КАЗНИТЬ НЕЛЬЗЯ ПОМИЛОВАТЬ
Смертность детей-наркоманов возросла в 42 раза
Спор о том, нужна или нет смертная казнь, длится уже не одно столетие. Вправе ли человек отбирать то, что не им даровано? В Библии сказано: «Не убий!» - и там нет никаких оговорок насчет тяжести содеянного преступления…Но тот же Вольтер, будучи категорически против смертной казни, делал оговорку: «Кроме одного случая, когда нет иного способа спасти жизнь большего числа людей…»
Сейчас, когда на Украине пойман Анатолий Оноприенко, виновный в смерти 52 человек, вопрос об отмене или сохранении смертной казни вновь стал актуальным и обсуждаемым в самых разных кругах.
Губернатор Омской области Леонид Полежаев:
Если оставить в живых убийц, не погибнут ли все остальные?
Мы уже перешли ту границу, за которой нации угрожает потеря генофонда. Ведь только в кино и детективах пуля попадает в основном в бандитов. В жизни жертвами киллеров и необузданных маньяков, это доказано печальной статистикой, становятся и самые сильные, самые достойные наши с вами соотечественники. Сколько светлого и доброго мог бы еще сказать с экрана Влад Листьев? Кто знает, быть может, будь с нами Галина Старовойтова, наша страна пошла бы иным путем и мы избежали бы многих ошибок… У кого хватит смелости говорить о гуманном отношении к убийцам этих людей?
Безусловно, нельзя казнить всех подряд. Для этого и существует правосудие. Но как по-другому, если не угрозой смертной казни, остановить наркоторговцев?
В нашей области положение с наркотиками очень тяжелое: зельем торгуют едва ли не в открытую. Наркотики идут потоком через границу с Казахстаном, поступают из Пакистана, Афганистана, других стран. Наркомафия рвется к Транссибирской магистрали, через которую сможет рассылать свой смертоносный товар во все концы страны. Торговля наркотиками практически легализована.
Бог даст, когда-нибудь мы выйдем из кризиса: поднимем рухнувшую промышленность, вдохнем новую жизнь в обнищавшее село. Дороги проведем раньше, а дураков изведем позже – они сорняк стойкий. И вот тогда-то заживем. Только будет ли кому жить?
Сейчас в России регулярно употребляют наркотики 1,5 миллиона человек. Специалисты прогнозируют, что к 2001 году это число возрастет в 2 раза. А кто употребляет? В основном молодые люди от 13 до 25 лет. Те, кому еще предстоит рожать детей, то есть обеспечивать будущее России.
Что там рожать, те, кто употребляет наркотики, и сами гибнут. Средний срок жизни наркомана после того, как «подсел», – 4-5 лет. За последние 10 лет детская смертность из-за употребления наркотиков увеличилась в 42 раза! Разве это не убийство? Это ведь коммерчески рентабельное истребление себе подобных! И слишком велики барыши, нажитые на чужом горе, чтобы нарастающий вал преступности остановить без принятия чрезвычайных мер.
В Китае, Малайзии, Иране, например, уже введена смертная казнь за преступления, связанные с наркобизнесом. Россия же по-прежнему остается для распространителей зелья лакомым кусочком: нет больше стабильных государственных систем школьного воспитания и здравоохранения, резко упал коэффициент социальной определенности граждан, что повлекло за собою потерю ориентации и угнетение человеческой психики. Существующие сегодня в стране законы представляются мне дырявым ситом, через которое проскакивает крупный наркоторговец, но в котором застревает жертва – больной, наркотически зависимый человек, купивший очередную дозу, возможно, на последние деньги.
Наркопожар уже начался. Сорвать «горящую крышу» – значит спасти весь «дом». Здесь уместны любые «пожарные» меры вплоть до введения смертной казни.
Уполномоченный по правам человека в РФ Олег Миронов:
«Пытка мыслью» еще страшнее
Все не так просто. У проблемы, отменять или не отменять смертную казнь, множество аспектов.
Единого мнения на этот счет нет не только в нашей стране, но и в мире. В США, например, в 36 штатах из 51 смертная казнь существует. Есть она и в Великобритании, с оговоркой «применяется в исключительных случаях». Но суды не пользуются этой мерой наказания. Уже 50 лет категорически против смертной казни Совет Европы, в который мы, кстати, тоже вступили.
В России вынесение приговоров о смертной казни приостановлено Конституционным судом, но не из гуманных соображений, а потому, что подобная процедура требует суда присяжных, который существует лишь в 9 субъектах Федерации из 89.
На мой взгляд, смертную казнь нужно отменить совсем. Никто не говорит, что убийц нужно прощать. Главное в наказании не жестокость, а понимание его, наказания, неотвратимости. Замена смертной казни – пожизненное заключение, или, в некоторых случаях, 25 лет тюрьмы. Попробуй – выдержи столь длительную «пытку собственной мыслью»…
Идея о том, что преступники, испугавшись смертной казни, перестанут творить свои черные дела, – миф. В странах, где эта мера наказания до сих пор существует, отнюдь не прослеживается уменьшения преступности. В России рост преступности кроется в потере моральных и социальных устоев граждан, что в свою очередь происходит из-за экономических проблем.
Сегодня в российских тюрьмах сидит 1 млн. человек. Остальные 145 млн. находятся на свободе, это мы с вами, то есть те, кто готов бороться за искоренение преступности. Неужели мы не справимся?
