CONCLUSION

Introduction

Moscow is the capital and largest megalopolis in the Russian Federation, which has a unique cultural-historical and architec­tural heritage and plays the leading role in the political and economic life of modern Russia. In the recent years, the city has demonstrated the highest rates of economic growth among other subjects of the Russian Federation and has attracted increasing numbers of visitors from other regions and foreign countries that were visiting the city mainly for business ana excursion/sightseeing purposes.

Thus, for example, in 2007 only through the airports of the Moscow air zone more than 4 million foreign visi­tors arrived in Moscow, which demon­strated that the capital has become an important international tourist center.

If current trend of growing tourist in­flux in Moscow continues for the next year, it is expected that In 2010 more than 12 million people will visit Mos­cow, out of which foreign citizens will amount to more than 5 million.

However, it Is necessary to notice that a considerable share of foreign citizens visiting the capital require ho­tel accommodation and the hotel com­plex of Moscow currently offers an Insufficient number of rooms, which Is not enough to satisfy already existing demand for hotel accommodations In the capital.

For that reason the city authorities In recent years have been paying much attention for creation of favorable con­ditions for accelerated development of the tourist industry, as a whole, and for rapid expansion of the hotel complex in particular, as those are seemed to be the main pre-conditions for further increase of the tourists influx in Mos­cow.

In order to achieve rapid expansion of the hotel complex the city, authori­ties were making special efforts for at­traction of private investments in the hotel industry via creation of favorable conditions for developers to invest in construction of new hotels and re­construction of the existing ones In Moscow, providing the investors for that purpose with the following prefer­ences:

  • 50% discount on downpayment for buying out of rights for lease of land plots;

  • Special rate for lease of the land plots destined for hotel construction at 1% of the standard rate;

  • Partial reimbursement of the fi­nancial costs Incurred by Investors In attracting bank credits for building or reconstructing of hotels In the capital (reimbursed from the city budget).

Thanks to the adopted measures, additional preferences provided to In­ed and newly-built hotels In the city.

For the last years development of the hotel complex of the dity was coor­dinated by the Department of the city building of the city of Moscow in coop­eration with the prefectures of the ad­ministrative districts, which were tak­ing Into account the General Scheme of location of the hotels in the city of Moscow for the period up to 2010.

Nowadays, the Government of Mos­cow is appreciating a new draft of the General scheme of location of hotels in the city of Moscow for the period up to 2015, which will indicate appropri­ate locations for construction of new hotels in the city, most of which will be of 3 stars’ category. Hopefully, after realization of cur­rently planned constructions of new hotels, the existing deficit of the ho­tels’ accommodations In Moscow will be finally liquidated, particularly in the category of the three stars' hotels, as many of which now are under recon­struction. That will lead to further In­crease of tourist attractiveness of the dty, will generate additional budgetary revenues from the enterprises of the tourist Industry and contribute to gen­eral growth of the economic potential of the city, as a whole.
