TUNISIA - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required.

VISA

Required, except as follows:

a.Passengers in direct transit.

b.Citizens of Algeria and Morocco for an unlimited period of stay.

c.Citizens of Canada, Germany, Ghana and USA for a stay not exceeding 4 months.

d.Citizens of Chile, Denmark, Finland, France, Guinea, Ireland, Iceland, Italy, Ivory Coast, Japan, Kuwait, Luxembourg, Malaysia, Mali, Mauritania, Monaco, Netherlands, Niger, Norway, Romania, Senegal, Serbia and Montenegro, Spain, Sweden, Switzerland, Turkey, U.K. for a stay not exceeding 3 months.

e.Citizens of Greece, Hong Kong and Rep. of Korea for a stay not exceeding 1 month.

Nationals of the following countries must have visa for entry to Tunisia:

Pakistan, Iran, Bulgaria, Liberia.

NOTE: Crew members licences or certificates are accepted in lieu of visa for a stay not exceeding 24 hours.

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate air agreements or are subject to special authorization.

Commercial landings are subject to prior authorization. A detailed program has to be sent to the Ministere du Transport 30 days before the intended flight. If it is the first flight to Tunisia, also a special Form No. I (obtainable from the Direction de l’Aviation Civile) has to be enclosed. Also every modification must be advised to the Authority.

NON-SCHEDULED FLIGHTS

Aircraft registered in states which have concluded a bilateral agreement with Tunisia may overfly Tunisian territory or execute technical landings under condi-

tions stipulated in the agreement concerned. In all other cases an application to the Ministere des Transport has to be submitted at least 3 days in advance.

A request for authorization of Inclusive Tour Flights and a special Form No. II has to be submitted by the air carrier to the Ministere du Transport within the following period:

for programmed operations of more than 3 flights 30 days prior to the date of planned first flight;

for programmed operations of 3 or less flights 10 days prior to the date of the planned first flight.

Occasional unplanned or emergency flights: Applications for permission must be sent by mail or message at least 3 working days in advance to Ministere du Transport.

During holidays, the request may be sent directly via FAX, AFS or SITA to the concerned Airport Authorities:

Health service or ambulance flights, emergency flights and rescue flights in case of disasters are exempted from the regulation above. In this case, the flight plan is considered as a prior request.

STATE AIRCRAFT, VIP, SPECIAL AND EMERGENCY FLIGHTS

The overflight of the Tunisian airspace and landing are subject to a permission delivered according to the following conditions:

Permanent permission: Subject to prior agreement made on the basis of reciprocity exists between Tunisia and the government concerned. A request for permanent authorization may be sent to the Ministry of Foreign Affairs not later than the 31st October of each year as a firm deadline.

Provisional permission: Foreign State, VIP and special flights are subject to a special permission through diplomatic channels. Applications should reach the Ministry of Foreign Affairs 15 days before the expected date. In case of actual urgency, prior notice is accepted 72 hours beforehand.

Aircraft with a capacity up to 12 seats belonging to operators of ECAC member states performing private flights, business trips, ambulance flights and carrying relief assistance to disaster stricken areas, shall be permitted to land at all airports provided flight plans have been submitted 3 hours before entering Turkish airspace and that the first landing and the last departure is conducted at an airport open to international traffic.

Civil flights attempting to use Turkish airspace and/or airports without flight authorization shall be prevented from doing so, even if a flight plan has been submitted.

Aircraft must carry on board the flight authorization (Permit number) obtained from the appropriate authority.

SCHEDULED FLIGHTS

Scheduled operations are governed by interstate bilateral air agreements and are subject to the authorization of the Directorate General of Civil Aviation (address see GENERAL). Applications for flight authorization shall, if not otherwise provided for in the bilateral agreement, be submitted no later than 30 days in advance of the commencement of the timetable period. Requests for scheduled flights shall be transmitted by letter in 10 copies. Applications for individual amendments and requests for additional flights in already approved schedules must be filed no later than 2 workdays in advance.

