1.2. State management of occupational safety
1.2.1. Bodies of state management of occupational safety
State management of occupational safety in Ukraine is accomplished by:

Ministry Cabinet of Ukraine;
-
Committee on Inspection of occupational safety of Ministry of Labor and Social Policy of Ukraine;
-
Ministries and other central state executive bodies;
-
local state administration, local council of public deputies;
-
associations, concerns, corporations and other enterprise joints.
Ministry Cabinet of Ukraine is purposed to:
-
realize state policy of occupational safety;
-
regulates functions of ministries and other central state executive bodies to arrange safe and healthy working environment;
-
states order of creating and using state branch and regional funds of occupational safety.
Committee on Inspection of occupational safety of Ministry of Labor and Social Policy of Ukraine conducts:

complex management of occupational safety;
-
state supervision of occupational safety, hygiene and working environment to be compliant with legislative and standard acts;
-
regulation of accident prevention which is not occupational;
-
international connections on supervision of occupational safety.
Ministries and other central state executive bodies are to:
-
arrange uniform scientific and technical policy of occupational safety;
-
develop and realize measure improving occupational safety, hygiene and working environment;
-
finance reviewing of standard acts on occupational safety;
-
conduct internal supervision of occupational safety.
Local state administration, local council of public deputies has to:
-
support realization of state policy of occupational safety;
-
form programs for occupational safety, hygiene and working environment engaging trade union;
-
organize regional wrecking formations;
-
create funds of occupational safety.
1.2.2. Occupational safety management system
Occupational safety management system (OSMS) involves management within enterprise to provide safe and healthy working environment and improve work production.
The manager of OSMS at enterprise is owner, director or chief engineer, and manager at work site, division or department. Occupational safety division conducts organizational and methodical regulation of occupational safety, managerial approach and supervision. This division is run directly by chief engineer. Chief engineer analyses occupational safety data gathered over every structure of enterprise and manages actual occupational safety parameters to be in compliance with standards.
Occupational safety grounds on legislative, directory and standard documents. Basic functions of OS management are:

work planning and financing;
-
work regulation and organization;
-
inspection of occupational conditions and safety;
-
analysis and assessment of occupational conditions and safety;
-
supervision of OSMS functioning;
-
encouraging works improving occupational safety.
Occupational safety management tasks are:
-
training employees on occupational safety;
-
providing safety of technologies, equipment, buildings and structures;
-
normalization of sanitary and hygiene occupational conditions;
-
providing employees with personal protective equipment;
-
providing optimal work and rest time;
-
organizing treatment and prophylaxis;
-
improvement of occupational safety standards.
Occupational safety planning is conducted as perspective, current and operative.
Perspective planning is conducted in accordance to complex plan of enterprise.
Current planning is conducted within calendar year in accordance to collective agreement.
Operative planning is conducted on the base of summary analysis of occupational conditions in divisions and whole enterprise.
Creating safe and healthy working environment involves public inspection conducted by commission of occupational safety and public inspectors.
Administrative and public three-steps control is conducted in three levels. In the first level site-manager together with public inspector inspect occupational safety at work site everyday. In the second level workshop manager together with public inspector and experts such as mechanic, electrician, technologist inspects occupational safety bimonthly. In the third level commission of enterprise headed by chief engineer inspects occupational safety at enterprise every month. Commission includes manager of occupational safety division, chair of occupational safety commission of trade union, fire prevention representative and managers of enterprise (production manager, master mechanic). Commission outcome is recorded in journal of three-steps control and reviewed at the meeting. Depending on decisions made during meeting the order is issued.
