PARIS – "Europe: the reasons for failure" ran the headline above an article this week in the Le Figaro by a former president of France, Valery Giscard d’Estaing. Next week his successor will tell the European Parliament in Strasbourg how to "succeed". As France begins its six-month tenure of the European Union’s presidency, he will call – unamazingly – for growth and jobs; for more progress towards Europe’s collective security; for more protection for its culture; and for a start to the spadework for next year’s intergovernmental conference about where the Union stands. For his talk of "failure" would be deeply unpresidential.

Yet Mr. Giscard d’Estairlg’s use of the F-word was to the point. As the Union swells – with the accession on January 1st of Sweden, Finland and Austria, it now has 15 members and 370m citizens – so it becomes looser, more like the giant free-trade zone favoured by the British, less like the supranational federation advocated by the Germans.

Mr. Giscard d’Estaing, Euro-federalist to his manicured finger-tips, has a recipe. Let there be a big Europe embracing those whose real interest is a single, free market for goods, people, capital and services; and let there be within it a "small Europe", for those who want true supernationalism, with a single currency and the political union that will flow from that economic and monetary union. "The role of the Franco-Germanic alliance", he writes, "will be to offer a point of permanent contact between these two groups".