Applications for scheduled flights shall contain following information:

a.commercial title and address of operator;

b.flight destinations;

c.itinerary of flights;

d.date and time of flights;

e.type of aircraft;

f.registration marks and flight number;

g.liability insurance policy covering third parties and passenger seat insurance policy;

h.Air Operator Certificate (AOC) and certificate of scheduled flights authorization arranged by the Civil Aviation authority of the state or registry;

i.purpose of flight:

number of passengers, if a passenger flight;

cargo capacity and type, if a cargo flight.

j.tariffs to be charged for the flight (shall be submitted together with the seasonal application).

NON-SCHEDULED FLIGHTS

With the exceptions of any existing provisions of bilateral agreements to the contrary, clearance authorizing foreign civil and military aircraft to overfly Turkish airspace or to land at Turkish civil or military airports is required and all applications shall be submitted so as to reach the appropriate authority not later than five working days in advance of the planned flight. In exceptionally urgent cases this time may be reduced to 48 hours.

Applications for authorization shall be submitted to:

a.If operator from ICAO Member State:

The Ministry of Communications and Transport, Directorate General of Civil Aviation (address see GENERAL) within working hours or

General Directorate of state airports (DHMI) FIC unit of Ankara (Esenboga) airport (address see GENERAL) outside working hours.

b.If operator from non-ICAO Member State

through diplomatic channels to the Ministry of Foreign Affairs.

The applications shall include the following information, in the following order:

a.name of applicant organization;

b.name and address of operator;

c.nationality of the aircraft;

d.type of aircraft/MTOW;

e.aircraft registration;

f.radio call sign/flight number;

g.name of pilot (for military aircraft additionally pilot’s rank is required) and number of crew;

h.purpose of flight;

number of passengers, if passenger flight (for use of military airport also list of passengers);

cargo capacity and type, if a cargo flight;

i.departure and destination airports and the route to be followed within Turkish FIRs;

j.points of entry into and exit from Turkish FIR’s and the dates and estimated times of entry and exit;

k.if the aircraft will land in Turkey, the name of the airport and the date and estimated time of arrival and departure to and from this airport;

l.names, ranks, and titles of VIP passengers, if any;

m.detailed declaration of cargo, stating whether or not there are any harmful materials, weapons and war materials, explosives (give ICAO identification codes, if any) or optical or electronic warfare equipment on board;

n.if a leased flight, name, address and branch of business of the lessee;

Inclusive Tour (IT) Charter Flights

Inclusive Tour (IT) Charter flights shall additionally provide the following:

a.contract signed by tour operator and air carrier;

b.liability insurance policy covering third parties;

c.tour operator’s introductory material;

d.ticket sample of the airline and/or it’s agent;

e.traveler’s voucher identifying the package tour (coupon certifying stay at hotel);

f.passenger seat liability insurance policy issued according to Warsaw Convention;

g.accident insurance policy;

h.aircraft noise certificate.

Workers Charter Flights

Workers Charter flights shall additionally provide the following:

a.liability insurance policy covering third parties;

b.ticket sample of the airline and/or it’s agent;

c.passenger seat liability insurance policy issued according to Warsaw Convention;

d.accident insurance policy;

e.aircraft noise certificate.

Cargo Charter Flights

Cargo Charter flights shall additionally provide the following:

a.contract between cargo owner and air carrier;

b.liability insurance policy covering third parties;

c.passenger seat insurance policy if there is accompanying personnel due to contents of the cargo;

d.insurance policy for cargo being carried;

e.description and quantity of cargo;

f.commercial title, name, address, telephone and fax numbers of the cargo owner;

g.commercial title, name, address, telephone and fax numbers of the recipient;

h.aircraft noise certificate.

STATE OR MILITARY AIRCRAFT FLIGHTS

Overflight or landing diplomatic clearance applications should be made ten (10) working days prior to the departure of the planned flight for the following cases:

a.aircraft carrying foreign Heads of State or government;

b.aircraft carrying explosives, dangerous goods, weapons or ammunition;

c.aircraft carrying additional weapons not considered to be a standard airborne equipment;

d.aircraft carrying photographic equipment that are used in aerial photography;

e.military aircraft which are newly purchased abroad and flying to their home bases for the first time;

f.tanker aircraft (either full or empty);

g.aircraft used for transportation of military armed troops;

h.flights of unmanned air vehicles.

