The fbi National Academy
The importance of professional preparation for the practice of law enforcement cannot be overly stressed. Training, in the words of the late Director of the FBI and Founder of the National Academy, J. Edgar Hoover, is “truly indispensable1 to good law enforcement.”
Officers attending the FBI National Academy are offered, on a cost-free basis, a comprehensive and balanced 11-week program of advanced professional education. The FBI National Academy curriculum consists of courses relating to Management Science2, Behavioral Science3, Law, Education and Communication Arts, Forensic Science and Health/Fitness.
Courses essential for effective administration in law enforcement include instruction in management concept and theories as applied to police work, budgeting for law enforcement, police unions,4 electronic data processing5, problem solving and decision making, and other advanced management topics.
An understanding of human behavior and the factors influencing it is essential to progressive law enforcement. To prepare the officers in this regard the Academy provides them with the courses of psychology, sociology, criminology, and political science6 as applied to current problems of police - community relations and crime.
Basic to any law enforcement educational program is knowledge of the legal aspects of police work. The students of the Academy are offered a foundation in Constitutional law and the rules governing investigative techniques, including arrests, search and seizure, evidence, confessions, evidence and theories of proof, eyewitness identification, entrapment, civil liability, and system of juvenile justice.
Instruction provided in Forensic science concerns the use of science and technology in the law enforcement systems. Procedures to be used in collecting and preserving physical evidence for submission to the forensic laboratory are emphasized.
The FBI National Academy training complex is located in Quantico, Virginia, and consists of spacious, superbly equipped living and instructional facilities.
There are special-purpose classrooms, constructed and equipped to handle such technical subjects as fingerprinting, photography, and crime-scene investigation here. A physical training center is available for student use before and after regular class hours. A number of firearms ranges, indoor as well as outdoor, permit use of all standard police weapons. Hogan’s Alley7 provides the realistic environment for practical exercise training. This complex includes commercial and industrial areas. It contains a bank, post office, drug store, bar, motel, movie theatre, warehouse area and a residential street with townhouses and apartments. Three dormitories comfortably house all resident students at the FBI Academy.
