The Treaty of Brussels

Even before the North Atlantic Treaty was signed in April 1949, five European countries – Belgium, France, Luxembourg, the Netherlands and the United Kingdom – had come together on March 17, 1948 to sign the Treaty of Brussels, which promised a system of common defence against outside aggression. The Brussels Treaty of Economic, Social and Cultural Collaboration and Collective Self Defence represented the first formal step in the direction of the North Atlantic Treaty by establishing what became known as the Western Union.

It emerged as the first multilateral regional arrangement for the security of Western Europe to be established under the United Nations Charter, in preference to the network of bilateral treaty arrangements which had originally been proposed by Ernest Bevin, Foreign Secretary of the United Kingdom, in January 1948. The immediate effect of the Brussels Treaty was to provide the United States administration with the evidence it needed to convince the American Congress of Europe’s determination and ability to organise itself for defence – a prerequisite for American involvement in the future Atlantic Alliance. The Brussels Treaty powers established a political structure, consisting of a Con­sultative Council of Foreign Ministers and a Permanent Commission, and a Military Committee. Each of these played a significant role in the further negotiations leading to the North Atlantic Treaty. The Military Committee of the Brussels Treaty powers was in fact created in response to an American request for information on European military plans and actual and potential sources of military supplies. This information was to be used to assist in preparing Congress and United States public opinion for American participation in the North Atlantic Treaty by demonstrating that the role expected of the United States was not to act alone but to lend support to a common endeavor which already had its own momentum.

Following the creation of NATO itself a plan was adopted for the creation of a unified European army, including German contingents, to be established within the framework of NATO.