Prior authorization must be obtained for all state aircraft intending to use Turkish airspace and airports.

Aircraft belonging to NATO member states shall send their request for permission to the Chief, General Staff, Air Force Command (except for flights mentioned above).

Aircraft belonging to non-NATO member states shall send their application through diplomatic channels to the Ministry of Foreign Affairs.

For aircraft carrying foreign Heads of State or government and aircraft carrying explosives, dangerous goods, weapons and ammunition applications for authorization shall also be submitted to:

a.(operator from ICAO Member States) The Ministry of Transport and Communications, Directorate General of Civil Aviation within working hours or General Directorate of state airports (DHMI) FIC Unit of Ankara (Esenboga) airport during other than working hours (address see GENERAL);

b.(operator from non-ICAO Member State) Ministry of Foreign Affairs (through diplomatic channels) within working hours.

AIRPORT(S) OF ENTRY

First landing and final departure shall be made at an international airport.

SPECIAL NOTICES

TRANSPORT OF EXPLOSIVE SUBSTANCES

Ankara (Esenboga), Istanbul (Ataturk), Istanbul (Sabiha Gokcen) and Adana airports shall be used for the authorized transportation of explosives and ammunitions applied for and authorized by the Ministry of Foreign Affairs through diplomatic channels.

AIR-REFUELING OPERATIONS

Air-refueling in Turkish airspace is subject to special authorization from the Turkish General Staff. Requests shall be made at least 15 days prior to the air-refueling operation.

UNITED KINGDOM-1

UNITED KINGDOM - NATIONAL REGULATIONS AND REQUIREMENTS

PASSPORT

Required.

NOTE: Crew licence or crew member certificate which includes a certification that the holder may at all times re-enter the state of issuance is accepted as an identity document of for an aircrew member arriving or departing as such.

VISA

Required, except when otherwise provided by government agreements.

A visa is not required for transit passengers provided they:

have entry facilities for the countries enroute and for the final destination;

have a firm booking to travel by air within 24 hours;

have no purpose in entering the United Kingdom other than to pass through in transit.

Transit visa is required for nationals of Afghanistan, D.R. of Congo, Iran, Iraq, Lebanon, Libya SPAJ, Somalia, Sri Lanka, Turkey and Uganda in all circumstances, including traveling on directly from the same airport without approaching immigration.

NOTE: Additional requirements may exist. Please contact the appropriate authority to confirm information.

AIRCRAFT ENTRY REQUIREMENTS

SCHEDULED FLIGHTS

Scheduled operations are governed by bilateral and international air service agreements except that carriers registered in a European Economic Area (EEA) country may operate freely between the United Kingdom and any destination within the EEA.

Bulgaria is currently partially excluded from the internal aviation market. Bulgarian operators may therefore be required to apply to the United Kingdom Department for Transport (DfT) for specific permissions.

NON-SCHEDULED (COMMERCIAL) FLIGHTS

Non-scheduled commercial flights by carriers registered in EEA may operate freely between the United Kingdom and any destination within the EEA without prior permission.

Bulgaria is currently partially excluded from the internal aviation market. Bulgarian operators may therefore be required to apply to the United Kingdom Department for Transport (DfT) for specific permissions.

Non-scheduled commercial flights operating in accordance with the Multilateral Agreement on Commercial Rights of Non-Scheduled Air Services in Europe, do not require prior permission, but each flight should be notified, in advance, to the:

The notification must be received not less than two working days before arrival in, or departure from, the United Kingdom, and shall include the following:

name of the airline and address to which permit should be sent;

date and programme of flights;

place of embarkation or disembarkation abroad, as the case may be, of passengers and/or cargo;

nature of flight, e.g. cargo, inclusive tour, sole-use charter, etc;

name, address and business of charterer, the number of passengers and/or nature and amount of cargo to be taken on or put down;

when applicable, the Air Travel Organizer’s License Number.

Other non-scheduled commercial flights require prior permission. Applications for permits should be submitted to the:

Applications for seasonal permits will be dealt with only during normal office hours.

