Такой же эффект усиления может быть достигнут и с помощью частицы “not” в комбинации со вторым отрицанием, выраженным отрицательной приставкой (un-, in-). Такие конструкции с двойным отрицанием переводятся утвердительными предложениями с усилительными словами довольно, весьма, вполне:

is a not infrequent occurrence	довольно частое явление
is not uncommon	довольно обычно (не является необычным)
is not unusual	вполне обычно
