Step 1. Study the following text about peculiarities of the USA banking system.
Наиболее распространенным типом банков в США является бесфилиальный банк. В Великобритании, наоборот, в силу особенностей экономической и исторической эволюции основу банковской системы составляют несколько крупнейших банков-монополий — «большая четверка» — с разветвленной сетью (до 14 тысяч) отделений по всей стране. Число же банков в США превосходит число банков не только в Великобритании, но и в любой другой стране именно из-за того, что там бесфилиальные банки—абсолютно преобладающий тип банков.
Однако структура банковской системы США претерпевает в последнее время сильные изменения. Бесфилиальные банки сохраняют свое значение, но появляющиеся отделения банков, холдинговые компании и прочие организационные структуры начинают играть в наши дни возрастающую роль.
В 1927 году Конгресс США принял Закон Манфреда, в соответствии с которым национальным банкам разрешалось открывать отделения только в пределах города, где находилась главная контора банка, причем при условии, что законодательство штата не запрещает это делать. Постепенно эти запреты отменяются. Так, в наиболее густонаселенных штатах — Калифорния и Нью-Йорк — закон разрешает создание развитой сети отделений банков.
В последние годы появилась новая быстрорастущая сфера финансовой деятельности. На улицах, в супермаркетах и торговых центрах городов США появились банковские автоматы и электронные компьютерные терминалы. Они стали широко распространяться по многим штатам. Более того, некоторые банки совместно владеют сетями банковских автоматов, которые позволяют получать деньги и переводить их с одного счета на другой на территории целых районов, а в некоторых случаях в любой точке страны. Однако среди представителей правительства, занимающихся регулированием банковских операций *, до сих пор отсутствует единая точка зрения, считать ли их отделениями банков, а некоторые штаты до сих пор ставят отделения банков вне закона.
Противодействие введению законодательства, разрешающего открытие сети отделений банков, в значительной степени отражает нежелание представителей банковских кругов утрачивать контроль над своими банками на местах. Кроме того, существует практика, в соответствии с которой банки находятся под контролем и в собственности лиц, проживающих в данной местности. Представители местного населения часто опасаются, что отделение банка будет «высасывать» их сбережения и инвестировать их в другие районы, а клиентам придется приспосабливаться к незнакомой для них практике ведения банковских операций.
Кроме того, представители правительства, занимающиеся регулированием банковских операций**, с неприязнью относятся к открытию отделений банков. Крупный банк с множеством отделений — потенциальный источник гораздо большего количества проблем, связанных как с проведением ревизий, так и с осуществлением контроля его деятельности.
