4. Critical Accounting Estimates,
and Judgements in Applying Accounting Policies
The Bank makes estimates and assumptions that affect the amounts recognised in the financial statements and the carrying amounts of assets and liabilities within the next financial year. Estimates and judgements are continually evaluated and are based on management’s experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. Management also makes certain judgements, apart from those involving estimations, in the process of applying the accounting policies. Judgements that have the most significant effect on the amounts recognised in the financial statements and estimates that can cause a significant adjustment to the carrying amount of assets and liabilities within the next financial year include:
•Impairment losses on loans and advances.
The Bank regularly reviews its loan portfolios to assess impairment. In determining whether an impairment loss should be recorded in the statement of comprehensive income, the Bank makes judgements as to whether there is any observable data indicating that there is a measurable decrease in the estimated future cash flows from a portfolio of loans before the decrease can be identified with an individual loan in that portfolio. This evidence may include observable data indicating that there has been an adverse change in the payment status of borrowers in a group, or national or local economic conditions that correlate with defaults on assets in the group. Management uses estimates based on historical loss experience for assets with credit risk characteristics and objective evidence of impairment similar to those in the portfolio when scheduling its future cash flows. The methodology and assumptions used for estimating both the amount and timing of future cash flows are reviewed regularly to reduce any differences between loss estimates and actual loss experience. A 5% increase or decrease between actual loss experience and the loss estimates used will result in an increase or decrease of loan loss impairment of UAH 2,145 thousand (2009: UAH 7,101 thousand), respectively. Impairment provisions for individually significant loans are based on the estimate of discounted future cash flows of the individual loans taking into account repayments and realisation of any assets held as collateral against the loan. A 5% increase or decrease in the actual future discounted cash flows from individually significant loans which could arise from a combination of differences in amounts and timing of the cash flows will result in a lower or additional

кредитам с учетом их погашения и реализации каких-либо активов, предоставленных в залог в качестве обеспечения кредитов. Увеличение или уменьшение фактических дисконтированных будущих денежных потоков по отдельным значительным кредитам на 5% вследствие возможных расхождений в суммах и сроках денежных потоков привело бы к уменьшению или увеличению резерва на покрытие убытков от обесценения кредитов на 16 122 тысячи гривен (в 2009 году – на 6 860 тысяч гривен), соответственно.
•Первоначальное признание операций со связанными сторонами.
В ходе обычной деятельности Банк проводит операции со связанными сторонами. В соответствии с требованиями МСБУ 39, финансовые инструменты при первоначальном признании должны отражаться по справедливой стоимости. При определении того, проводились ли операции по рыночным или нерыночным процентным ставкам, используются профессиональные суждения, если для таких операций нет активного рынка. Основой для таких суждений являются цены для подобных операций между несвязанными сторонами и анализ эффективной процентной ставки. Условия операций со связанными сторонами и соответствующие суммы показаны в Примечании 30.
•Налоговое законодательство.
Налоговое, валютное и таможенное законодательство Украины допускает различные толкования. См. Примечание 26.
•Оценка зданий, которые занимает и использует сам Банк.
Здания Банка учтены по справедливой стоимости на основе отчетов, подготовленных фирмой независимых оценщиков, по состоянию на 1 декабря 2009 года. Основой оценки является метод сравнения продаж и доходный метод. Руководство проанализировало необходимость дополнительной переоценки зданий Банка по состоянию на 31 декабря 2010 года и пришло к выводу об отсутствии такой необходимости, поскольку общая справедливая стоимость зданий существенно не отличается от их балансовой стоимости. Этот вывод сделан на основании данных соответствующих отраслевых отчетов и с учетом заключений экспертов. Если бы цена за квадратный метр отличалась на +/- 5%, справедливая стоимость зданий была бы на 2 680 тысяч гривен больше или на 2 680 тысяч гривен меньше.
•Оценка залогового имущества, которое перешло в собственность Банка.
В 2010 году в собственность Банка перешло залоговое имущество, представленное объектами коммерческой и жилой недвижимости, в счет погашения безнадежных кредитов, выданных в прошлых годах. Указанное недвижимое имущество было признано в отчете о финансовом состоянии на дату его перехода в собственность Банка по справедливой стоимости на основании отчетов, подготовленных фирмой независимых оценщиков. При определении справедливой стоимости залогового имущества оценщики использовали метод сравнения продаж. Если бы оценочная цена за квадратный метр объектов недвижимости отличалась на +/- 10%, справедливая стоимость залогового имущества была бы на 7 094 тысячи гривен больше или на 7 094 тысячи гривен меньше.

•Initial recognition of related party transactions.
In the normal course of business the Bank enters into transactions with its related parties. IAS 39 requires initial recognition of financial instruments based on their fair values. Judgement is applied in determining if transactions are priced at market or non-market interest rates, where there is no active market for such transactions. The basis for judgement is pricing for similar types of transactions with unrelated parties and effective interest rate analysis. Terms and conditions of related party balances are disclosed in Note 30.
•Tax legislation.
Ukrainian tax, currency and customs legislation is subject to varying interpretations. Refer to Note 26.
•Valuation of own use premises.
Premises of the Bank are stated at fair value based on reports prepared by an independent valuation company as of 1 December 2009. The bases for their work are sales comparison and income approach. Management considered a need to further revaluation of the premises of the Bank as of 31 December 2010 and concluded that such revaluation was unnecessary since the overall fair value of premises did not differ significantly from their carrying amount as at that date. The basis for such conclusion was respective industry reports and specialists views. To the extent that the price per square meter differs by +/-5 percent, the fair value of premises would be UAH 2,680 thousand higher or UAH 2,680 thousand lower.
•Valuation of repossessed collateral.
During 2010 the Bank repossessed commercial and residential property as collateral in satisfaction of bad loans issued in prior years. These properties have been recognised on the statement of financial position at the date of repossession at fair value based on reports prepared by an independent valuation company. The appraisers used comparative sales approach in determining the fair value of collateral. To the extent that the estimated price per square meter of property changed by +/-10 percent, the fair value of collateral would be USD 7,094 thousand higher or lower.
