Problems of Fire Safety in the World at the end of the 20th century

22.0 - Introduction
The history of human civilisation is inseperably connected with the achievements of humankind in handling fire, more precisely, to control the burning processes. Since people understand to initiate burning processes, the utilisation of fire was more and more involved into production processes; the human culture grew and guided the peoples on earth towards our today's civilisation.
The so called Stone Ages came to an end about 6000 years ago, followed by more than two million years of human development – the Copper Age, the Bronze Age, and the Iron Age, that means the different periods of human development connected with the emergence and development of metallurgy: copper – 4000 B.C., bronze – from the end of the 4th millennium B.C. to the beginning of the 1st millennium B.C., and finally iron – from the 1st millennium B.C. on. The discovery and application of iron provided an important – perhaps the decisive – incentive for the development of means of production and thus significantly accelerated the development of humankind.
There is no doubt at all that controlled burning processes greatly stimulated the development of engineering, technology, science, but also of arts (as to mention the bronze sculptures of Old Greece and Old Rome or the metal jewellery of several old cultures).
However, the utilization of burning processes and their increasing importance as a main factor influencing the development of all cultures around the world also confronted the humankind with the negative sides of their own achievements – as this was often the case. Frequently and for various reasons – mostly caused by human lapses or even malevolence - burning processes in household or production got out of control and caused effects that were contradictory to the interests of the society. These effects, shortly named fires, caused large material losses and many human tragedies.
The uncontrollable burning processes (fires) forced the humankind to develop special measures, methods and tools related to avoiding the emergence of fires and to fighting fires. This was necessary due to the fact that in history a uncontrolled fire was dangerous not only for an individual person, but for all people living in the respective settlement.
To illustrate the situation, we remember the following historical facts, thus providing a picture of the millennium-old processes of human dealing with the phenomenon of „fire“. We follow the categorisation of fire-fighting and fire
protection development into four stages, as proposed by EFFENBERGER:
1st stageprior to invention of the hand splashes,
2nd stage – from the invention of the hand splashes up to its completion by wind cap and hoses (1672),
3rd stage - fire protection prior to the
foundation of professional fire brigades in the mid of the 19th century,
4th stage – modern times.

In 356 B.C., the Greek HEROSTRAT set alight the Temple of Artemis in Ephesos, to eternalise his name in human history. In the year 70 B.C., a horrible fire storm ravaged in the city of Rome – whole districts were ruined by fire. In 47 B.C., a large fire destroyed the famous library of Alexandria (0,5 million handwritten books got lost forever). In 1666, during a large fire in London, a major part of the English capital was destroyed. In 1812, two third of the city of Moscow burned down. Many cities were repeatedly ruined by fire during their history. These catastrophes were often caused by improvidence, arson or war conflicts. The book "World in Flames", published in 1913, describes the fate of hundreds of cities marked by fires. In the Second World War, the American Air Force laid in ruins the city of Dresden.

Mid of the 20th century, computer centres, nuclear power station and space crafts appeared on earth – celebrated as technical progress.
Nevertheless, these objects than were also affected by fires – thus highlighting how far humankind is from the solution of problems related to fires, as often the consequences of such fires were disastrous. It shall be stated that the fight against fires has been a serious problem for the society for a long time and its solution is a want, better a must.
In Old China already, about 4000 years ago, the prototype of a fire brigade existed. In the 3rd century B.C., the old Greek mechanist KTESIBIOS, living in Alexandria, devised a kind of fire pump. This is generally taken for the beginning of fire fighting service. HERON, a follower of KTESIBIOS, improved the hand splashes, now named „Siphon“– which was without doubt used for fire-fighting. In 1905, a Roman suction and delivery hose was found near Tier.
At times of Emperor AUGUSTUS (63 B.C. to 14 AD) Rome did not have a specialised fire fighting units; nevertheless the tasks of fire fighting were fulfilled by a general security corps (7 cohorts with 1000 men each). It is irrelevant to dispute, if these organised units, working in a city of one million inhabitants, do meet the today's image of a fire brigade or not; the main fact is that the fear of fire and its consequences initiated the set up of fire fighting units.
During the 7th century, the "Greek Fire", devised by the master builder CALLONIKOS from Heliopolis - in combination with the hand splashes (that was originally developed for fighting fires) - was used for catapulting fire on buildings or ships of adversaries.
First public fire protection measures were described in the regulations for handling fires in the hearth, as for instance published in Oxford (England) in 900.
In 1276, tax exemption was agreed with the wine carriers for carrying water to the scene of fire in Augsburg. First fire regulations came about in different cities: Vienna – 1278, Zwickau – 1348, Erfurt – 1351, Munich and Paris – 1371, Cologne – 1403, Bremen – 1433, Frankfurt – 1439/60, Stuttgart – 1492, Dresden – 1529 etc.
The first fire walls were erected in the 14th and 15th centuries. A little bit later, several associations and interest groups were founded, addressing various problems related to fire: insurance companies, chimney sweepers and fire brigades. By that way, a lot of contributions were made to develop passive and active means and tools for fighting fires.
Over centuries, the HERON hand splashes was considered as forgotten. It was mentioned again in the 15th century – described then as a kind of hand-jet of different types. However, the manufacturing of hand splashes was restarted only at the beginning of the 17th century. Different constructions improved the hand splashes, but these improvements were not significant. The wind caps
and hoses were still missing for ensuring a continuous delivery of water.

The first wind cap was constructed by PERRAULT in Paris in 1684. In 1686, MARIOTTE (France) also mentioned a wind cap. It is not known who namely the inventor of the wind cap was. In 1673, JAN VAN DER HEIDE devised the hoses. Initially, hoses were made out of leather. The first hoses were stitched; later on they were riveted (in Jena).

The application of fire hoses in Germany is documented as follows: 1686 – Dresden, 1725 – Ulm and Freiburg, 1727 – Berlin, 1731 – Augsburg. Similar hand splashes were also introduced in Paris (1691) and in Copenhagen (1697). However, the problem of water transport to the scene of fire remained unsolved. Several cities committed all male inhabitants aged over 15 to carry water in case of emergence of fire. In other cities, paid teams assisted in fire fighting.
A uniformed team and a regularly manned fire station were established in Hamburg in the mid of the 18th century. The responsible decision makers recognized that special knowledge and skills are required for managing fire fighting processes. This results in the establishment of volunteer fire brigades. CARL METZ (1818-1877) is known as founder of the first volunteer fire brigade in Germany. For success in fire fighting, the following requirements are stated:
1.a strong and functional organisation of fire brigades,
2.improvement of equipment and material,
3.acceleration of fire calls and shortening of alarms,
4.regular and adequate arrangement of water supply.
The first extinguishing agents appeared in
the 18th century – in form of dry powder. At the beginning of the 19th century, professional fire brigades were founded in the cities. (1803 – in St Petersburg, 1804 – in Moscow, 1851 – in Berlin, 1865 – in New York etc. In 1909, professional fire brigades existed already in 49 cities all over Germany.
In the international scheme, the development of fire service was quite similar, with certain national specifics. For example, at the beginning of the 20th century in Great Britain were in operation:
1.professional fire brigades, established by resolution of the local parliaments (London, Manchester, Liverpool, Edinburgh, Dublin);
2.professional fire brigades, set up and maintained by insurance companies (Canterbury, Gloucester, Shrewsbury, Worcester);
3.volunteer fire brigades, maintained by local authorities and on the basis of voluntary contributions;
4.private fire brigades, partly paid and
5.military fire brigades.
In the United States, at initial stage neither
the state nor the communities were interested in taking over the organisation of fire brigades. Thus, the insurance companies had to deal with this problem. The same situation was met in Australia. In South America, fire brigades were set up on the basis of clubs of different nationalities, who attended to organising the fire fighting service.
At the end of the 19th century, a series of experiments to determine the fire resistance period
of wooden constructions was conducted in Germany and in the United States.
The motorisation of the fire brigades went on at the beginning of the 20th century, followed by improvements in communication technology and water supply. For the first time, two-years training courses for fire engineers were executed in St Petersburg in 1906. Fire fighting associations and fire protection organisations on national and international level were founded.

