SERBIA - NATIONAL REGULATIONS AND REQUIREMENTS

f.precise purpose and kind of charter flight;

g.the price of IT arrangement and the price of transportation;

h.aircraft equipment.

The permission to carry out services on the sector of the fifth freedom of air, is issued to foreign air carriers according to a particular procedure.

The flight plan of foreign civil aircraft overflying the territory of Serbia or carrying out technical landings shall be submitted to the Serbia and Montenegro Air Traffic Services Agency 3 hours before entering Serbian airspace and shall include the aircraft operator’s name if not identified by the aircraft call sign.

PRIVATE FLIGHTS

For private flights by foreign aircraft along international ATS routes and with landing and departing from international airports the flight plan shall be submitted to the Serbia and Montenegro Air Traffic Services Agency at least 1 hour before entering Serbian airspace and shall include the aircraft operator’s name if not identified by the aircraft call sign.

Foreign aircraft may fly along the previously determined zones, routes and airports which are not authorized for international air services, on condition that the first landing and last take-off before leaving the territory of Serbia, is carried out at and international airport.

In addition to the flight plan mentioned above, after the landing at the international airport, for such a flight, the flight plan of the intended flight to domestic airport shall be submitted at least one hour before the estimated departure to domestic aerodrome.

The flight plan of foreign aircraft engaged in search and rescue and medical treatment, shall be submitted to the Serbia and Montenegro Air Traffic Services Agency one hour before entering the airspace of Serbia.

The application for issuing clearance to foreign aircraft engaged in presentation the performances of aircraft or in scientific research and agriculture shall be submitted to the Serbia and Montenegro Air Traffic Services Agency five working days before the beginning of the air services concerned.

For flying of foreign aircraft outside the international airways and the international airports, a special permission must be previously obtained. Application for issuing the special permission shall be submitted to the Serbia and Montenegro Air Traffic Services Agency at least 5 working days before the beginning of the flight.

The application for issuing a special permission should contain:

a.name and address (telephone, telefax, telex) of aircraft operator;

b.type, registration, MTOM and callsign of aircraft;

c.aerodrome of departure and landing and precise time (UTC) of departure and landing;

d.date of flight, precise route of flying, entry/exit points with estimated times over that points;

e.precise flight altitude (QNH);

f.aircraft equipment;

g.detailed purpose of flight;

h.certificate of insurance against third parties;

i.names and surnames of flight crew members and passengers, nationality, numbers and validity of passports.

PASSPORT & VISA

For passengers who arrive at and depart from international airports in the Republic of Slovenia on the same plane, or who are in transit at the same airport, providing they stay in the international transit area of the airport and not enter the country, no visa is required except for citizens of Afghanistan, Bangladesh, Congo (Democratic Republic), Ethiopia, Eritrea, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka.

A valid national travel document is required. Eu citizens and citizens of Croatia and Switzerland may enter the Republic of Slovenia on the basis of a valid identity card.

NOTE: Additional requirements may exist. Please contact the appropriate authority to confirm information.

AIRCRAFT ENTRY REQUIREMENTS

GENERAL

No authorization is required for flights in transit non-stop across the territory of Slovenia and for technical landings.

SCHEDULED FLIGHTS

Scheduled air services are governed by bilateral air agreements or special authorization.

The application for permission to operate scheduled flights must be submitted 30 days prior to the beginning of each IATA time table season. Later modifications shall be forwarded at least 3 working days prior to introduction. The application must be send by mail to the following address:

NON-SCHEDULED FLIGHTS

Non-scheduled commercial flights to Slovenia shall be performed under the provision of the Special Permission for carrying out non-scheduled international public air services.

Applications for permission for individual flights (up to 4 flights within 2 months) shall be submitted at least 3 working days before the first flight.

Applications for permission for a series of flights (more than 4 flights within 2 months) shall be submitted at least 20 working days before the first flight to the address as mentioned for scheduled flights.

PRIVATE FLIGHTS

No prior announcement is needed for private aircraft with a Maximum Takeoff Weight (MTOW) under 12 tons (light wake turbulence category) landing or departing from Slovenian international airports. However, the flight plan for such flights shall be submitted to ATS of Slovenia at least one hour prior to the flight or at least 2 hours prior to entering Slovenia airspace.

For the operation of private/business flights and other aircraft exceeding a MTOW of 12 tons, an application for permission shall be submitted to the address as mentioned for individual non-scheduled flights.

