Наркотикам – бой…и герл
Только за октябрь, один месяц этого года, Западное региональное управление ФПС России совместно с органами внутренних дел, представителями администраций областей дислокации ЗРУ на русско-украинской границе изъяло 2,5 тонны наркотических веществ.
Дешевый кайф течет рекой
На сегодняшний день стоимость одного пакета «травки» (марихуана) – 100 рублей. В пакете примерно 10 доз. Выходит, 10 рублей за то, чтобы накуриться. Дешевле водки. Примерно столько же, сколько и бутылка водки, стоит «чек» (доза «черняшки» - аналог героина, сделанный из мака). А именно 60 рублей. Сам героин стоит гораздо дороже – 500 рублей за грамм, и на территории Воронежской области широкого применения не получил, в первую очередь из-за дороговизны, да и привозить его сюда опасно – можно угодить в руки милиции. Тогда как «травку» и «черняшку» можно выращивать в пределах области: хоть на даче, хоть в глухой деревне. А транспорт местного сообщения практически не контролируется. Многие обыватели, когда слышат о том, что, по разным оценкам, в нашей области от 60 до 80 тысяч наркоманов и большинство из них молодежь, удивляются: мол, откуда у наркоманов деньги? Но, как видим, цены на наркотики не баснословные. Почему никто не удивляется, откуда деньги на самогон и водку у алкоголиков? Ведь наркоманы на свой кайф тратят не намного больше. По слухам, даже пойманный наркоман – еще не наркоман, если при нем нашли «чек», но у него еще и 50 рублей нашлось – чтобы отдать милиции. Столько стоит откуп. Да и посадить самих торговцев не так-то просто. В позапрошлом году половина всех уголовных дел, возбужденных за торговлю наркотиками, была прекращена из-за всевозможных реабилитирующих обстоятельств. В прошлом году было прекращено 40% таких дел. Что и не удивительно, ведь самое низшее звено наркоторговцев (те, что непосредственно продают) – это в большинстве своем женщины, матери-одиночки, пенсионерки (в общем, социально незащищенные граждане, которых посадить – значит еще беду навлечь, к примеру, на ребенка, который в детдом отправится). Да и смысла большого в этом нет, ведь на это место сразу же придет еще одна, такая же. Наркоторговцев рангом повыше ловят очень редко. То ли не могут, то ли не хотят. Да и те даже при больших деньгах, откупиться могут. Ловить их долго, куда проще иметь дело с «мелкой рыбкой».
Куда пойти лечиться?
Между тем во всем мире признано, что наркоман – больной человек, его нужно лечить. Но где лечить наркоманов в Воронеже, если база наркологических стационаров сократилась с 1470 койко-мест в 1999 до 274 в 2001 году? Почему количество мест, где наркозависимый может пройти лечение, сокращается, а количество самих наркозависимых растет? По поводу этой проблемы бытует мнение: раз у человека есть деньги, чтобы колоться, найдутся и на лечение. Количество платных услуг по снятию наркозависимости растет. Знаменитый «Детокс» стоит 2 тысячи долларов. Но и он, к сожалению, лишь поправляет здоровье наркомана, но не вылечивает. А чтобы вылечиться, нужны не только деньги, но и возможность сменить образ жизни, круг общения, нередко – место жительства. Те, кому это удается, без всякого лечения бросают колоться. Таких примеров достаточно. Но все же они единичны. Известно, что в борьбе с наркотиками существует три «кита»: пресечение торговли наркотиками, лечение больных и профилактика. И почему-то именно профилактике в Воронежской области решили уделить первостепенное внимание. Почему же? Должно быть, потому что это – самое легкое. Но ведь и действенность подобной профилактики (при том, что с торговлей и лечением все остается по-прежнему) нулевая. Так кому нужны такие акции, как «Молодежь против наркотиков», которая прошла в нашей области 2 ноября? Предполагалась обширная программа: пикеты, агитационные пункты, круглые столы, семинары в образовательных учреждениях, шествие студенческой молодежи, выставки рисунков и плакатов, конкурсы программ и проектов общественных организаций, агитпрограмма и концерт самодеятельных коллективов. А на деле в пикетах стояло по несколько замерзших девушек, которые, по лицам видно, наркотиков никогда не пробовали и пробовать не будут. Шествие тоже не отличалось многолюдностью. Большинство студентов предпочли в этот день не пропускать занятия по такому незначительному для них поводу, мимо шедшие граждане тоже решили не присоединяться. В центре культуры и бизнеса «Апекс» собрались, поговорили и разошлись. И что толку? Конечно, управление по молодежной политике главного управления образования администрации области, органы по делам молодежи администраций городов и районов и общественные молодежные объединения могут поставить себе «галочку» - мероприятие проведено. Но кому это нужно?
