual (SSIM).

Alterations or cancellations of previously coordinated flights shall be reported without delay to:

SPECIAL NOTICES

PERMISSION FOR BORDER CROSSING

The captain of an aircraft must give a passenger and crew member list to the border guard authority of the entry or departure border. This list must include the first and last name if each listed person, date of birth, sex and nationality, nationality and registration marks of the aircraft as well as the point of destination and origin.

An air carrier transporting passengers professionally across the external border of the EU, has furthermore submit to the border guard authority separately on its request the following Advanced Passenger Information: the travel document’s number and type, nationality, complete name, date of birth, EU external border crossing place, transportation number, departure and arrival time of the transportation, total amount of transported persons (passenger and crew) and original port of embarkation (also inside EU). Information must be transmitted in electronic form, or if it is not possible, in another appropriate manner, immediately after the check-in has ended.

A general aviator must submit a flight plan and information concerning the passengers identity to the border guard authority of the destination state and, when needed, to the border guard authority of the state of first arrival before departure, if it concerns a flight to/from a third country.

Nationals of the following countries are exempted from the entry visa in France

for a stay not exceeding 3 month: Argentina, Australia, Austria, Belgium, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Cuba, Cyprus, Denmark, Djibouti, Dominican Republic, Ecuador, Finland, Germany, Great Britain, Haiti, Honduras, Iceland, Iran, Ireland, Israel, Italy, Jamaica, Japan, Republic of Korea (up to 30 days), Liechtenstein, Luxembourg, Malaysia, Malta, Mexico, Montenegro, Netherlands, New Zealand, Norway, Panama, Paraguay, Peru, Philippines (up to 60 days), Portugal, Salvador, Serbia, Singapore, South Africa, Spain, Sri Lanka, Sweden, Switzerland, Trinidad and Tobago, Tunisia, Turkey, Uruguay, U.S.A. and Vatican.

Transit visas are not required from:

passengers, who are in transit without leaving the airport;

passengers exempted from entry visa.

Aircraft crewmembers, nationals of any ICAO member country and holding an appropriate aircrew licence or certificate in compliance with the stipulations set forth in Annex 9 are exempted from passport and visa requirements in order to reside, during the duration of the stopover.

NOTE: Additional requirements may exist. Please contact the appropriate authority to confirm information.

HEALTH

Neither a certificate of vaccination against smallpox nor against cholera is required of passengers arriving on international flights.

AIRCRAFT ENTRY REQUIREMENTS

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate bilateral air agreements or specific clearances granted by the French Government.

Overflights of other airlines require a clearance from the Ministry of Foreign Affairs requested through diplomatic channels.

NON-SCHEDULED FLIGHTS

Commercial flights

Commercial landings of aircraft registered in a country which has not ratified the Multilateral Agreement on unscheduled flights in Europe are subject to prior permission, which may be obtained from the:

Forms are available at the administration with the following advance notice:

a.Single flights (i.e. one flight per month)

two working days in advance if the flight is effected in the Europe-Mediterranean region;

eight days in advance in all other cases.

b.Long series of flights (i.e. within the EuropeMediterranean region at least four flights per month over a time period of two to twelve months with the same charterer; for other destinations two flights per month over a time period of two to twelve months with the same charterer)

2 months in advance.

c.Short series of flights (i.e. flights do not conform either with single flights or with long series mentioned above)

8 days in advance (Europe-Mediterranean region);

15 days (other destinations).

The following arrangements are applicable to flights made by aircraft and companies coming under a country which is a party to the multilateral agreement on unscheduled transportation in Europe.

a.The flight is intra-european (all landings are effected in a country member of the European Civil Aviation Organization) and conforms with the following categories of flights:

humanitarian flights;

taxi flights with a seating capacity of not more than six passengers;

transport made by aircraft the entire capacity of which is rented by a commercial company for its own account, for transportation of its personnel or goods, exclusive of chartering by travel agencies or associations;

unscheduled transport of freight (i.e. not more than four flights within two months);

single flights without passengers (not more than one flight per month).

For all the flights mentioned above only prior notification 2 days in advance is necessary.

It must be sent for verification to General Directorate of Civil Aviation (see address before) if the seating capacity exceeds 20 passengers), or to the Aeronautical Region Director if the seating capacity is 6 to 20 passengers, but in every case to the Airport Manager concerned.

FRANCE - NATIONAL REGULATIONS AND REQUIREMENTS

Non commercial flights made by civil aircraft registered in an ICAO member country are solely required to file a flight plan with the competent authority in charge of air traffic. However, this procedure is applicable only to aircraft registered in countries which also accept non commercial flights by French aircraft simply upon filing of a flight plan. Filing of a flight plan is mandatory for every flight crossing a border of metropolitan France, even if flying according to visual flight rules.

b.Other cases:

In any other case, an authorization must be requested as indicated for commercial flights. Moreover, the first landing and the last take off of any non commercial flights must be made at an airport open to international traffic. Non commercial flights made by civil aircraft registered in a country not a member of ICAO, or by Government owned aircraft, are subjected to previous authorization by the ministerial departments concerned.

AIRPORT(S) OF ENTRY

First landing shall be made at and final departure from an airport provided with customs, immigration and health facilities.

Additionally Geneva (Cointrin) airport may be used as entry and exit airport for France.

SPECIAL NOTICES

In addition to the application for traffic rights, extra community airlines and airlines never served France should imperatively complete and return a technical questionnaire to the French Civil Aviation Authority departments in charge (Direction du Transport Aerien/Sous direction des Transporteurs et Services aeriens, fax number +33 01 5809 3865) of delivering traffic rights.

The fully completed questionnaire and all the documents required in the different sections of the questionnaire shall be submitted within the following deadlines:

for scheduled programs, the questionnaire shall be submitted at the latest 1 month before the first flight of the program,

for unscheduled programs of at least 6 flights, the questionnaire shall be submitted at the latest 10 working days before the first flight of the planned program,

for other unscheduled programs, the questionnaire shall be submitted at least 2 working days before the first flight of the planned program.

PASSPORT

Required, except when otherwise stipulated by interstate bilateral agreements or the Schengen Agreement.

VISA

Required, except when otherwise stipulated by interstate bilateral agreements or the Schengen Agreement. Children under 16 years of age do not need a visa.

NOTE: Licenses and crew member certificates are accepted instead of passport and visa, provided that the holder will stay only at the aerodrome or within towns adjacent to this aerodrome and that he will depart by the same or by the next scheduled aircraft of his agency.

HEALTH

A valid certificate of vaccination against smallpox is required of persons who stayed in an infected area for a period of 14 days prior to arrival.

AIRCRAFT ENTRY REQUIREMENTS

GENERAL

Foreign aircraft require permission to enter Germany unless otherwise stipulated in agreements between States (permission for entry).

Instead of permission for entry or exit, air carriers from States in the European Economic Area (EEA = European Union, Norway, Iceland and Liechtenstein) and from Switzerland require a Route Licence.

SCHEDULED FLIGHTS

Air carriers from member states of the European Economic Area (EEA) and Switzerland

The Route Licence will be granted only upon application and presentation of the following documents and/or data:

a.Operating licence on the licensing of air carriers by the Aeronautical Authority of the respective State of Registry;

b.flight plans in compliance with the printed form;

c.aviation security plan.

Air carriers from non-EEA member states

Air carriers from non-EEA member states shall apply for an Air Operator Certificate (AOC) prior to commencing scheduled air services from and to Germany. In order to do this, they must submit the following documents in German or English to the Luftfahrbundesamt (Referat B1):

a.articles of association;

b.excerpt from the commercial register;

c.latest annual report/details on the board of management and the composition of the capital;

d.flight plan in compliance with the printed form

indicating the ICAO code;

indicating whether 5th Freedom rights are to be exercised

e.complete list of the fleet with details of the capacity on the individual aircraft;

if necessary, leasing contract;

certificate showing entry of the aircraft in the aeronautical register of the State of Registry (certificate of registration);

airworthiness certificate;

noise certificate;

certificate of Operating Minima for all-weather operations.

f.Operating Permit Questionnaire including proof of maintenance in compliance with ICAO;

g.proof of third-party liability insurance as well as insurance for liability arising from the contract of carriage with a period of validity of at least one year from the commencement of scheduled services;

h.declaration of the authorized appointed recipient;

i.Air Operator Certificate (AOC) and/or Declaration of Competency from the Aeronautical Authority of the state of registry with a period of validity of at least one year from commencement of scheduled services;

j.designation of the air carrier by the government of the state of registry for scheduled air services between the state of registry and Germany and/or vice versa;

k.estimation of the traffic volume to be expected on the planned route for the first year of operations, as well as details on the share of 5th Freedom traffic to be expected;

l.aviation security plan;

m.submission of fares.

NON-SCHEDULED (NON-COMMERCIAL) FLIGHTS

No prior permission is required for non-commercial flights of aircraft registered in ICAO member states.

NON-SCHEDULED (COMMERCIAL) FLIGHTS

No prior permission is required for non-stop non-scheduled commercial transit flights of aircraft registered in ICAO member states.

Non-scheduled commercial flights to and from Germany require entry permission. Requests shall be made using the prescribed forms and directed to Luftfahrtbundesamt (Referat B1).

The application for permission shall be submitted in writing according to the following timetable:

for individual flights, not later than two full working days prior to commencing the flight;

for a series of more than four flights (chain of flights), not later than four weeks prior to commencing the first flight of the chain.

When calculating the deadline for application, Saturday is not considered as a working day.

The following documents shall be presented of not previously submitted:

Air Operator Certificate (AOC) and/or Declaration of Competency;

certificate of state registration;

airworthiness certificate;

noise certificate;

certificate of Operating Minima for all-weather operations;

third-party liability insurance;

copy of the charter contract signed by the airline company and charterer;

Operating Permit Questionnaire;

declaration of the authorized appointed recipient;

aviation security plan.

Commercial flights entering Germany for purposes other than transportation require permission from the Luftfahrtbundesamt (Referat B1). Applications for permission must be submitted at least 8 working days prior to entering Germany.

In addition to air carrier information, the application must include the following:

proof from the state of registry that the operation being applied for has received permission to be carried out;

certificate of state registration;

airworthiness certificate;

noise certificate;

proof of required insurance;

exact description of the intended flight/tours (e.g., dates, place of departure and arrival, purpose of flights/tours).

EXIT PERMISSION FOR GERMAN AIRCRAFT

Prior permission is required for non-scheduled commercial outbound flights. Application must be submitted to the Luftfahrtbundesamt (Referat B1)..

In the case of individual flights, permission for exit may be considered to be granted if the application has been submitted two whole workdays in advance and if it has not been expressly rejected.

No permission is required for non-commercial flights if the place of destination is located within an ICAO member state.

OCCASIONAL USE OF MILITARY

AIRPORTS BY CIVIL AIRCRAFT

Pilots-in-command of civil aircraft intending to land and take-off at aerodromes operated by the German armed forces and/or dispatch forces require permission (PPR) only from the Commander of the aerodrome concerned. In the case of aerodromes operated by the British Armed Forces, permission shall be obtained at least 24 hours prior to ETA and if there is a VIP on board at least 48 hours.

Application for permission shall contain the following details:

designation of the military aerodrome to be used;

type and registration mark of aircraft;

name of the pilot;

date and expected time of landing and departure;

purpose of landing;

Air Navigation Services units will accept flight plans for flights to military aerodromes only, if permission to land has been granted.

STATE AIRCRAFT FLIGHTS

Unless special agreements have been made between the aircraft state of registry and Germany, the inclusion of the phrase “aircraft in customs and police service” in Item 18 of the FPL is sufficient application for entry and transport permission.

Military aircraft shall obtain entry and landing permission from the Federal Ministry of Defence.

AIRPORT(S) OF ENTRY

First landing and final departure shall be made at an airport where customs and immigration clearance is available unless exempted by the Schengen Agreement.
