Функції Міністерства оборони України

У відповідності з законом України “Про оборону України” та “Про Збройні Сили України” загальне керівництво Збройними Силами України здійснює Президент як Головнокомандувач Збройних Сил України. The JCS is the corporate body of senior military advisors to the President, the NSC and the SECDEF. The Joint U.S. Chiefs of Staff operated with increasing influence throughout World War II. Following the war, the JCS was formally established by the National Security Act of 1947.

Today the JCS consists of the Chairman of the Joint Chiefs of Staff, a Vice Chairman, the Chief of Staff of the Army, the Chief of Staff of the Air Force, the Chief of Naval Operations, and the Commandant of the Marine Corps.

The Joint Chiefs of Staff includes the Joint Staff, and agencies. The service chiefs are the highest ranking active members of their individual services. They serve in an advisory capacity and do not normally exercise

operational control over their services. Any member of the JCS may submit advice or an opinion in disagreement with the Chief of the JCS to the NCA. The formal process by which the JCS provides military advice to the President is through the Joint Strategic Planning System (JSPS).

The Armed Forces are designated for military protection of the country. Their main task is to repulse instantly any military aggression. The Armed Forces consist of the Land Forces, Air and Air Defence Forces, and Navy.

The main functions of the defence command and control system are performed by the Sejm – the Parliament of Poland, the President of the Republic of Poland, and the Cabinet.

The Sejm of the Republic of Poland decides on the laws concerning the defence and their execution. Every year it passes the budget for the security and defence of the country. In case of war threat or the necessity of common defence against any aggression, the Sejm can declare the state of war.

The President of the Republic of Poland executes general leadership in the field of external and internal security of the country. He coordinates the development of defence strategy. As the superior of the Armed Forces, he decides on their development, and preparation for the defence of the country. He controls the preparations of defence undertaken by the ministers under the leadership of the Premier, by voivodes and other chains of the public administration.

U.S. Strategic Forces

General

With the end of the Cold War between the former Soviet Union (FSU) and the United States, the threat of an all-out nuclear attack has diminished. It is unlikely that Russia would undertake a massive first strike against the United States, and both countries have significantly reduced their nuclear forces. Still, the threat of nuclear war and the spread of nuclear weapons remains, evidenced by the nuclear tests of India and Pakistan in 1998. Five other nations admit to having nuclear weapons (their estimated quantity is indicated in parentheses): China (434), France (482), Russia (13,200), the United Kingdom (200) and the United States (15,500). Israel is known to have the capability to deploy nuclear weapons, and still other countries, including Iran, Iraq, Libya, and North Korea, are known to have nuclear weapons programs40.

Nuclear forces continue to play a critical role in the defense of the United States, its allies and friends. They provide credible capabilities to deter a wide range of threats, including weapons of mass destruction (WMD) and large-scale conventional military force. Nuclear capabilities possess unique properties that give the United States options to hold at risk classes of targets important to achieve strategic and political objectives.