UNITED KINGDOM-2

ENTRY REQUIREMENTS 21 MAR 08

UNITED KINGDOM - NATIONAL REGULATIONS AND REQUIREMENTS

Applications should include the same information as mentioned for notifications before as well as the address to which the permit should be sent.

Inclusive tour charter flights are subject to prior permission from the DfT. Applications should be made by the following dates:

for flights between 1 April and 31 October, by 15 January;

for flights between 1 November and 31 March, by 1 September.

The following information must be provided for each series of flights:

name and address of operator;

nationality and registration marks, call-sign and type of aircraft and capacity to be provided during the whole period (on round trip basis) and showing, where there is more than one tour organizer, the number of seats allocated to each organizer;

programme of operations, including the itinerary of the aircraft;

name and address of the travel agency or tour organizer;

details of the conditions under which the inclusive tour is organized;

minimum price payable by passenger for the inclusive tour;

complete routing of the inclusive tour;

duration of the inclusive tour.

Special provisions are applicable for Special Event charter flights.

NON-SCHEDULED (NON-COMMERCIAL) FLIGHTS

Except for airport purposes no prior permission is required for flights by aircraft registered in states which are parties to the Chicago Convention for overflights or for making non-traffic stops on United Kingdom territory. Permission for flights by aircraft registered in states not parties to the Chicago Convention should be sought in accordance with the procedure as set out for commercial flights.

AIRPORT(S) OF ENTRY

Customs and Excise requirements vary according to whether or not the place of departure or the destination is within the European Community (EC).

a.Arrivals from outside the EC:

Unless special permission has been obtained from the Commissioners of Customs and Excise aircraft entering the UK from a place outside the EC may not land at any place other than one of the customs and excise airports:

for the first time after its arrival in the UK, or

at any time while it is carrying passengers or goods brought from a place outside the EC and not yet cleared.

These provisions apply both to aircraft arriving direct from a non-EC country and to those which have made a stopover in another EC country.

b. Departures to destinations outside the EC:

Unless special permission has been obtained from the Commissioners of Customs and Excise aircraft may not depart to any place or area outside the EC except from one of the customs and excise airports.

These provisions apply both to direct flights to non-EC destinations and to those where the aircraft makes a stopover at an airport in another EC country.

c.Arrivals from and departures to other EC countries:

With the exception of the stopover flights referred to in a) and b) above there is no customs restriction on the places of landing or departure for aircraft arriving from or departing for other EC countries.

SPECIAL NOTICES

Operators of public transport aircraft registered in foreign countries are required to submit specific details of aerodrome operating minima in respect of take-off, circling and landing for each approach aid and runway that may be used at the aerodrome(s). Aircraft types to which the minima refer must be specified.

Application to conduct Cat II and/or III operations, or low visibility take-offs in less than 150m (200m for Category D aircraft) should be addressed to:

The application must be accompanied by a copy of the operator’s relevant Permission or Certificate of Competence issued by the State of Registry.

PREVENTION OF TERRORISM

For security checks, all aircraft (private and commercial, carrying passengers or not) coming to Great Britain from the Republic of Ireland, Northern Ireland, the Isle of Man or the Channel Islands or going from Great Britain to any of those places, may not, without the approval of the police, call at or leave airport in Great Britain other than a Designated Airport under the Prevention of Terrorism Act 2000.

Similar controls apply in respect of all aircraft leaving or entering Northern Ireland when flying to or from Great Britain, the Republic of Ireland, the Isle of Man or the Channel Islands.

If a pilot or an aircraft operator wishes to make a flight to or from a non-designated airport without an intermediate landing at a designated airport, he must seek prior permission from the Chief Officer of Police in whose area the non-designated airport is located. (Most police forces require at least 24 hours prior notice either directly or via the airport operator.)

Pilots wishing to land at or depart from Filton aerodrome on a flight to or from the Republic of Ireland, Northern Ireland, the Isle of Man, or the Channel Islands, without an intermediate landing at a designated airport, should apply direct to Filton aerodrome, during office hours and at least 24 hours prior to the flight, for permission to use the aerodrome for this purpose.

In addition to the security arrangements for the destination pilots of civil helicopters flying into Northern Ireland are required to notify the:
