У середині 70-х рр. ХХ ст. парламент ухвалив перший в історії Великобританії закон про введення вхідної плати в провідних музеях країни. Цей закон викликав бурю протестів.
Прибічники запровадження вхідної плати висували такі аргументи:

Держава більше не в змозі щорічно сама сплачувати 44 млн дол. на утримання музеїв.

Відвідувачі-іноземці одержували послугу, не сплачуючи за неї.

Запровадження вхідної плати змусить відвідувачів глибше відчути значущість музеїв.

У директорів музеїв з’явиться стимул бути ініціативнішими і готувати цікавіші експозиції.

Отримані кошти можна було б використовувати для розширення музеїв і комплектування багатших фондів.

Музеї Європи і Сполучених Штатів уже давно стягують плату за вхід.
Суперечники введення плати за вхід виставляли контраргументи:

Вхідна плата перешкодить відвідувати музеї дітям, студентам, особам похилого віку.

Витрати, пов’язані зі стягуванням вхідної плати, — наймання додаткових службовців, організація пропускної системи, збільшення адміністративної паперової роботи — поглинуть значну частину одержуваних коштів.

Музеї не слід штовхати на шлях розважання публіки, навпаки, вони мають концентрувати зусилля на підготовці серйозних експозицій.
Незважаючи на всі суперечності, закон було ухвалено, і керівники британських музеїв почали міркувати, в якій формі краще стягувати вхідну плату. Було розглянуто три основні варіанти.

Плата за вхід стягується щодня за винятком одного дня на тиждень. День безкоштовного відвідування дасть змогу бувати в музеях бідним людям і молоді. Ціна вхідної плати має варіюватися залежно від категорії відвідувачів. З дітей, студентів, людей старших за 65 років, інвалідів і ветеранів плату за вхід можна стягувати менших розмірів (чи взагалі не стягувати).

Замість установлення певної вхідної плати музеї заохочують відвідувачів жертвувати у свій фонд. Музей «Метрополітен» у Нью-Йорку закликає відвідувачів жертвувати по 4 дол. чи хто скільки зможе. Добровільний характер пожертвувань дозволяє бідним і молоді відвідувати музей безкоштовно.

Музеї можуть стягувати невелику вхідну плату й одночасно формувати клуби своїх друзів, надаючи членам таких клубів певні привілеї: надсилання їм щомісячного журналу, річних звітів, запрошень на виставки; знижки під час купівлі товарів у сувенірному кіоску музею; безкоштовний вхід у музей. Привілеї можуть бути різними залежно від статусу члена клуба, зумовленого розміром його внеску: від 15 дол. для рядових членів, 100 дол. для повноправних і 500 дол. для довічних членів!
