- •Is Educational Expansion Productive
Interpret the idea:
Just over 60 years ago, Germany's universities were world beaters.
Innovation and entrepreneurship have suffered.
In Britain, controversy over a new law giving the country's cash-strapped public universities a much-needed tuition hike almost cost Prime Minister Tony Blair his job.
Non-elite institutions are struggling.
The entire university system has been geared to advance that holy grail.
…, turning these once proud institutions into virtual extensions of the government bureaucracy.
…, reeking of nasty competition and unholy pressure to perform.
Elite? Nein, danke!
Worse, die money barely makes up for recent funding cuts.
Testing the limits of Germany's bureaucratic wiggle room, Herrmann has toughened admissions standards.
Sadly, the education debate is a perfect microcosm of Germany's broader social and political ills.
Translate into English:

What problems do German universities face? Are they solvable?
What evidence does the correspondent give to prove that modern universities are plagued with bureaucracy and a false sense of egalitarianism? Do you side with the correspondent?
Is it a good decision to make a degree of one university be worth just as much as another? Should all universities be made equal?
Should professors and staff be given the same pay at every university irrespective of their seniority or merit?
Should students rate their professors?
Can regulation from the top down improve the situation in cash-strapped universities?
Is it necessary to compete hard from the students from abroad?
How do you see the way out of the described problem?
