CORFU, Greece – With much pomp and ceremony, the leaders of Sweden, Finland, Austria and Norway signed up Friday to join the European Union, as a bitter fight for the presidency of the European Commission threatened to bring deadlock to the EU summit.

invited for the first time to join the leaders of the 12 current members at the EU’s twice-yearly summit, the newcomers’ prime ministers inevitably hailed their impending membership as historic and unprecedented.

But their speeches were aimed more at their skeptical home fronts rather than their fellow leaders.

The Swedish Prime Minister emphasized the influence Sweden would wield in Europe after it joins, rather than the influence the Union may be able to wield over his country*.

"The Nordic countries have stayed outside this cooperation for far too long, but are now being given an opportunity to participate and influence events," he said after signing the membership treaty.

The Norway’s premier said membership would boost the economy while safeguarding Norwegians’ closely guarded sense of national identity.

She also appealed for her compatriots to vote in favor of joining. All four of those countries will bring to the Union their traditions of active government, especially in the areas of health, environmental, labor and social welfare standards.

Founding members Germany and France, meanwhile, pressed their partners to resolve a bitter fight for the presidency of the European Commission.

(The EU’s Nordic applicants)

The Swedes, Norwegians and Finns, may not be keen* on joining a club that gets into such a tangle over the rules under which they should be admitted. In all three countries, the governments want to be in the European Union, but have not convinced their voters. The past week’s quarrel in the EU about blocking minorities and all that may well have added* to ordinary people’s confusion. Sweden’s foreign minister, Margareth af Ugglas, putting the best fase she can on it, reckons things can be sorted out without delaying en­largement.

If the process goes as planned, the three Nordic applicants will hold referendums on EU membership: Sweden on November 13th, Norway and Finland probably a week or two later. The outcomes, however, are doubtful.

In Finland the latest opinion polls show 42% in favour of joining, 27% against. So almost one-third of the voters have not made up their minds, and could presumably be discouraged by bad vibrations from the rest of Europe.

Swedish polls have shown 52 – 54% against joining, 46 – 48% in favour – but again with about one-third of responders undecided. (Swedes are realists: in the same poll, 45% said they thought Sweden would join the Union, 37% that it would not, with 18% of don’t knows).

The Norwegian polls show 49% against joining, 41% in favour, 10% undecided. That was after completion of the tough negotiations for their entry. At the start of the year the opposition was even stronger, with 52% against joining, 34% in favour and 14% don’t knows.

One Nordic assumption is that, if the Swedes hold their referendum first, and say "Yes", Finish and Norwegian voters might vote* likewise. Swedish politicians, business people and trade unionists are almost unanimously in favour of joining, and must assume* the voters will come to agree with them... But the Danish and French referendums on the EU treaty showed that the voters by no means necessarily take their politicians’ advice.
