Видимо, настало время развенчания очередного мифа государственной важности. Увы, при огромном интеллектуальном потенциале наша страна вряд ли может, как раньше, называться кузницей научных кадров. То есть кадры-то мы по-прежнему куем – иной раз ого-го какие! – но все реже и реже. Одни, выкованные, практически сразу после студенческой скамьи уходят работать не по специальности, другие, желая продолжать начатые еще в вузе исследования, уезжают из страны. Почему? Что нужно сделать, чтобы принципиально изменить жизнь молодых российских ученых? Этим вопросам будет посвящено специальное заседание правительства «О государственной поддержке молодых ученых России».

ДОДУМАЛИСЬ
Государственный
план подготовки инженерных кадров
предусматривает:

заказ на специалистов от Министерства
обороны вузам Министерства образования;

введение дополнительной вузовской
программы, обеспечивающей выпускникам
специальные знания, необходимые
выпускникам для работы на специальных
предприятиях оборонного комплекса;
-
целевую подготовку молодых специалистов
по контрактам за счет предприятий.
Те же респонденты назвали причины, по которым их совсем не привлекает карьера ученого. Конечно, это низкая зарплата, отсутствие жилья, ограниченный выезд за границу, слабая материально-техническая база для исследовательской деятельности и, разумеется, падение научного работника.
Печальный факт. А для России-матушки и подавно. Развиваясь такими темпами, вряд ли мы сможем соответствовать современному уровню мировой цивилизации. О каких высоких технологиях и конкурентоспособности может идти речь, когда российская наука уже много лет держит зубы на полке? По данным Минобра, наша наука еле-еле получает половину причитающихся ей и без того скудных бюджетных денег. Результат хронического недофинансирования – старение научно-экспериментального оборудования, увеличение числа ученых-пенсионеров. Сейчас кандидату наук в среднем 48 лет, доктору – 52 года.
На недавнем пресс-клубе министр образования Владимир Филиппов заявил: «Проблема подготовки корпуса молодых исследователей для науки и экономики становится наиболее важной задачей государственной политики на ближайшие 8 лет. Если она не будет решена, Россия не сможет войти в группу лидеров глобального развития и обеспечить высокий уровень национального благополучия».
Есть и еще одна грань у этой важной проблемы. Это острая нехватка молодых специалистов на оборонных предприятиях. Попросту говоря, уже сегодня мы не соответствуем своему былому грозному имиджу ракетно-ядерной державы. Его некому поддерживать. В стране существует около трех десятков крупнейших вузов, вроде бы готовящих достойную смену старым проверенным кадрам. Но, увы, даже Бауманка – колыбель отечественной инженерии – не обеспечивает своего выпускника специальными знаниями, необходимыми ему для работы в «оборонке». Сейчас Минобру и Минтруда пришлось разработать специальный государственный план о подготовке инженеров для «оборонки». Через два года он должен вступить в силу.