The application shall comprise the following data:

a.operator’s name and address;

b.aircraft registration and type of aircraft;

c.departure and destination airport, ETD and ETA;

d.dates of flights and estimated time over entry/ exit points;

e.certificate of insurance against third parties.

Air Carriers shall, irrespective of other requirements of the Schengen borders code, transmit to the police, for purpose of border control, by the end of check-in time, the following information concerning those passengers whom the air carrier will transport to a certain border crossing point across which the passenger will enter the territory of a member state of the European Union:

number and type of passport used;

nationality;

personal name or full name;

date of birth;

border crossing point of entry into the territory of member states;

SPAIN - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT & VISA

Required unless exempted by Schengen Agreement. Crew member certificates or pilot licenses are accepted in lieu of a passport or visa provided the crew member is on duty and remains at the airport of landing or is in transit to another airport located within the contracting party.

AIRCRAFT ENTRY REQUIREMENTS

GENERAL

Any aircraft registered in a State party to the Free Transit Agreement or in a State having signed a bilateral agreement with Spain, will have the privilege to fly across the Spanish territory and land for non-traffic purposes without any notification in advance or without permission.

SCHEDULED FLIGHTS

International scheduled operations are governed by bilateral air agreements or by special authorization.

NON-SCHEDULED FLIGHTS

Spain, as a State party of the Multilateral Agreement on Commercial Rights of the European non-sched- uled air services, grants the right, to operate flights for the purpose of taking on or discharging passengers, cargo or mail in aircraft registered in states also party to the aforementioned agreement, operated by nationals of such states, provided these flights belong to the following categories:

a.flights operated for humanitarian needs or on an emergency;

b.aerotaxis;

c.flights the whole capacity of which is chartered by one single person (individual or entity person) for the transportation of its staff or loads;

d.occasional flights;

e.cargo flights;

f.aircraft the whole capacity is chartered by one single person (individual or entity person, except travel agencies) for the transport of passengers and cargo of interest to the charterer for other reasons than those specified in paragraph c.;

g.flights carried out for the transport of students;

h.special event charters;

i.inclusive tour charters.

The written request should include the following information:

a.name of operator;

d.dates and estimated times for arrival and departure;

e.place(s) of embarkation or disembarkation of passengers and/or load abroad;

f.category of the requested flight, number of passengers, nature and quantity of cargo;

g.charter price.

Requests via telegraph or SITA should include the following information:

a.identification of the airline;

b.number or identification abbreviation of the message, if appropriate;

c.date and time when the message was sent by the carrier;

d.abbreviations:

e.type of aircraft and registration marks;

f.dates of the flight and ETA (UTC) at the Spanish destination airport and estimated time of departure of the return flight;

g.route to be operated (plain language);

The request should include the payment of the reply for an amount equal to the cost of the telegram.

AUTHORIZATION AT GRANADA

All IFR/VFR flights of General Aviation from and to No Schengen countries must contact the service of an handling agent calling phone number +34 629 690 138, previous request of 3 hours, in order for the operation to be authorized in this airport.

STATE AIRCRAFT FLIGHTS

The overfly and stopover in Spain of foreign state aircraft require a specific authorization.

The manage, control and assignation of these authorizations depend on:

Ministerio de Asuntos Exteriores y de Cooperacion (MEAC): Unidad de sobrevuelos y escalas dependiente de la Vocalia Asesora de Relaciones Institucionales.

Ministerio de Defensa (MD): Estado Mayor del Aire, Secretaria General-Seccion de Relaciones Internacionales (SERIN) y Direccion General de Politica de Defensa (DIGENPOL).

Some of the following types of flights need a special authorization:

a.the use of territory and airspace sovereignty for arrivals and departures of aircraft to/from Gibraltar aerodrome;

b.overflying of prohibited or restricted areas;

c.not previously agreed air exercises, manoeuvres and lowflying flights;

d.overflying of armed aircraft or equipped with cameras or other reconnaissance sensors installed on board for its use;

e.electronic counter-measure flights;

f.flights carrying chemical or bacteriological weapons, or radioactive materials;

g.flights carrying dangerous cargoes such as armaments, munitions and explosives;

h.air refuelling over Spanish territory.

It is a Spanish government policy not to allow overflying of Spanish territory to aircraft with armament and nuclear material on board.

