Наш корреспондент побывал в колонии, где содержатся преступники, приговоренные к высшей мере наказания.
Вот уже 4 года в России не расстреливают преступников. Однако, как оказалось, 85 процентов россиян (по статистике МВД) считают: убийц, маньяков-насильников надо казнить.
Сейчас в России – 6 колоний, где сидят свыше тысячи бывших смертников, высшая мера которым была заменена на пожизненное заключение. Одна из них – «Белый лебедь». Такое поэтическое название носит эта самая охраняемая колония Пермской области. На кровавом счету полутора сотен клиентов «учреждения АМ 244/3-14» около 500 трупов.
У входа в тюрьму – клетка с двумя огромными свирепыми псами. Завидев меня, заметались, залились бешеным лаем.
- Это отец с сыном. Злющие – не дай Бог тебе с ними без клетки встретиться. А уж на запах зеков, которых за версту чуют, вообще кидаются, как сумасшедшие, - с гордостью пояснил замначальника заведения Владимир Василенко.
Тюрьма для смертников, приговоренных на пожизненное, спрятана на территории большой колонии общего режима. Эдакая зона в зоне. У входа в каждую камеру – фотография обитателей с кратким перечнем их «подвигов». Читаю: «Малышев Дмитрий Александрович, 1970 г.р. Лидер вооруженной банды. 8 убийств, в том числе – расстрел замминистра внутренних дел Удмуртии с семьей». «Дудник Андриан Владимирович, 1972 г.р. Создал вооруженную банду. Лично убил 9 человек. На глазах матери кинул 3-летнего ребенка в костер, затем убил и мать. Разбои, изнасилования». Ну и так далее. Здесь же – особые отметки: цветные квадратики и треугольнички. Тот склонен к побегу, этот – к нападению на контролера. А вот у того – весь букет подобных склонностей.
Едва успевает охранник с грохотом открыть «кормушку» (окошко, через которое зеки получают пайку), как обитатели камеры кидаются к стене, упираются в нее руками, вывернув наружу ладони. Один из них громко рапортует: дежурный такой-то, осужден по таким-то статьям к пожизненному заключению, жалоб и претензий нет. И так – по нескольку раз в день. До конца жизни.
В камерах мне с зеками поговорить не разрешили. Предоставили кабинетик, где с ними общаются «кумовья» (оперативные работники) – стол да две табуретки, намертво вмонтированные в пол. Перед встречей со смертниками я было задумался – протягивать убийцам руку или ограничиться кивком головы. Но проблему за меня решила тюрьма: выводя заключенного из камеры, его руки сковывают за спиной наручниками. Проход по коридору – исключительно согнувшись в три погибели. Из такого положения, как пояснили тюремщики, напасть на конвоира гораздо сложнее.
- А что, без наручников ваши подопечные только в камерах сидят? – спросил я у Василенко.
- Да, таков порядок.
- А как же в бане, на прогулках?
- В душевую водим раз в неделю. Запускаем по два человека. Перед помывкой наручники, конечно, снимаем. А прогулок у них нет вообще – «прогулочный дворик» оборудовать еще не успели, - развел руками замначальника тюрьмы.
В остальном же это заведение похоже на другие пять российских «полосатых» (на смертниках роба – в полоску) колоний. В каждом блоке – по две камеры, рассчитанные на двоих заключенных. На окнах, кроме решеток, металлические, никогда не открывающиеся жалюзи. Двухъярусные «шконки», две табуретки и стол, «телевизор» (так зеки называют шкафчик для книг). Здесь же, на виду у контролера, туалетные принадлежности, электробритвы, миски, деревянные ложки с короткими (чтобы не заточить под ножи) ручками, кипятильники. Электричество в розетки подается по полчаса дважды в день – утром и вечером (ограничение ввели после нападения на контролера: зек подключил к розетке дверной замок). С соседями по блоку разговоры запрещены. При этом в некоторых камерах сидят по одному.
- …Я не грабил, а конфисковывал, как это в свое время делала Советская власть. Ведь на подготовку смены государственного строя всегда нужны немалые деньги. А что убивать приходилось – так и комиссары патронов не жалели. Ведь никто же не называет их за это бандитами, - шмыгая носом, втолковывал мне Михаил Устинович по кличке Слепой (сильно близорук) – «идейный борец за восстановление в России монархии».
- Как относишься к идее отмены моратория на смертную казнь?
- Правильная мысль. Говорю так вовсе не потому, что меня уже не расстреляют. Просто многим лучше расстрел, чем гнить всю жизнь в камере. Теперь же им даже в смерти отказано.
Тридцатилетний Александр Мурылев, выпускник журфака МГУ, работал в одной из московских телекомпаний, в разных столичных изданиях. Себя считает независимым репортером.
- Узнал я о нелегальной деятельности Исламского культурного центра в Москве, отправляющего за ваххабитские деньги молодых мусульман в Саудовскую Аравию. Собрал на подпольщиков целое досье. Вот эти бандиты и повесили на меня 8 собственных убийств. Подставили под расстрельную статью, чтобы не мешал, - поделился Александр.
Все это, конечно, звучит убедительно, если не заглянуть в многотомники уголовных дел этих «жертв судебного произвола». Тот же Мурылев о своих убийствах рассказывает там весьма подробно.
- Всю жизнь в камере. Не лучше ли сразу расстрел?
- Конечно, помиловать на пожизненное заключение – это жестоко. Но уверен, многие из нас надеются выйти отсюда раньше, чем умереть.
- Что вы-то думаете по поводу моратория на расстрелы? – обратился я на прощание к охране смертников.
- Да что нам думать? Мы – исполнители. А ты не спрашивал об этом у тех, кого наши клиенты сделали вдовами, сиротами? Вот и вот, кто такой мораторий придумал, - тоже не спросил, - ответили тюремщики «Белого лебедя».
ИЗ ДОСЬЕ КП: По количеству смертных приговоров первое место в мире прочно удерживает Китай, на втором месте – Иран, на третьем – Саудовская Аравия, и замыкают четверку лидеров Соединенные Штаты. В США эта высшая мера наказания применяется в 38 штатах из 50, и количество смертных приговоров там увеличивается с каждым годом. За 85 лет 350 невиновных американцев были приговорены к смертной казни в результате судебных ошибок, и в 25 случаях приговор приведен в исполнение. В России подобной статистики нет. Но, по мнению специалистов, здесь судебных издержек намного больше. Из тех, кто отменил смертную казнь (более половины стран мира), только четыре государства вернулись к ней заново.
