Economic situation in Ukraine.

  The Ukrainian economy is becoming increasingly open. It integrates progressively into the European and global systems of division of labour. The national economy is being shifted from shadow to formal sector by introduction of transparent and sustainable tax system, which eliminates tax privileges to a narrow circle of the so called untouchables.

At the same time we clearly understand that any effective market economy model is underpinned by private initiative based on sacred right of private property. Therefore the Government is ready to offer clear, responsible and equal rules of play to the business on Ukraine’s market based upon securing the principles of market competition and private property rights in accordance with the law in force. Auction on “Krivorizstale”, which has taken place this Monday, became evident practical example of this.

Ukrainian Government has managed to increase drastically state budget revenues under conditions of tax reforms. For the 8 months of 2005 State Budget received almost by 50% more of revenues. Actually, by today, state budget received 164 million hryvnia more than it was previously expected.

The positive changes in the Ukrainian economy are internationally recognised. The sovereign credit rating of Ukraine has been increased and now acknowledges as “stable”.  The Ukrainian economy has attracted more than $1.5 billion of foreign direct investment (FDI). The European Union remains in the position of the biggest investor into Ukrainian economy. Its share in the total FDI stock that came into the Ukrainian economy is amounted to 55.7%. The last example is the 600 million euro of revenues proceeding from 10-year maturity euro bonds placed this autumn at 4.95% were received in full. Ukraine properly guarantee the foreign investors' rights. We are welcoming incoming sound business culture in our country and encourage investment by legal and economic instruments.

The key task for the Government for immediate prospect is the establishment of a favourable investment climate, private entrepreneurship development, expansion of domestic market resulting in the sustainable growth.