The foreign State aircraft will not be able to perform VFR flights in Spanish airspace without prior authorization. In the same way, they will not be authorized to change their flight plan from IFR to VFR. Therefore, foreign State aircraft wanting to overfly Spanish territory and its territorial waters, must do so with an IFR or OIFR flight plan, being the latter only used upon agreement. This does not exempt from the obligation of sending the corresponding PPR. Besides the diplomatic authorization that could be necessary, foreign State aircraft will request a PPR to their Base, owing to the restrictions it may have. The PPR number will be adjusted to the Julian calendar day adding a number 1, 2, 3, etc. to every request of the day.

AIRPORT(S) OF ENTRY

Aircraft arriving from or departing to airports outside the customs territory of the E.U. shall make the first landing and final departure at a customs (international) airport.

Requests shall be completed in accordance with the instructions specified in the IATA Standard Schedule Information Manual (SSIM), and should be sent via the SITA-network, or if unable, via mail or fax.

Modifications or cancellations of previously coordinated flights must be reported, during office hours, at least 3 working days prior to the date operations.

Slots will be assigned only within airport operating hours, unless special permission to operate outside these hours has been granted by the airport management.

Notifications of isolated operations of an exceptional nature that imply a new flight or a modification of already coordinated flights will be submitted, by the means mentioned above, directly to the coordination center at each airport.

All general aviation, business, airtaxies and training flights must request authorization from the scheduling coordination office at each airport 3 hours prior to ETA or ETD giving the following information: date of flight, identification of flight, type of aircraft, airport and time of departure, airport and time of arrival.

Slots must be requested before filing the flight plan and the flight plan must include the EOBT based on the authorized airport slot.

The following flights are exempt from scheduling coordination:

a.flights rerouted due to technical or meteorological reasons;

b.humanitarian flights;

c.search and rescue flights;

d.flights of state aircraft;

e.flights exempted by appropriate aeronautical authority.

PASSPORT

Required, except for citizens of a country that is member of the Schengen area when arriving directly from one of these countries

A foreign crew member may temporarily leave the aircraft during a ground stop and stay in the landing area without holding a passport, a visa or an airport transit visa provided he/she is in active duty and will depart the landing area on the same aircraft.

VISA

Required, except for the following persons:

a.holders of a residence permit;

b.citizens of Denmark, Finland, Iceland or Norway;

c.persons exempted in the Aliens Ordinance (2006:97).

f.copy of insurance certificate or equivalent documentation of valid insurance.

CIVIL USE OF MILITARY AIR BASES

Use of military air bases with other than state aircraft may be made solely when prior permission has been obtained. A written application for permission shall be submitted to the air base concerned well in advance of the flight. (Lulea and Ronneby Air Bases are not affected by these regulations, however PPR is required outside hours of operation).

SWITZERLAND - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required except for

a.Nationals of Austria, Belgium, France, Liechtenstein, Luxembourg, Monaco, Netherlands, Portugal, San Marino and Spain (a passport expired for less than 5 years is sufficient);

b.Nationals of Germany (a passport expired for less than one year is sufficient);

c.Nationals of Austria, Belgium, Cyprus, Finland, France, Germany, Greece, Hungary, Italy, Liechtenstein, Luxembourg, Malta, Monaco, Netherlands, Portugal, San Marino, Slovakia and Spain may also prove their identity by a valid official identity card;

d.Stateless persons and aliens not holding national identity documents shall hold a valid travel document for refugees or for stateless persons according to international regulations.

NOTE: Crew member certificates suffice for crew members of a foreign airline while on duty.

b.Refugees residing in Belgium, Czech Republic, Denmark, Finland, France, Germany, Great Britain, Iceland, Ireland, Italy, Liechtenstein, Luxembourg, Malta, Netherlands, Norway, Portugal, Spain, Sweden or Switzerland are exempt from the visa requirement for a stay not exceeding 3 months are if holding a valid travel document for refugees.

c.Foreign citizens who hold a valid residence permit issued by Andorra, Canada, the United States of America, Monaco, San Marino or any member state of the European Free Trade Association or European Union as well as citizens of Saudi Arabia, Bahrain, United Arab Emirates, Kuwait, Oman, Qatar and Thailand who hold a valid Schengen Visa are exempt from the visa requirement, provided their stay does not exceed three months and they are entering the country for the following reasons: tourism, visits, business meetings, medical treatment and cures, participation in economic and scientific

congresses, participation in cultural, religious or sporting events or temporary reporting activity on behalf of foreign media.

