Homestead Act of 1862
1862, passed by the U.S. Congress. It provided for the transfer of 160 acres (65 hectares) of unoccupied public land to each homesteader on payment of a nominal fee after five years of residence; land could also be acquired after six months of residence at $1.25 an acre. The government had previously sold land to settlers in the West for revenue purposes. As the West became politically stronger, however, pressure was increased upon Congress to guarantee free land to settlers. Several bills providing for free distribution of land were defeated in Congress; in 1860 a bill was passed in Congress but was vetoed by President Buchanan. With the ascendancy of the Republican party (which had committed itself to homestead legislation) and with the secession of the South (which had opposed free distribution of land), the Homestead Act, sponsored by Galusha A. Grow, became law. In 1976 it expired in all the states but Alaska, where it ended in 1986.

В этой роли инфинитив находится после прилагательного и сказуемого, выраженного глаголом, и отвечает на вопрос что? чему? На русский язык обычно переводится неопределенной формой глагола.
1. В роли прямого дополнения инфинитив употребляется очень часто, но не после любого глагола. Список этих глаголов большой, но все же ограничен. Вот лишь некоторые, наиболее употребительные:

2. В роли прямого дополнения инфинитив употребляется после многих прилагательных в сочетании: глагол-связка to be (am/is/are…) + прилагательное + to инфинитив:

В роли дополнения инфинитив может употребляться вместе с вопросительными словами: what, whom, which, when, why, where, how и др.:
Farmers didn’t know how to utilize their production when they got surpluses of agricultural products. |
Фермеры не знали, как реализовать свой товар, когда у них возникли излишки сельскохозяй-ственной продукции. |
Exercise 27. Translate from English into Russian, using the information above.
1. Unfortunately, it is very difficult to analyze in abstract terms as it depends on the degree of product substitution, the strategic interaction of firms, the institutional environment, and etc. 2. These four market models differ in several respects: the number of firms in the industry, whether those firms produce a standardized product or try to differentiate their products from those of other firms. 3. As long as the price is the same, consumers will be indifferent about which seller to buy the product from. 4. So the firm can attempt to stay ahead of competitors and sustain its profit through further product differentiation and better advertising. 5. When Ford put the Eddie Bauer brand with Ford Explorer, consumers immediately knew what kind of car to expect. 6. In practice, true monopolies are hard to find because of legal barriers. 7. Cost savings may be realized from economies of scale, which tends to drive prices down. 8. Other firms may be able to produce the goods or services but choose not to enter the market or are barred from it.
Exercise 28. Translate from Russian into English, paying attention to the functions of the infinitive.
1. Легко описать функционирование некоторых реально существующих рынков с помощью модели совершенной конкуренции. 2. Инфинитивный оборот с предлогом for |
Этот оборот состоит из предлога for, существительного или личного местоимения в объектном падеже и инфинитива.
for + существительное / местоимение + инфинитив |
В этой конструкции глагол в форме инфинитива обозначает действие, которое выполняется существительным (местоимением), стоящим после for. На русский язык такие обороты переводятся инфинитивом:
It is necessary for the firm to maximize profit. |
Фирме необходимо максимизировать прибыль. |
или придаточным предложением с союзом чтобы, инфинитив при этом переводится сказуемым:
It needs to meet equality of total revenue and total cost for a firm to meet the conditions to run without loss. |
Нужно соблюсти равенство общего дохода и общих издержек, чтобы фирма удовлетворяла условиям безубыточности. |
Exercise 29. Translate from English into Russian, using the information above.
1. A «natural monopoly» is defined in economics as an industry where the fixed cost of the capital goods is so high that it is not profitable for a second firm to enter and compete. 2. There is a «natural» reason for this industry to be a monopoly. 3. At best we can say that each possible combination of price, product, and advertising poses a different demand and cost (production cost and advertising cost) situation for the firm to get maximum profit. 4. There does not have to be a formal agreement for collusion to take place (although for the act to be illegal there must be a real communication between companies) - for example, in some industries, there may be an acknowledged market leader which informally sets prices to which other producers respond, known as price leadership.