22.0 - Введение
История развития человечества неразрывно связана с его успехами в овладении огнем, точнее, с успехами в управлении процессами горения. С тех пор как люди смогли по своему желанию вызывать процессы горения и управлять ими, все активнее включая эти процессы в производство, начался расцвет человеческой культуры, приведший к современной цивилизации.
Примерно 6 тыс. лет тому назад закончился так называемый каменный век в истории человечества, длившийся не менее 2 млн. лет. Ему на смену пришли медный, бронзовый и железный века, т.е. периоды человеческой истории, связанные с возникновением и развитием металлургии сначала меди (4-е тысячелетие до н.э.), затем бронзы (конец 4-го тысячелетия – начало 1-го тысячелетия до н.э.) и, наконец, железа (начало 1-го тысячелетия до н.э.). Применение железа дало мощный стимул развитию производства и тем самым существенно ускорило общественное развитие.
Нет никакого преувеличения в том, что управляемые процессы горения в огромной степени способствовали развитию техники, технологии, науки и даже искусства (вспомните, например, бронзовую скульптуру времен Древней Греции, Древнего Рима, металлические украшения различных древних племен и народов).
Овладев процессами горения и превратив их в один из мощных факторов развития всех существовавших на нашей планете цивилизаций, человечество столкнулось (как и во многих других случаях) с негативной стороной собственных достижений. Достаточно часто по различным причинам (чаще всего связанным с неправильным поведением людей в быту и на производстве, а также со злым умыслом) процессы горения возникали и развивались вопреки общественным потребностям, оказывались неуправляемыми и приносили людям огромные потери и несчастья.
Такие неуправляемые процессы горения назвали пожарами и человечество было вынуждено разрабатывать специальные меры, средства и способы предупреждения пожаров и эффективной их ликвидации.
В качестве иллюстраций сказанного, напомним следующие исторические факты. В 356 г. до н.э. грек Герострат, чтобы обессмертить свое имя, сжег храм Артемиды Эфесской (одно из 7 «чудес света»). В 70-м году до н.э. огромный пожар бушевал в Риме, выжигая целые кварталы и районы города. В 47 г. до н.э. пожар уничтожил часть знаменитой Александрийской библиотеки, основанной в III
в. до н.э. и насчитывавшей около 0,5 млн. томов рукописных книг. В 1666 г. во время так называемого Великого пожара была уничтожена значительная часть Лондона. В 1812 г. во время войны с французами пожар уничтожил две трети Москвы. Многие города на протяжении своей истории многократно выгорали практически целиком. В 1913 г. в Германии вышла в свет книга «Мир в пламени», где на протяжении 900 стр. описаны крупные пожары, возникавшие в сотнях городов мира за последние тысячелетия. Во время второй мировой войны авиация США практически полностью сожгла Дрезден.

В середине ХХ века на планете появились вычислительные центры, атомные электростанции, космические корабли. Спустя некоторое время и на этих объектах стали возникать пожары, нередко катастрофического характера.
Таким образом, борьба с пожарами давно стала осознанной общественной потребностью

В средние века (примерно 400-500 лет тому назад) стали появляться брандмауэры, противопожарные разрывы, чуть позже появились специальные противопожарные организации, структуры, службы (Дания, Россия, Япония). Таким образом, постепенно создавались различные пассивные и активные средства борьбы с пожарами.

ВХVIII в. впервые появилось средство тушения пожаров в виде порошка.
Вначале ХIХ в. в городах были созданы профессиональные противопожарные службы (1803 г. – Санкт-Петербург, 1804 г. – Москва, 1851 г. – ¹ерлин, 1865 г. – Нью-Йорк и т.д.). В 1877 г. J.M.JOHNSON предложил использовать пену для тушения пожаров горючих жидкостей и некоторых материалов. В конце ХIХ в. в Германии и США стали проводить эксперименты по огнестойкости деревянных конструкций. В начале ХХ в. появились первые пожарные автомобили, совершенствовались пожарная связь, водоснабжение. В 1906 г. в Санкт-Петербурге
были впервые открыты двухгодичные курсы пожарных техников.
Таков эскизный набросок истории развития Всемирной системы обеспечения пожарной безопасности (ВСОПБ), являющейся неотъемлемой частью истории мирового сообщества, который мы умышленно остановили на рубеже ХIХ и ХХ столетий нашей эры. В ХХ в. темпы формирования и дальнейшего развития Всемирной СОПБ резко возросли, а в ХХI в. предстоит организационно завершить этот процесс. Некоторым проблемам, связанным с обеспечением пожарной безопасности нашей планеты и формированием Всемирной СОПБ и посвящена эта работа.
22.0 - Einführung
Die Geschichte der menschlichen Zivilisation ist untrennbar mit den Erfolgen der Menschheit mit dem Feuer umzugehen, genauer gesagt mit der Beherrschung der Verbrennungsprozesse, verbunden. Seit dem Menschen es verstehen, Verbrennungsprozesse in Gang zu setzen, wurde die Nutzung des Feuers immer stärker in die Produktion einbezogen, die menschliche Kultur entwickelte sich und führte die Völker der Erde schließlich zur heutigen Zivilisation.
Vor etwa 6.000 Jahren endete das so genannte Steinzeitalter. Danach folgten in der insgesamt mehr als 2 Millionen Jahre dauernden menschlichen Entwicklung die Kupferzeit, die Bronzezeit, und die Eisenzeit, d.h. Perioden der menschlichen Entwicklung, die mit dem Entstehen und der Entwicklung der Metallurgie verbunden waren: Kupfer – 4000 v. Chr., Bronze – Ende des 4. Jahrtausends v. Chr. bis Anfang des 1. Jahrtausends v. Chr. Und schließlich Eisen – ab dem 1. Jahrtausend v. Chr. Die Entdeckung und Anwendung des Eisens gab der Entwicklung der Produktionsmittel einen besonderen, gar den entscheidenden Impuls und beschleunigte die menschliche Entwicklung insgesamt erheblich.
Es besteht kein Zweifel daran, dass kontrollierte Verbrennungsprozesse in großem Maße die Entwicklung von Technik, Technologie, Wissenschaft und sogar der Kunst (erwähnt sein nur die Bronzeskulpturen aus dem Alten Griechenland, des Alten Roms oder die metallischen Schmuckgegenstände verschiedener alter Völker und Kulturen) förderten.
Die Nutzung der Verbrennungsprozesse und ihr wachsender Stellenwert als eines der wichtigsten Faktoren aller auf unserem Planeten existierenden Kulturen führte aber auch dazu, dass die Menschheit, wie in vielen anderen Fällen auch, mit den negativen Seiten der eigenen Errungenschaften konfrontiert wurde. Oftmals und aus verschiedenen Ursachen, in der Mehrzahl auf Grund menschlichen Fehlverhaltens oder sogar mit Böswilligkeit, gerieten die Verbrennungsprozesse im Haushalt oder der Produktion außer Kontrolle

Versicherungsgesellschaften, Schornsteinfeger und Feuerwehren. Auf diese Weise entwickelten sich verschiedene passive und aktive Mittel im Kampf gegen Brände.

Die HERONsche Feuerspritze galt über Jahrhunderte als vergessen und wurde erst im XV. Jahrhundert als eine Art Stockspritze in verschiedenen Ausführungen wieder erwähnt. Der Bau von Feuerspritzen wurde aber erst Anfang des XVII. Jahrhunderts fortgesetzt. Verschiedene Konstruktionen verbesserten die Spritzen zwar, dennoch waren es keine wesentlichen Weiterentwicklungen. Zur kontinuierlichen Wassergabe fehlten der Windkessel und die Schläuche.
Der Windkessel wurde 1684 von PERRAULT in Paris gebaut. 1686 erwähnt MARIOTTE (Frankreich) ebenfalls den Windkessel. Wer den Windkessel nun namentlich erfand, ist nicht bekannt. 1673 erfand JAN VAN DER HEIDE die Schläuche. Sie wurden zunächst aus Leder hergestellt. Die ersten Schläuche wurden genäht, und später wurden sie in Jena genietet.
In Deutschland gibt es belegte Anwendungen von Schlauchspritzen aus 1686 –
Dresden, 1725 – Ulm und Freiburg, 1727 – Berlin, 1731 – Augsburg. Vergleichbare Spritzen wurden 1691 in Paris und 1697 in Kopenhagen eingeführt. Dennoch blieb weiterhin der Transport des Wassers zum Brandort ein ungelöstes Problem. In verschiedenen Städten wurden alle männlichen Bürger von 15 Jahren und darüber verpflichtet, im Brandfall Löschwasser zu tragen. In anderen Städten halfen bezahlte Mannschaften.
In Hamburg wurde Mitte des XVIII. Jahrhunderts eine uniformierte Mannschaft und eine regelmäßig besetzte Feuerwache eingerichtet. Unter den Verantwortlichen formierte sich die Erkenntnis, dass zur Leitung der Brandbekämpfung besondere Kenntnisse und Fertigkeiten erforderlich
sind. Diese Erkenntnis bewirkte das Entstehen von Freiwilligen Feuerwehren. Als Gründer der ersten deutschen Freiwilligen Feuerwehr gilt CARL METZ
(1818-1877). Zur erfolgreichen Brandbekämpfung sind folgende aus dieser Zeit stammende Voraussetzungen erforderlich:
1.die stramme und zweckmäßige Organisation der Feuerwehren,
2.Vervollkommnung der Ausrüstung und Technik,
3.Beschleunigung der Feuermeldung und Verkürzung des Alarms,
4.planmäßige und zweckentsprechende Ausgestaltung der Wasserversorgung.