d.Holders of a Hong Kong Special Administrative Region People’s Republic of China passport and Hong Kong British National Overseas passport are exempt from the visa requirement.

e.Transit passengers are exempt provided that they:

hold a valid passport issued by a state recognized by Switzerland;

do not leave the airport transit area;

pursue their travel aboard an aircraft from the same airport within 48 hours of their arrival;

hold travel documents which are necessary for entry into the country of destination;

are in possession of an airline ticket for their onward journey to their final destination; and

have booked a seat on an aircraft for their onward journey to their final destination prior to their arrival in Switzerland.

f.Transit visas are required for nationals of Afghanistan, Angola, Bangladesh, Democratic Republic of Congo, Ethiopia, Ghana, India, Iraq, Iran, Lebanon, Libya, Nigeria, Pakistan, Somalia, Sri Lanka, Turkey. Except for Iraq and Somalia, nationals of the aforementioned states are exempt from this obligation if they:

hold a valid diplomatic, service or special passport;

hold a valid passport and a valid visa delivered by Andorra, Canada, Iceland, Monaco, Norway, San Marino, the United States of America or a member state of the European Union.

g.Transit visas are not required of foreign citizens who hold a valid residence permit issued by Andorra, Canada, the United States of America, Monaco, San Marino or any member state of the European Free Trade Association or European Union.

h.Transit visas are not required of citizens of Saudi Arabia, Bahrain, United Arab Emirates, Kuwait, Oman, Qatar and Thailand who hold a valid Schengen Visa.

i.Aliens of any state are exempt if they hold a valid passport and a valid Swiss resident permit type A, B, C, Ci, or L.

HEALTH

Normally Switzerland does not exercise any sanitary control. Foreigners, except citizens of European Union member states, the United States of America, Canada, Australia and New Zealand, entering the country for employment for more than 3 months have to undergo a medical examination.

AIRCRAFT ENTRY REQUIREMENTS

GENERAL

Civil aircraft registered in a member State of ICAO do not need prior permission to overfly Swiss territory or to land at Swiss airports for non-commercial purpose.

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate air agreements or are based on special authorization from the Federal Department of Transport, Communications and Energy.

NON-SCHEDULED FLIGHTS

For non-scheduled commercial flights a prior permission from the Federal Office for Civil Aviation (FOCA) is required.

Certain non-scheduled flights operated by air carriers of States party to the Multilateral Agreement on Commercial Rights of Non-Scheduled Air Services in Europe are not subject to prior permission.

Exception: For landing and take-off between 2100-0500UTC, during the summer time period: 2000-0400UTC, a special permission is required.

Modifications or amendments of flight programs have to be submitted immediately for approval.

Applications submitted by telex will not be processed. If an application is submitted by telefax, the original must be sent simultaneously by mail or e-mail.

PRIVATE FLIGHTS

Private flights of aircraft registered in ICAO-Member States are not subject to prior permission.

STATE OR MILITARY AIRCRAFT FLIGHTS

Non-Swiss State flights within the territory of Switzerland and the Principality of Liechtenstein require a Swiss Diplomatic Clearance, issued by the Federal Office of Civil Aviation (FOCA).

Through FOCA, Switzerland grants single authorizations and long-term authorizations. These authorizations grant the right to carry out State flights within the territory of the Swiss Confederation, and by agreement within the Principality of Liechtenstein they also grant overfly rights within the Principality’s airspace.

A request for a single authorization must be submitted to FOCA using the ’DC application form’. Single authorizations are valid for the specific flight in each case, and lapse once the authorized term has expired.

The diplomatic representation in Switzerland of the State making the application is responsible for submitting the request to the FOCA.

Clearances

The FOCA liaison office for Diplomatic Clearances is staffed during normal office hours. In urgent cases, requests outside office hours and at weekends may be addressed to the Air Force duty office.

A request for a single authorization must be submitted to FOCA at least 5 working days before the State flight is due to take place, and applications for State flights for the ’transport of dangerous goods’ must be submitted to FOCA not later than 8 working days before the State flight is due to take place.

Applications must be submitted to FOCA using the ’DC form’.

Unless stipulated otherwise by FOCA at the time of granting the authorization, single authorizations are valid on the day preceding and the day following the day specified for the State flight to take place.

