Q.: Согласно уставу НАТО все 16 членов этого союза являются полноправными членами. Однако известно, что Франция вышла из Объединенного командования вооруженных сил НАТО. Можно ли ее в этом случае считать полноправным членом этой военной организации?
A.: You are quite right. In 1966 France withdrew from the alliance’s Integrated Military Structure. It does not participate in Nato’s Defence Planning Committee, Nuclear Planning Group or Military Committee but still it remains a full member of the North Atlantic Alliance. And its contacts with Nato’s Military Structure take place through a French Military Mission to the Military Committee.
Q.: А в каких структурах НАТО она участвует?
A.: It actively participates in a number of practical areas of cooperation: in communications, armaments, logistics and infrastructure spheres.
Q.: Какие еще страны члены НАТО не входят в состав Объединенного командования вооруженных сил НАТО?
A.: It’s Spain, which joined the Alliance in 1982. It does not take part in Nato’s integrated military structure but does participate in Nato defence planning Committee and Nuclear Planning Group as well as its Military Committee.
Q.: Но если Испания участвует во всех этих комитетах, то почему ей не участвовать и в Объединенном командовании вооруженных сил НАТО?
A.:In accordance with the terms of a national referendum held in 1984, Spain must not take part in Nato’s Integrated Military Structure but only in collective defence planning. Military coordination agreements enable Spanish forces to cooperate with other allied forces in specific roles and missions and to contribute to allied collective security as a whole while remaining outside the Integrated Military Structure.
Q.: То же самое, очевидно, можно сказать о Дании и о Норвегии, о странах, законодательство которых не позволяет размещать иностранные войска и ядерное оружие на их территории в мирное время.
A.:Not quite so. Both these countries participate in Nato’s integrated military structure but the participation of Norway and Denmark in Nato’s military dispositions must comply with national legislation which does not allow nuclear weapons of foreign forces to be stationed on their national territory in peace time and this sometimes leads to serious problems.
Q.: Например, к каким?
A.: For instance once the US Secretary of State severely criticized Denmark’s ban on nuclear-armed ships. He said the ban passed by Denmark's parliament would undercut the nuclear deterrence of Nato. And the British Foreign Secretary said that if the ban was maintained, British ships would not be able to visit Denmark since neither London nor Washington would say if nuclear weapons were aboard any of their ships.

A.:Britain has always been a member of the North Atlantic Treaty Organization, and most of its military forces are committed to Nato, though some units have periods of duty in Northern Ireland and elsewhere, particularly (since 1982) on the Falkland Islands.
Q.: Но ведь в Англии нет обязательной военной службы?
A.: You are right. No compulsory military service; soon after 1945 there was a return to the traditional reliance on professional armed forces, supported by part-time reservists.

A.: The Western European Union (WEU) has existed in its present form since 1954 and today includes nine European countries Belgium, France, Germany, Italy, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom.
It has a Council currently based in London and a Parliamentary Assembly in Paris. It regards itself as a forum for regular discussion on defence and security issues affecting Europe.
Q.: Принимал ли этот союз участие в каких-либо военных операциях?
A.: It certainly did. In 1987 during the Iran-Iraq war WEU experts met in The Hague to consider joint action in the Gulf to ensure freedom of navigation in the oil shipping lines of the region.

A.: It did. During the Gulf war in 1991 coordinated action took place among the WEU nations contributing forces and other forms of support to the coalition forces involved in the liberation of Kuwait.
Q.: И последний вопрос. Что символизирует эмблема НАТО, которую можно увидеть на многих изданиях НАТО?
A.: The Nato’s emblem was adopted as the symbol of the Atlantic alliance in 1953. The circle is the symbol of unity and cooperation and the compass rose suggests the common road to peace taken by member-countries of the Atlantic alliance. The blue background represents the Atlantic Ocean.

Акронимы
Акронимы – аббревиатура, образованная из начальных букв элементов исходного словосочетания, но читаемая не алфавитным названием букв (UN, USA), а как обычное слово.