Im XVIII. Jahrhundert tauchten erste Löschmittel in Form von Löschpulver auf. Zu Beginn des XIX. Jahrhunderts wurden in den Städten Berufsfeuerwehren gegründet (1803 – Sankt Petersburg, 1804 – Moskau, 1851 – Berlin, 1865 – New York u.v.a. 1909 existierten in Deutschland in 49 Städten Berufsfeuerwehren.
International entwickelte sich das Feuerlöschwesen ähnlich, wobei nationale Besonderheiten eine nicht unwesentliche Rolle spielten. So gab es beispielsweise zu Beginn des
XX.Jahrhunderts in Großbritannien:
1.Berufsfeuerwehren, die auf Beschluss der örtlichen Parlamente gegründet wurden (London, Manchester, Liverpool, Edinburgh, Dublin);
2.Berufsfeuerwehren, die durch Versicherungsgesellschaften eingerichtet und unterhalten wurden (Canterberry, Gloucester, Shrewesburry, Worcester);
3.Freiwillige Feuerwehren, die von Ortsbehörden und aus freiwilligen Beiträgen unterhalten wurden;
4.Privatfeuerwehren, die nur teilweise bezahlt wurden und
5.Militärfeuerwehren.
In den USA hatten in der ersten Zeit weder
Staat noch Gemeinden Interesse, die Organisation der Feuerwehren zu organisieren. So mussten sich

Versicherungsgesellschaften dieses Problems annehmen. Diese Situation war auch in Australien vorzufinden. In Südamerika entstanden Feuerwehren oftmals auf der Basis von Klubs der verschiedenen Nationalitäten, die sich der Organisation des Löschwesens annahmen.

Ende des XIX. Jahrhunderts führte man in Deutschland und den USA Experimente zur Bestimmung der Feuerwiderstandsdauer von Holzkonstruktionen durch. Zu Beginn des XX. Jahrhunderts erfolgte die Motorisierung der Feuerwehren. Verbesserungen der Kommunikationstechnik und der Wasserversorgung folgten. 1906 wurden in Sankt Petersburg erstmals 2jährige Ausbildungskurse zu Feuerwehrtechnikern organisiert. Auf nationaler und internationaler Ebene wurden Verbände der Feuerwehren und Brandschutzorganisationen gegründet. So stellen sich einige der wesentlichen Etappen der Geschichte in der Entwicklung eines weltweiten Brandschutzsystems dar.
Besonders im XX. Jahrhundert nahm das Entwicklungstempo des WSGB erheblich zu. Im bevorstehenden XXI. Jahrhundert besteht die Aufgabe nun darin, die Organisation des weltweiten Brandschutzsystems zu vervollkommnen und abzuschließen. Einigen Problemen, die mit der Gewährleistung der Brandsicherheit eng verbunden sind, ist der vorliegende Beitrag gewidmet.
22.1 - The situation with fires worldwide at the end of the 20th century
In 1900, approximately 1600 million people lived on earth. In October 1999, the United Nations declared that the global population amounts to 6000 million people, which means that the population of our earth quadruplicated within only 100 years. About 200 independent states exist on earth today.
For sure, no expert is able to estimate or even exactly determine the total number of fires on earth during the last 100 years. The world fire statistics was set up during the last 2-3 decades only. Likewise the evaluation of the total of damages caused by fire and the number of victims is quite difficult (additional information regarding these questions is given below).
However, it is possible to give an overall evaluation of the current fire situation on earth at the end of 20th and beginning of 21st century, as certain organisations formed at he end of the last century, dealing with these problems: The World Fire Statistics Centre (UN) – lightens the "costs of fires" and the Centre for Fire Service Statistics of CTIF – the fire and fire service statistics of the states.
During the last decades of the 20th century, around 7 million fires were registered worldwide per year. In this framework each year more than 70000 people died by fire. The error ratio of this rating is - to our mind – less than 10%. Nevertheless it shall be considered that a significant part of fires is not registered. That's why the total amount of fires erupting each year on earth has to be sized up to 10 million; that means each three seconds a fire breaks out somewhere. Each hour, 8 people die by fire and dozens of people get injured (burns, smoke inhalation and others). This is one fire fatality each 7, 5 minutes.
The statistics allows making a sufficiently correct estimation of fire risks on earth at the end of the 20th century:
on an average, one fire is registered per 1.000 terrestrials;
on the average, one fire fatality comes on 100 fires, and,
consequently, one of 100.000 terrestrials dies by fire.
According to the World Fire Statistics
Centre the total losses by fires in most of the developed countries (20 countries) amount to approximately 1 % of the gross national product (GNP). Thereof 0,3 % of the GNP are losses caused directly by fires and 0,7 % are expenses related to fire fighting.
Transferring these figures to the whole world and assuming that the „fire costs“ amount to 1 % of the GNP of the global economy, this would mean that the whole world has to work 3-4 days each year only for compensating these „fire costs“!