Long term applications are valid only for overflights within the Swiss territory and the territory of the Principality of Liechtenstein.

Applications for a long-term authorization must be submitted to the FOCA by the end of October of the preceding year, and contain an aircraft list (forms can be obtained from FOCA) containing all aircraft intended to be used for State flights under the authorization. In the list, the exact aircraft model name including the ICAO type identifier, special equipment, registration marks and associated radio call signs must be specified.

Overflights in accordance with long-term authorizations by the organizations: OSCE, OPCW and UN shall submit a flight notification to FOCA no later than one day in advance of the flight including the following information:

responsible organization;

mission (if known);

type of aircraft (incl. ICAO code);

registration number;

airport of departure and destination.

FOCA grants long-term authorizations for a period of one year and these can, upon receipt of a request, be renewed for a further year.

AIRPORT(S) OF ENTRY

Aircraft landing on or departing from Swiss territory must first land at or finally take-off from a customs airport. Private aircraft may also depart from a limited number of other aerodromes. The competent Swiss customs office will decide on the appropriate customs procedure.

SYRIA - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required, except as follows:

nationals of the Arab League countries;

the crew license is accepted in lieu of the passport for the crew members of international scheduled services.

VISA

Required, except that nationals of the Arab League countries are exempted from entry and transit visas. Maids, servants, housekeepers, baby-sitters and nationals of Bangladesh, Philippines, Sri Lanka, Pakistan and Afghanistan are allowed to enter accompanied by their Syrian or Arab employers on condition they have permanent residency of Gulf countries and Saudi Arabia, valid for return during the periods Dec 24 - Jan 23 and May 1 - Sep 30 every year.

Arab families coming from Arab Gulf Countries and Saudi Arabia are allowed to accompany servants during the whole year.

HEALTH

Disembarking passengers coming from an area infected with plague, cholera and/or yellow fever during epidemic periods are required to present a valid vaccination certificate against these diseases.

NON-SCHEDULED FLIGHTS

If an operator intends to carry out a (series of) non-scheduled flight(s) in transit across, or making non-traffic stops in the territory of Syria, the operator must obtain prior permission at least 24 hours.

If an operator intends to perform a (series of) non-scheduled flight(s) into Syria for the purpose of taking on or discharging passengers, cargo or mail, he shall apply to the SCAA for permission to carry out such operations not less than 3 days in advance of the intended landing. In exceptionally urgent cases application for permission would be acceptable if received at least 24 hours in advance of the time of intended landing.

In either of the above mentioned cases, permission for executing the flight(s) must be obtained before commencing the flight(s). The application must

include the following information in the order shown hereunder, and addressed to OSDIYAYF/OSDIYDYX via AFTN:

name and address of operator;

type, registration, identification and MTOW of aircraft;

name and nationality of pilot-in-command;

date and time of crossing Syrian borders and arrival at, and departure from Syrian airports;

route to be followed and itineraries;

purpose of flight, number of passengers, nature and amount of cargo;

name, address and business of charterer, if any;

nature of urgency (in case of 24 hours request).

The validity of overflying and landing permission is 24 hours.

PRIVATE FLIGHTS

Aerial Photographic Flights

Aerial photographic flights and/or flights for the purpose of aerial reconnaissance into, from or over Syrian territory must submit 10 days prior request to SCAA to get permission. The request shall include all items as listed under NON-SCHEDULED FLIGHTS.

Technical Landings

Aircraft unable to fly at or above permissible flight levels shall submit an application for overflying or technical landing 3 days in advance to OSDIYAYF/OSDIYDYX to get permission.

STATE AIRCRAFT FLIGHTS

Request shall be submitted through diplomatic channels at least 10 days in advance and shall contain all items listed under NON-SCHEDULED FLIGHTS.

AIRPORT(S) OF ENTRY

Aleppo (Intl), Damascus (Intl), Latakia (Bassel Al-Assad Intl).

SPECIAL NOTICES

Flights destined for, departing from or overflying Israel are not permitted to fly into or over the territory of Syria.

Every non-scheduled aircraft requesting to overfly Syrian airspace or to land at its airports shall have a legal agent in Syria to be responsible for its administrative and monetary affairs, or must have a credit in the Commercial Bank of Syria, Branch-6, to cover the aviation charges.

The permission number issued by the Syrian Civil Aviation Authority must be inserted in item 18 of the FPL.
