Ex. I Read and translate the text:
The Bank of England was founded in 1694 to raise money for a war against the French. It is the second oldest central bank in the world after Sweden’s Riksbank, which was set up in 1668. America’s Federal Reserve System (less than 100 years old) and the Deutcshe Bundesbank (less than 50 years old) are mere infants by comparison. The Bank has been located in different buildings on its present site in Threadneedle street since 1734. Over the years it carried out its various functions as government bank, issuer of bank notes, place of safekeeping for gold, banker’s bank supervisor of other financial institutions. It is proud of its history. It has its own museum and sticks to old traditions like having gatekeepers in top hats and pink coats to welcome visitors. On the other hand its present-day facilities and expertise of its staff are among the best in the world.
The Bank is run by an 18-member Court of Directors, including the Governor and the Deputy Governor who are appointed for a 5-year term by the Queen on the advice of the Prime Minister. The other directors serve 4-year terms.
For 250 years the bank was a private institution, although more and more of its activities were regulated by parliament. In 1946 the post-war Labour government nationalized the bank. Although it didn’t change its relationship to other banks, it did alter its relationship to the government. Now, formally it is an agent of the Treasure, so the Chancellor directs the Bank to take certain actions. He cannot however dismiss the Governor. The bank of England is special among central banks because it performs a very wide range of functions:
It designs, prints and issues bank notes. It actually became the sole note-issuing bank in England in 1921.
It’s government’s banker-tax revenues are paid into the bank, cheques are drawn on it to pay.
It issues guilt-edged stock (bonds) on the government’s behalf.
It is the banker’s bank. Commercial banks must keep a certain percentage of their reserve in deposits in the Bank of England. The Bank is able to smooth out fluctuations by providing more liquidity (by increasing money supply) if necessary, although it does not lend directly to commercial banks.
The bank operates on the domestic money market, trading in commercial and Treasure bills using Discount houses as intermediaries. In this way it influences the short-term interest rates.
It manages Britain’s gold and foreign currency services. It also looks after the gold holdings of the London bullion market. “As safe as the Bank of England” is a well-known saying.
It intervents in the currency market to stabilize the pound’s exchange rate.
It is responsible for licensing and supervising deposit-taking institutions, operating in Britain.
The bank of England does not develop its own monetary policy. This is in the hands of Treasury. It advises the governments on money matters.