demonstrating facts and materials, the following similes are suitable: In the years of the Vietnam War, 46.500 soldiers of the United States' army troops lost their life, but 144.000 American citizens - three times more - died by fire in the same period. These figures were listed in the report "America Burning" (published 1973). This report was elaborated by a special commission and presented to President NIXON (1913-1994). The thereupon initiated national fire protection programmes significantly improved the fire situation in the United States.

According to official data, the Soviet Army lost about 14.500 soldiers and officers during the 10 years of the Afghanistan War, but on average 14.700 people died each year by fire in Russia, taking the period 1993-1999.
Describing this situation, the journalist V. TRAVINSKIJ wrote already in 1975: "...if during fires 10 thousands victims are counted and the material losses reach the milliards, it is obviously justified to compare them with the ‘small wars' of the 20th century. The 'small wars' begin and end, but the losses by fires recur each year –this is the truth about the never ending 'wars against fire'!“.
In the 20th century, a number of large fires were registered each year, by the media titled "fire disaster". Dozens or – even worse – hundreds of people lost their life in each of such fires. Here we recapitulate some of them. In December 1994, 323 people (among them 288 school children) die during a fire in a concert hall in China. In December 1995, about 600 people die by fire in a temple in India. In April 1997, a fire in a sanctuary in Mecca (Saudi-Arabia) kills 350 pilgrims. In
October 1998, 60 teenagers die by fire in a discotheque in Sweden and further 120 teenagers get injured. In February 1999, 57 people are killed and more than 200 are injured by a fire in Samara (Russia). At last, a pyrotechnical plant explodes in the Netherlands in May 2000 - destroying 400 buildings, killing 20 people and injuring further 900 people. Unfortunately, such examples can be found everywhere. As a characteristic, most of these fires are caused by human failure. Tragically, a combination of fortuities often fire disasters of alarming proportions. Who reckons that a pipeline bursts just at the moment, when two fully occupied passenger trains are passing the place of explosion? Such examples should stop frivolous statements of local decision makers making comments like: „...
this is impossible here...“.
A legitimate question: Where and why fires do break out, and of which proportions?
22.1 - Обстановка с пожарами в мире в конце ХХ в.
В1900 г. население Земли составляло 1,6 млрд. чел. В октябре 1999 г. ООН объявила о том, что население планеты составляет 6 млрд. чел., т.е. за столетие численность человечества выросла почти в 4 раза. На Земле сейчас имеется около 200 независимых государств.
Вряд ли кто-нибудь из специалистов сейчас сможет оценить общее число пожаров на планете и размеры последствий от них 100 лет тому назад, так как мировая пожарная статистика начала формироваться только в последние 2-3 десятилетия (к этому вопросу мы вернемся поже). Однако дать такую оценку на рубеже ХХ и ХХI веков вполне возможно, так как появились международные организации (Всемирный Центр пожарной статистики и Центр пожарной статистики КТИФ), профессионально занимающиеся этими вопросами.
Впоследнее десятилетие ХХ в. на Земле ежегодно регистрировалось примерно 7 млн. пожаров, при которых погибало около 70 тыс. чел. Погрешность этих оценок, по нашему мнению, не превышает 10-15%. Но при этом следует учитывать, что по различным причинам значительная часть пожаров не регистрируется . Поэтому общее число пожаров, ежегодно возникающих на нашей планете можно оценить примерно в 10 млн., т.е. каждые 3 секунды на Земле где-нибудь возникает пожар. Каждый час при пожарах погибают 8 чел. и несколько десятков человек получают травмы (т.е. каждые 7,5 мин. в мире при пожаре погибает человек!).
Эта статистика позволяет дать достаточно точные оценки основных пожарных рисков на нашей планете в конце ХХ в.: на каждую 1000 землян в год приходится в среднем 1 зарегистрированный пожар; на каждые 100 пожаров приходится в среднем один погибший и, следовательно, ежегодно из
